Junta Wants $11 Billion in Aid .Asean will save SPDC or Victims of Nargis?






















































Asean and the UN will co-chair an international aid pledging conference in Rangoon on Sunday, both organizations announced in separate press releases.


“The ASEAN-UN International Pledging Conference will support efforts to alleviate the devastating impact of Cyclone Nargis on the country and widespread suffering caused to the people of Myanmar [Burma],” said the UN statement.

Both organizations said the meeting was called “in recognition of the outpouring of international solidarity and support.”

However, critics say the main agenda of the ruling Burmese generals at the conference will be securing US $11 billion for aid and reconstruction, which is the amount the junta is calling for, according to Asean Secretary-General Surin Pitsuwan, who visited Burma on May 20-21.

A potential dilemma that could arise at the conference is the chasm in concept between the donors and the military regime. While donors, particularly in Western countries, insist on transparency and accountability within a relief mission, the junta strives mainly to control foreign relief workers and to line their own pockets, say critics.

Richard Horsey, the spokesman for the UN Office for the Coordination of Humanitarian Affairs in Bangkok, said, “The donor conference will be a good opportunity for a detailed discussion between the Burmese regime and Asean leaders, as well as the UN, on what is needed right now for relief efforts—what the obstacles are, how to overcome those obstacles—which means not only financial pledges.”

He also said that the recovery would be focused on aspects such as the rehabilitation of the agriculture sector in the delta, which was totally destroyed by Cyclone Nargis on May 2-3.

The main thing about the donor conference is for the international community to see the Burma’s relief needs are met in the short, the medium and the long terms, said Larry Jagan, a British journalist in Bangkok who specializes on Burma.

Expected at the conference is United Nations Secretary-General Ban Ki-moon, who arrived in Rangoon on Thursday. He is due to travel to the areas worst hit by Cyclone Nargis before meeting the head of the Burmese junta, Snr-Gen Than Shwe, on Friday.

“Aid in Myanmar should not be politicized. Our focus now is on saving lives,” said Ban.

The UN’s highest ranking humanitarian officer, John Holmes, said on Wednesday that the Burmese regime must either say “yes” or “no” to the relief mission. “The scene is set to move in the directions we have spoken about, but we need to see that happening on the ground before we can be absolutely certain about it,” he said.

UN agencies estimate as many as 100,000 people died or missing and at least 2.5 million people have been affected by the tropical cyclone Nargis.

Ahead of Ban Ki-moon trip to Burma, the main opposition National League for Democracy (NLD) said in the May 21 statement that it welcomed the UN secretary-general to Burma.

Asean foreign ministers, including Burmese Foreign Minister Nyan Win, held a special meeting on Burma’s crisis on May 19 in Singapore. During the meeting, ministers agreed to establish a task force that will closely work with the UN as well as a central coordinating body to be set up by the Burmese regime.

The task force would also “realize the Asean-led mechanism.” At the same time, the regional body called on the Burmese junta to allow more international relief workers into the stricken areas.

However, Debbie Stothard, coordinator of the Alternative Asean Network (Altsean), said that the big problem is getting a commitment of aid, because everyone knows the Burmese regime is the one of the most corrupt one in the world.

“The latest report by Transparency International said Burma and Somalia are the most corrupt countries in the world,” she said.

Stothard said Asean may not be able to do everything, but it must assume leadership and then the rest of the international community could participate.

“Asean’s role is to make sure the aid goes to where is needed”, she said. “If not, the donor conference in Rangoon on Sunday will be only a nice tea party without an outcome.”

How many people were dead for that ignore?For SPDC , they really didn't care about that victims and they just focused on Referendum .Many people have not food , clean water , medicine , enough shelters and also clothes .Some of them are still living in the badly destroyed places and they do for their survive requesting to the travelers beside of the rail way road. They need help at once and not to divide who can go there and who can't go there.We believe every human have chance to give his help and to show his loving kindness to the victims.

UN Secretary-General Ban Ki-moon is scheduled to meet with Snr-Gen Than Shwe in Rangoon this week, after being snubbed for more than a week by the reclusive junta leader.

Ban, who is scheduled to arrive in Rangoon on Thursday, will visit the storm-wracked Irrawaddy delta, which was devastated by tropical cyclone Nargis on May 3.

More than 100,000 people have died and several hundred thousand rendered homeless.

Ban is also scheduled to attend a pledging conference in Rangoon on Sunday.

The confirmation of the meeting with Snr-Gen Than Shwe, diplomats said, could be considered significant because the xenophobic Burmese leader has resisted all moves to establish communication with the secretary-general either by phone or letter for the past 10 days. Ban wrote three letters including one delivered to Burmese officials through UN Under Secretary-General John Holmes. Ban has not received any response to his attempts at communication.

Observing that relief operations have so far reached only about a quarter of the affected people in Irrawaddy delta, Ban said this is a critical moment for the relief effort.

"My aim in going to Myanmar [Burma] is to first of all demonstrate my sympathy to the people and government at this time of crisis and challenge, and to see for myself the situation on the ground, particularly in areas most affected," he said.

Besides meeting senior government officials, the secretary-general will also meet with UN and NGO aid workers in Rangoon.

"I want to see the conditions under which relief teams are working, and I intend to do all I can to reinforce their efforts in coordination with Myanmar [Burma] authorities and international aid agencies," he said.

"I will discuss with everyone—government officials, the leaders of neighboring countries, relief coordinators and international donors—the way forward and how best to save lives and prevent further hardship," Ban said. He said he hoped the Burmese government would expedite visas for international relief workers so relief efforts can be scaled up quickly.

Referring to a figure cited by the Burmese foreign minister, Nyan Win, Ban said the cyclone had resulted in an estimated loss of more than US $10 billion. As such, he said, there was a need for a long-term reconstruction effort in Burma.

Ban said Asean has a crucial role to play in the relief operation and reconstruction effort, which would follow. These issues will be discussed with Sean leaders during his trip to the region, he said.

"The coordination between the UN and Asean will be crucially important, and in that regard, I am encouraged that Asean leaders have taken initiative and leadership roles in addressing this issue. Asean foreign ministers yesterday, in their statement, made it quite clear. This humanitarian assistance and campaign will be led by Asean mechanisms," Ban said.

Among specific proposals from Ban to Asean include establishing a logistical hub near Burma, and the creation of a coordinating body to serve as a middleman between the UN and Burma and private relief organizations. Meanwhile, British Foreign Secretary David Miliband and French Minister of State for Foreign Affairs Rama Yade on Tuesday met officials of NGOs working in Burma to discuss humanitarian assistance and the situation on the ground in the Irrawaddy delta.

"I think, it is important that we use this opportunity to recognize that there is a relief effort underway in that country, but there remain many tens and thousands of people who have not been given the help they need," Miliband said.

Yade said the most important thing for her country is not to talk about the aid, but to deliver the aid, to have access to the victims.

"That is why we consider that it is very important for Ban Ki-moon to go to Rangoon, to talk with the Burmese about the tragedy on the ground,” she said. “We hope that after that visit we will have the means to act, to have access to the victims."

Convinced that political pressure is important, Yade said: "It is a question of level, of course, but there is a level between the humanitarian issues and the political issues."

The British foreign secretary said the Asean effort signals a growing Asean commitment to help the people in Burma.

"The pledging conference that the secretary-general is convening next Sunday in Rangoon with the Burmese authorities is obviously a landmark event and needs to produce a real outcome that would deliver help and aid to people on the ground," he said.

The US ambassador to the UN said he is somewhat encouraged.

but fortunately, his sister, nun is not including.she is still alive in her aunty's village.
cos she arrive in mawtune May,1 so she can not go her parents village. I mean before she went there,the cyclone hit this village.

Filled with relief supplies for Burma's cyclone survivors, an American C-130 aircraft prepared for take-off from Thailand at around 10:30 a.m. On Sunday. A few minutes later, the pilot was ordered to cut the engine.

"The flights to Burma have been postponed until tomorrow,” Lt-Col Douglas Powell, a public affairs officer and spokesman for the relief mission, told The Irrawaddy at Utapao Airport in central Thailand. "We didn’t get clearance today,” he said, clearly disappointed.

However, at 12: 15 p.m., US officials suddenly and unexpectedly got the green light to land at Rangoon International Airport. Five C-130s—laden with several tons of drinking water, blankets, mosquito nets and first aid kits—took off immediately.

The smile returned to Lt-Col Powell's face as the planes took off. Burmese air traffic control, he said, would allow five flights in today after all. C-130 flights to Burma, he said, were allowed in “on a case-by-case basis.”

As of Monday, 31 US C-130s had landed in Rangoon with humanitarian aid for cyclone survivors.

The American officer, an Iraqi War veteran, said that, usually, landing permission was only granted in the middle of the night or in the early morning. However, he said, the Americans are “waiting patiently.”

"We would like to get the permission to start our flights at 7:30 in the morning,” Powell said. "If the Burmese government wanted us to move relief supplies out of Rangoon to another area we would help them with that."

When asked about US warships located near Burmese waters, he responded: "We have 10 CH-47s (Chinook helicopters) and we have a lot of supplies on the ships—mostly water and water purification units."

"We have helicopters, landing craft and amphibious assault vehicles that can go into flooded areas and remote areas," he said. "More importantly, we have helicopters that can carry NGOs to deliver supplies."

To date, the Burmese regime has ignored the American offer.

"We have a much greater capacity than the Burmese authorities will allow us,” Powell said. “We have huge transport planes and large helicopters here for relief work. But the Burmese authorities will only allow in C-130s," he said.

The Us officer stressed that, apart from aircraft, the US army has experience in tackling humanitarian crises in the region, such as when US marines were deployed on humanitarian missions during the 2004 tsunami disaster in Southeast Asia.

"The amount the Burmese authorities are allowing in is not enough," Powell said. “The US can deliver 200,000 lbs (90 tons) of goods to Burma every day, but at present, we are only fulfilling half that amount.”

Powell rejected the notion of an airdrop, saying it was dangerous and could create chaos and riots between people and refugees on the ground.

The colonel emphasized that the US has no intention of invading Burma and would not act unilaterally. "I can reassure you that this is not the case,” he said. “We are here on a humanitarian mission."

"I will put Burmese generals [on our flights], if they want to fly with us,” he insisted.

“They can sit next to our pilots and see our mission is purely humanitarian."

After Cyclone Nargis slammed Burma on May 2-3, the US government offered teams of experts and humanitarian relief supplies to the victims. Several naval vessels, including the USS Essex group, had been waiting just outside Burmese waters for more than two weeks, but had been denied permission to dock in Burma.

However, US pilots who have flown recently to Rangoon said that the reception from Burmese officers on the ground was warm and friendly.

Critics have alleged that US emergency aid may not be reaching survivors and that it is held up at Rangoon airport, before being transported to government warehouses.

According to several residents in Rangoon, some humanitarian supplies have ended up in markets in Rangoon. Responding to this issue, Powell said that the US embassy in Rangoon is monitoring this.

“The mission is not successful unless aid is in the hands of the people who need it,” said Powell. “Unfortunately, those who suffer are the Burmese people.”

A French navy ship carrying aid material idled near Burma's coast Saturday, awaiting permission from the ruling military regime to dock in the cyclone-devastated Irrawaddy delta.
Also Saturday, BUrma's junta took a group of foreign diplomats on a tour in the delta, after announcing that the death toll from Cyclone Nargis has nearly doubled to 78,000 with about 56,000 missing.
Aid groups have said the toll is probably about 128,000, with many more deaths possible from disease and starvation unless help is provided quickly to some 2.5 million survivors of the May 2-3 cyclone.
But despite possessing little means to deliver aid quickly and efficiently, the isolationist government of this desperately poor country insists it does not want international aid groups to manage relief operations. It says all foreign aid must be delivered to the government, which will distribute it further. It has also barred foreigners from leaving Rangoon, the country's main city.
A French government statement said navy ship Le Mistral was waiting 13 miles (22 kilometers) outside Burma's territorial waters, and there were hopes it could go in and unload its cargo of 1,000 tons of food—enough to feed 100,000 people for 15 days. The aid also includes shelters for 15,000 people, the statement said.
"The specifics of the delivery of this aid have not yet been defined," the statement said, adding that such details "will be the subject of negotiations" with Burmese authorities, who have yet to authorize it to dock either in the delta or in Rangoon, Burma's largest city.
"The Mistral is sailing close to the area most affected by Cyclone Nargis, where the needs are greatest and access the most difficult," the statement said.
France's UN Ambassador Jean-Maurice Ripert warned Friday that the government's refusal to allow aid to be delivered to people "could lead to a true crime against humanity."
In Rangoon, news of the approach of the French ship created an excited buzz among residents who were phoning each other to ask how far the ship was and when it would arrive.
The excitement reflected the frustrations felt by many of Burmese people, who have watched their government reject international help every day—ignoring pleas from the United Nations, foreign governments and aid agencies.
In an effort to demonstrate its relief efforts, the junta flew a group of diplomats to the Irrawaddy delta Saturday, diplomats and UN officials said. It is not clear if the diplomats would be allowed to see anything more than the stage-managed relief camp the junta was expected to put on display.
The diplomats were expected to return to Rangoon later Saturday.
Their trip was a huge concession by the junta, which has kept a tight lid on information. It has put up a security cordon around Rangoon to restrict foreign aid workers from going to the Irrawaddy delta, where scenes of devastation were rife and corpses were rotting where they died.
In another concession, the junta has agreed to allow 160 foreign aid workers from countries it considers friendly, including Thailand, India and Bangladesh. A 32-member Thai medical team left for Rangoon Saturday.
Aid groups say survivors are crammed into makeshift refugee camps, schools and monasteries, living on food donations from private citizens who are ferrying rice, noodles, biscuits and other aid material in their cars or trucks. Torrential monsoon rains have lashed the delta for the last two days, further slowing relief operations.
Lack of clean water is becoming a major problem, with the Red Cross warning that it could lead to many deaths in coming days.
The US military flew four more flights of emergency supplies into Rangoon on Friday, raising its total to 17 since Monday. Two of the flights were filled with aid provided by the Thai government. India was also readying flights.

တကယ့္တကယ္ ႏိုင္ငံတကာက လူသားခ်င္းစာနာေထာက္ထားတဲ့ ကယ္ဆယ္ေရး တပ္ေတြသာ ဝင္ေရာက္စြက္ဖက္ လာမယ္ ဆိုရင္ ျမန္မာ့တပ္မေတာ္ရဲ႕ အေနအထားအရ ခုခံကာကြယ္ တိုက္ခိုက္မွာ မဟုတ္ဘူးလို႔ လူလတ္ပိုင္းအရြယ္ ဗိုလ္မႉးေဟာင္းတဦးက ဧရာဝတီကို ေျပာပါတယ္။

စစ္သားေတြနဲ႔ သူတို႔မိသားစုေတြကို တကယ့္တကယ္မွာ စစ္အစိုးရက ကာကြယ္မႈ လံုလံုၿခံဳၿခံဳ မေပးႏိုင္ဘူးလို႔ သူက ဆက္ေျပာတယ္။ စစ္သားေတြက စစ္ဗိုလ္ခ်ဳပ္ေတြရဲ႕ အမိန္႔ကို နာခံတယ္ဆိုတာလည္း သူတို႔ကို သစၥာရွိလို႔ ခ်စ္လို႔ မဟုတ္ဘဲ ေၾကာက္လို႔သာ ျဖစ္တယ္လို႔ ဆိုပါတယ္။

“ဒါေပမယ့္ ၾကာၾကာေတာ့ ေတာင့္ခံႏိုင္မွာမဟုတ္ဘူး။ ဘာလို႔လည္းဆိုေတာ့ ျမန္မာစစ္သားေတြ အေနနဲ႔ သူတို႔ ေခါင္းေဆာင္ ေတြကို ေၾကာက္လို႔သာ ျပန္ခ်ရမွာေလ” လို႔ သူကဆက္ေျပာပါတယ္။
ျမန္မာ့တပ္မေတာ္ရဲ႕ စြမ္းရည္ကေတာ့ ႏိုင္ငံတကာက တကယ့္ အရည္အေသြးျမင့္ တပ္သားေတြ၊ အဆင့္ျမင့္ နည္းပညာ ေတြကို ဘယ္လိုမွ မကာကြယ္ႏိုင္မွာကို သံသယျဖစ္စရာမရွိဘူးလို႔ ဦးေဌးေအာင္က သံုးသပ္ပါ တယ္။
“၁၉၅၀ ျပည့္ႏွစ္ေတြတုန္းကေတာ့ ျမန္မာ့တပ္မေတာ္က ရွမ္းျပည္ကိုက်ဴးေက်ာ္လာတဲ့ တ႐ုတ္ကူမင္တန္ တပ္ေတြကို တိုက္ထုတ္ႏိုင္ေလာက္ေအာင္ အင္အားေတာင့္တင္းတာ မွန္ပါတယ္။ ဒါေပမယ့္ ခု ကယ္ဆယ္ေရး တပ္ေတြနဲ႔ေတာ့မတူ ဘူးေလ။ ကယ္ဆယ္ေရးတပ္ေတြက ျပည္သူေတြကို ကယ္ဆယ္ဖို႔ လာမွာမဟုတ္လား” လုိ႔ သူက သူ႔အျမင္ကို ေျပာျပပါတယ္။
တ႐ုတ္ - ျမန္မာ နယ္စပ္က ျမန္မာ့တပ္မေတာ္နဲ႔ ပတ္သက္လို႔ သုေတသန ျပဳေနတဲ့ ဦးေအာင္ေက်ာ္ေဇာကေတာ့ ျမန္မာ့ တပ္မေတာ္ဟာ အျပည္ျပည္ဆိုင္ရာက ေပးေနတဲ့ ဖိအားကို တြန္းလွန္မွာမဟုတ္ဘူးလို႔ သုံးသပ္ ပါတယ္။
သူက “ဒီေန႔တပ္မေတာ္က လြတ္လပ္ေရးေခတ္တုန္းက တပ္မေတာ္နဲ႔ ဘာမွမဆိုင္ဘူး။ ျမန္မာ တပ္မေတာ္ အရာရွိေတြ အားလံုး ဒီေန႔ဒီအခ်ိန္မွာ အက်င့္ပ်က္ ျခစားေနၾကၿပီ။ သူတို႔ အက်ိဳးစီးပြားတခုပဲ ၾကည့္ၾက ေတာ့တယ္” လို႔ ဆက္ေျပာတယ္။
တကယ္လို႔သာ တပ္မေတာ္က ႏိုင္ငံတကာက ဖိအားေပးတာကုိ ဆန္႔က်င္မယ္ ဆိုရင္လည္း သိပ္ၾကာၾကာ ေတာင့္ခံႏိုင္မွာ မဟုတ္ပါဘူးလို႔ သူကသံုးသပ္ပါတယ္။
“ခုဟာက သီေပါမင္းပါေတာ္မူတဲ့ ၁၈၈၅ ခုႏွစ္လည္းမဟုတ္ဘူး။ လြတ္လပ္ေရး အတြက္တိုက္ပြဲဝင္ေနတဲ့ ၁၉၄၀ ျပည့္ႏွစ္ လည္း မဟုတ္ဘူး” လုိ႔ ဆက္ေျပာပါတယ္။
ခုဆိုရင္ ျမန္မာျပည္သူေတြကလည္း ေလေဘးဒုကၡသည္ေတြကုိ ကယ္တင္ခ်င္တဲ့ စိတ္တခုပဲ ရွိေတာ့တယ္။ တခ်ိဳ႕ကဆို အေမရိကန္တပ္ေတြ ဘယ္ေတာ့ဝင္မွာလဲ။ ဝင္မွာျဖင့္လည္းျမန္ျမန္ဝင္ပါေတာ့ ဆိုတာမ်ိဳး ေျပာေနၾကၿပီ။ ေဝဒနာ ခံစားေန ရတဲ့ သူတို႔လို ျပည္သူေတြရဲ႕ ဒုကၡကို မၾကည့္ရက္ၾကေတာ့ဘူး။

Junta Says Constitution Approved

The Burmese military government announced on Thursday that their draft constitution was overwhelmingly approved in a referendum held while the country was reeling from a devastating cyclone.
The document was approved by 92.4 percent of the 22 million eligible voters last Saturday, Aung Toe, head of the Referendum Holding Committee, said on state radio. He gave voter turnout as more than 99 percent.
The ruling junta says a general election will follow in 2010. The document guarantees 25 percent of parliamentary seats to the military and allows the president to hand over all power to the military in a state of emergency—elements that critics say defy the junta's professed commitment to democracy.
The constitution would bar Nobel Peace Prize laureate Aung San Suu Kyi, the detained leader of the National League for Democracy (NLD), from public office. The military refused to honor the results of the 1990 general election won by her NLD party.
Aung Toe said another 5 million citizens were eligible to vote May 24 in Rangoon and the Irrawaddy delta, the region worst hit May 3 by Cyclone Nargis, which the UN says may have killed more than 100,000 people.
Human rights organizations and anti-government groups have bitterly accused the government of neglecting cyclone victims to advance its political agenda.
Following the balloting, local journalists said they saw cases of intimidation of voters at polling stations around the country.
The fear of the military, which has ruled since 1962, was so great that few people were expected to vote "No" despite a campaign by pro-democracy activists to oppose the constitution.
The editor of a respected Burmese newsmagazine who had reporters stationed around the country said the information he received showed the vote was not free and fair.
"The essence of secrecy is totally lost in some of the polling booths," said the editor, who spoke on condition of anonymity for fear of reprisals.
He said irregular practices seen by his reporters included officials telling voters, "Don't forget to put the tick, the right mark," as they got ready to cast their ballots.
Voting officials would also sometimes pull aside the curtains protecting the privacy of the voting booths, in addition to asking voters to affix their fingerprints on the ballots. Other journalists witnessed voters clutching three or four national registration cards, which they exchanged for an equal number of ballots, a violation of voting rules.
Voting was postponed in two regions battered by the killer cyclone until May 24, but results from the late balloting could not mathematically reverse the constitution's approval with only a simple majority needed among a total of 27 million eligible voters.

Survivors of Cyclone Nargis—especially children and the elderly—have undergone severe trauma and many will have long-term psychological problems because of the storm and their fight for survival during its aftermath, say aid workers.A Rangoon resident who has traveled to Bogalay Township for relief work, said, “People there look depressed and traumatized. They do not know what to say when people ask them questions. Young children seem afraid of water and the things around them.”
“They are suffering from mentally illness. Everywhere around them are dead bodies, injured people. It’s a miserable environment,” he said.According to the UN Children’s Fund, children are among the most vulnerable and are at a higher risk of protracted trauma and psychological problems, especially the ones who are now alone because family members are dead or missing. In some relief camps, UNICEF has set up special areas for children that are designed to provide a more normal environment with diversions and makeshift schools. Ramesh Shrestha, a UNICEF representative in Burma, said, "In any situation where you have children living under extremely stressful conditions, both physically and emotionally, it is important that they are provided with a space where they feel safe and provided for." No one is immune from feelings of sadness, guilt, anger and confusion. An elderly survivor from Kungyangong Township, a hard hit area south of Rangoon Division, is now living with relatives in Tachilek. “I am so afraid to see the sky turn grey as I worry that it is going to rain and the strong waves from the ocean will hit the land again,” he said. “I cry every time I think about what happened, and I can not sleep.” He lost seven grandchildren, one niece, one sister-in-law and many cousins. “I tried to hold my grandchildren’s hands tight when the water first hit us, but the waves were strong and big, and we could not hold on to each other—all my grandchildren disappeared in the waves.“I had never expected that I would face a horrible situation like this,” he said. “I really feel pain because I could not help my grandchildren and other family members. I could not do anything.” UNICEF says up to 90 per cent of the schools in the affected area have been damaged or destroyed, totaling some 3,000 primary schools and more than 500,000 pupils. Children are also more vulnerable to infectious diseases such as cholera, diarrhea, dysentery, dengue fever and malaria, say aid workers. Even before the cyclone struck on May 3, about one in three children in Burma were malnourished.

ေသာၾကာေန႔က ကုလသမဂၢ၏ ရာသီဥတုခန္႔မွန္းတြက္ခ်က္ေရးဌာနတခုျဖစ္သည့္ ကမၻာ့မိုးေလ၀သ အဖြဲ႔ခ်ဳပ္ (World Meteorological Organization) က လာမည့္ ဗုဒၶဟူးေန႔ (ေမလ ၁၄ ရက္) မွစ၍ ရံဖန္ ရံခါ မိုးရြာသြန္းမႈ ရွိႏိုင္ေၾကာင္း ခန္႔မွန္းတြက္ခ်က္ေဖာ္ျပခဲ့ပါသည္။ ဤခန္႔မွန္းခ်က္အရ "ေနာက္အပတ္ ၾကာသပေတးေန႔ႏွင့္ ေသာၾကာေန႔မ်ားတြင္ မိုး သည္းထန္စြာ ရြာသြန္းမႈမ်ား ရွိႏိုင္ေၾကာင္း" ေဖာ္ျပထားပါေသးသည္။
"ကံဆိုးမ သြားေလရာ မိုးလိုက္လို႔ရြာ" ဟူေသာ ျမန္မာစကားပံုအတိုင္း ျဖစ္ေနၿပီဟု ထင္ရသည္။
ပိုဆိုးသည္မွာ ျမန္မာ့ စစ္ေခါင္းေဆာင္မ်ားက ၎အေျခအေနမ်ားကို အာရံုမထားႏိုင္။ ဆႏၵခံယူ ပြဲျဖင့္ အလုပ္မ်ားေနၾက ပါသည္။ သူတို႔က ျမန္မာႏိုင္ငံအေနျဖင့္ ႏိုင္ငံရပ္ျခား အကူအညီေပးေရးလုပ္သားမ်ားကို လက္ခံရန္ အဆင္သင့္ မျဖစ္ေသး ေၾကာင္း ျငင္းဆိုခဲ့ၾကၿပီး ႏိုင္ငံျခား အကူအညီမ်ားကိုေတာ့ လက္ခံ မည္၊ ႏိုင္ငံရပ္ျခား ၀န္ထမ္းမ်ားကိုေတာ့ လက္မခံဟု ဆိုခဲ့သည္။
ထိုမွ်မက စစ္အစိုးရ ေက်ာေထာက္ေနာက္ခံျပဳထားသည့္ ျပည္ေထာင္စုၾကံ့ခိုင္ေရးႏွင့္ ဖြံ႔ၿဖိဳးေရးအသင္း၀င္ အုပ္စုမ်ားက အေထာက္အပံ့မ်ားကို လက္၀ါးႀကီးအုပ္ လုယူရန္ ႀကိဳးပမ္းေနၾကေသးေၾကာင္း ရန္ကုန္ရွိ ေဒသခံ အလွဴရွင္အုပ္စုမ်ားႏွင့္ အန္ဂ်ီအိုအဖြဲ႔မ်ားက ဆိုၾကပါသည္။
ယခုအခါ လူသားခ်င္းစာနာမႈ ကူညီေပးေရးလုပ္သားမ်ားၾကားတြင္ "မေမွ်ာ္မွန္းထားႏိုင္သည့္ ေၾကကြဲဖြယ္ အျဖစ္ဆိုးႀကီး" သို႔ ဆိုက္ေတာ့မည္ေလာဟု စိုးရိမ္ေနၾကပါသည္။ အသက္ရွင္က်န္ရစ္ေနၾကသူမ်ားမွာ ယခုတိုင္ ေရ၊ အစားအစာႏွင့္ သန္႔ ရွင္းက်န္းမာေရးကိစၥမ်ား ရရွိႏိုင္ျခင္း မရွိေသးပါ။ ယခုလာမည့္အပတ္တြင္ သည္းထန္မည္ဟု ခန္႔မွန္းထားေသာ မိုးေၾကာင့္ ယာယီစခန္းမ်ားတြင္ ရွင္သန္ရပ္တည္ႏိုင္ေရး ႀကိဳးပမ္းေနၾကရေသာ ဒုကၡေရာက္ၾကရဦးမည္မွာ မုခ်ျဖစ္သည္။ အမိုးအကာ မျပင္ႏိုင္ၾကေသးဘဲ မိုးမိၾကရဦးမည္ ျဖစ္ေနသည္။
အိုင္၀ပ္ေနေသာ ေရမ်ားတြင္ ေပါက္ဖြားေနသည့္ ျခင္မ်ားေၾကာင့္ ေသြးလြန္တုတ္ေကြးႏွင့္ ငွက္ဖ်ားကူးစက္ေရာဂါမ်ား ကူးစက္ပ်ံ့ပြားလာႏိုင္ေျခလည္း ရွိေနသည္။ လူေသအေလာင္းမ်ား၊ တိရိစၦာန္အေသေကာင္ပုပ္မ်ားက ျမစ္ေရႏွင့္ အျခား ေရရရွိရန္ေနရာမ်ားကို ညစ္ေထးေနေစေသာေၾကာင့္လည္း ဘက္တီးရီးယားပိုးမ်ား အလွ်င္အျမန္ ကူးစက္ပ်ံ႔ပြားႏိုင္ၿပီး ကာလ၀မ္းေရာဂါ၊ တိုက္ဖိြဳက္ အူေရာင္ငန္းဖ်ား၊ ၀မ္းပ်က္၀မ္းေလွ်ာႏွင့္ ၀မ္းကိုက္ေရာဂါမ်ား ျဖစ္လာဖို႔ အႏၱရာယ္ ရွိေနပါ ေသးသည္။ ကံေကာင္းေထာက္မ၍ ယာယီအမိုးအကာေအာက္၊ ဒုကၡသည္မ်ား စခန္းသို႔ေရာက္ရသူမ်ား ပင္လွ်င္ ေနရာ က်ဥ္းက်ဥ္းက်ပ္က်ပ္တြင္ ကေလးမ်ား စုျပံဳထားရမႈေၾကာင့္ ၀က္သက္ႏွင့္ အျခားအသက္ရႈလမ္းေၾကာင္းမွ ကူးစက္ႏိုင္ သည့္ ေရာဂါမ်ား အလွ်င္အျမန္ ပ်ံ႔ပြားခံစားရႏိုင္ေျခလည္း ရွိေနပါသည္။
(Oxfam) ေအာက္စ္ဖမ္းအဖြဲ႔၏ ေဒသဆိုင္ရာ တာ၀န္ခံ ဆာရာ အိုင္ယာလန္ (Sara Ireland) က တနဂၤေႏြေန႔တြင္ ေျပာခဲ့ ရာတြင္ "ဒီလို အေျခအေန ဒုကၡေပါင္းစံုဖိစီးမႈေအာက္မွာ လူ တစ္သန္းခြဲေလာက္ အႏၱရာယ္ၾကံဳေနၾကရတယ္" ဟု ဆိုခဲ့ပါ သည္။
သို႔ေသာ္လည္း ကံဆိုးသည္မွာ ဤကပ္ေဘးဆိုးႀကီး ျဖစ္လာမည့္အေရးကို က်န္သည့္ကမၻာက မစြမ္းသာဘဲ လက္ပိုက္ ၾကည့္ေနၾကရပါ သည္။ အနည္းအက်ဥ္းမွ်သာ စြမ္းေဆာင္ကူညီေပးႏိုင္ၾကပါသည္။
ျပင္သစ္ႏိုင္ငံ၏ ႏိုင္ငံျခားေရး၀န္ႀကီး ဘားနဒ္ ကုခ်နာ (Bernard Kouchner) က ကုလသမဂၢအေနျဖင့္ အသစ္အတည္ျပဳ ေပးအပ္ထားသည့္ "အရပ္သားျပည္သူမ်ားကို ကာကြယ္ေပးရန္" ဟူသည့္တာ၀န္ကို အသံုးခ်ေဆာင္ရြက္သင့္ၿပီ ျဖစ္ေၾကာင္း ႏွင့္ ျမန္မာစစ္ဗိုလ္ခ်ဳပ္မ်ား တားဆီးေနေသာ္လည္း ျမန္မာျပည္တြင္း၀င္ေရာက္၍ ကယ္ဆယ္ေရးပစၥည္းမ်ား ေပးပို႔ရန္ ေတာင္းဆိုခဲ့ေသးသည္။ သို႔ေသာ္လည္း ကုလသမဂၢ လံုျခံဳေရးေကာင္စီ အျမဲတမ္းအဖြဲ႔၀င္ႏွင့္ အလွည့္က်အဖြဲ႔၀င္ ၈ ႏိုင္ငံ တို႔က ျမန္မာႏိုင္ငံတြင္ လူသားခ်င္းစာနာမႈဆိုင္ရာ ကပ္ေဘးသင့္ေနသည့္ကိစၥႏွင့္ ကယ္ဆယ္ေရးအစီအစဥ္မ်ား တိုးတက္ျမန္ဆန္ ေစေရးကိစၥ ၀ိုင္း၀န္းေဆြးေႏြးၾကရန္ တင္ျပသည့္ ျပင္သစ္ႏိုင္ငံ၏ အဆိုကိုပင္ ျငင္းပယ္ခဲ့ၾကသည္။ ဤအခ်ိန္တြင္ မည္သို႔ ျဖစ္ေစ ျပင္သစ္ႏိုင္ငံက ကယ္ဆယ္ေရးအကူအညီ တန္ခ်ိန္ ၁,၅၀၀ တင္ေဆာင္ထားသည့္ သေဘၤာတစင္းကို ေစလႊတ္ခဲ့ၿပီ ျဖစ္သည္။

BURMA: CSW CALLS FOR INTERNATIONAL ACTION IN BURMA CRISIS
Christian Solidarity Worldwide (CSW) today called for immediate, significant and effective action to address the deteriorating humanitarian and political emergency in Burma. CSW warned that failure on the part of the regime to facilitate international relief efforts could result in the international community being left with no option but to act without the regime's permission. CSW also called on the UN Security Council to refer a case against Burma's military regime to the International Criminal Court. While CSW welcomes the news that a US plane carrying aid has been permitted to land in Burma today, it is vital that international aid workers be permitted to access the disaster regions without further delay in order to ensure aid reaches the victims of Cyclone Nargis. Nine days after the cyclone struck, visas continue to be denied to aid workers. CSW is concerned after receiving clear evidence that in addition to the regime failing to respond to the crisis and blocking international access, it is actively obstructing the delivery of aid. There are reports that Burmese people attempting to distribute aid have been attacked by the regime's militia, the Union Solidarity Development Association (USDA) and Swan Ah Shin. CSW believes these actions provide further evidence amounting to charges of crimes against humanity already levelled against the regime, and calls for the implementation of UN Security Council resolution 1674, known as the "Responsibility to Protect". CSW has also received reports from sources in some parts of Burma that people have overwhelmingly rejected the regime's proposed constitution in a referendum held on Saturday 10 May. Initial reports from some villages in Chin and Kachin states indicate a strong majority of votes cast against the constitution, and reports from other parts of the country show clear rigging by the regime. CSW has strongly condemned the referendum process as a "sham" and urges the international community to unite in rejecting the result if the regime declares victory. Voting in the cyclone-affected areas will take place on 24 May. CSW's Chief Executive Mervyn Thomas said: "As the death toll mounts daily, further delays in bringing aid and aid workers into Burma simply mean more deaths through starvation and disease. The bodies are piling up, and shocking photographs smuggled out of the country show whole communities wiped out. The regime is now guilty not only of neglect but of deliberate obstruction of emergency relief efforts. This adds to the list of charges of crimes against humanity which has mounted against this brutal regime over the years. It is time now to bring help to the Burmese people and to bring the Generals to justice."
