အျပည္ျပည္ဆုိင္ရာ ဓေလ့ထုံးစံဥပေဒအရ ပါတီစုံေရြးေကာက္ပြဲက်င္းပ၍ တရား၀င္အစုိးရဖြဲ႔သည္မွာ လုပ္႐ုိးလုပ္စဥ္ျဖစ္၏။ တုိင္းျပည္၏ အေရးကိစၥ၌ အဆုံးအျဖတ္ေပးမည့္ ပုဂၢိဳလ္မ်ားကုိ လြတ္လပ္ၿပီး တရားမွ်တေသာ ေရြးေကာက္ပြဲ၌ ျပည္သူလူထုက ဆႏၵမဲေပးၿပီး ေရြးခ်ယ္လုိက္သည္ကုိ ဒီမုိကေရစီဟု အဓိပၸာယ္ဖြင့္ဆုိၾကသည္။ ဤပုံစံအတုိင္း ေရွ႕ႏွစ္တြင္ ပါတီစုံေရြးေကာက္ပြဲက်င္းပ၍ “စည္းကမ္းရွိ” ဒီမုိကေရစီကုိ ဗမာစစ္ေခါင္းေဆာင္မ်ားက တည္ေထာင္မည္ဟုဆုိ၏။ သုိ႔ေသာ္လည္း ေရြးေကာက္ပြဲ က်င္းပတုိင္း ဒီမုိကေရစီမရႏုိင္ပါ။ လြတ္လပ္မႈအတုိင္းအတာႏွင့္ သိကၡာရွိမႈသည္ အလြန္အေရးႀကီး၏။

ေရြးေကာက္ပြဲမက်င္းပမီ ႏုိင္ငံေရးလြတ္လပ္မႈရွိမရွိ၊ အတုိက္အခံကုိ ေလးစားမႈရွိမရွိ၊ ယွဥ္ၿပိဳင္သူအားလုံး တန္းတူရည္တူ အခြင့္အေရးရွိမရွိ၊ ေရြးေကာက္ပြဲအမႈထမ္းမ်ား မွ်မွ်တတလုပ္မလုပ္၊ မဲဆႏၵရွင္မ်ား လြတ္လပ္စြာ မဲေပးႏုိင္မေပးႏုိင္၊ ေပးထားေသာဆႏၵမဲႏွင့္ ေရြးေကာက္ပြဲရလဒ္ကုိက္ညီမညီ စသည္မ်ားကုိ ဆန္းစစ္ရန္လုိ၏။ ေရြးေကာက္ပြဲႏုိင္ေသာပါတီက ဖြဲ႔စည္းလုိက္သည့္အစုိးရသည္ စစ္တပ္ႏွင့္ အာဏာရွင္လူတန္းစားကုိ ကုိယ္စားျပဳ၍ အုပ္ခ်ဳပ္သည့္ပုံစံမ်ဳိးရွိသည္။ ႐ုရွားႏုိင္ငံေရးစနစ္ကုိ ‘ေရြးေကာက္ပြဲအာဏာရွင္စနစ္’ ဟု သတ္မွတ္သူမ်ားရွိသည္။ စင္ကာပူသည္ ဒီမုိကေရစီႏုိင္ငံမဟုတ္ပါ။

ပါတီစုံေရြးေကာက္ပြဲက်င္းပၿပီး ဖြဲ႔စည္းလုိက္ေသာ အစုိးရမ်ားသည္ ဒီမုိကေရစီႏွင့္ အာဏာရွင္စနစ္အၾကား ပုံစံအမ်ဳိးမ်ဳိးျဖင့္ စခန္းသြားေနသည္ဟု ႏုိင္ငံေရးသိပၸံပညာရွင္မ်ားက ေလ့လာေတြ႔ရွိထားသည္မွာ ျမန္မာျပည္သူျပည္သားမ်ားအတြက္ အလြန္အေရးႀကီးသည္ဟု ယူဆပါသည္။ ဒီမုိကေရစီႏွင့္ အာဏာရွင္စနစ္၏ အသြင္လကၡဏာမ်ားကုိ ေရာစပ္သုံးစြဲေနသည္မွာ ၾကာၿပီျဖစ္၏။ လြန္ခဲ့ေသာ အႏွစ္ (၄၀) ေက်ာ္ကတည္းက ပါတီစုံေရြးေကာက္ပြဲက်င္းပ၍ အာဏာရွင္စနစ္က်င့္သုံးေသာ ႏုိင္ငံမ်ားရွိခဲ့၏။ စင္ကာပူႏွင့္မေလးရွားသည္ ေရြးေကာက္ပြဲအာဏာရွင္စနစ္ က်င့္သုံးေနတုန္းျဖစ္၏။ ဤႏုိင္ငံမ်ားတြင္ ေရြးေကာက္ပြဲက်င္းပျခင္းသည္ အစုိးရေျပာင္းလဲရန္မဟုတ္ပါ။

အာဏာရွင္စနစ္မွ အသြင္ကူးေျပာင္းေသာႏုိင္ငံမ်ားတြင္ ျပည္တြင္းျပည္ပက ေတာင္းဆုိသည့္အတုိင္း ဒီမုိကေရစီျပဳျပင္ေရး လုပ္ဟန္ေဆာင္ၾကသည္။ အာဏာရွင္စနစ္ကုိ ဒီမုိကေရစီျဖင့္ အေရၿခံဳေပးလုိက္ျခင္းျဖစ္၏။ ေရြးေကာက္ပြဲ အတုိက္အခံ သတင္းမီဒီယာ စသည္မ်ားကုိ အျဖည့္ခံအျဖစ္ ကၽြမ္းက်င္စြာ အသုံးျပဳျခင္းပင္ျဖစ္သည္။

အာဏာရအစုိးရကုိ ေ၀ဖန္႐ႈတ္ခ်ျခင္းမျပဳေသာ အတုိက္အခံပါတီႏွင့္ စာနယ္ဇင္းကုိ ရပ္တည္ခြင့္ေပးထားၿပီး အာဏာရွင္လူတန္းစား အက်ဳိးစီးပြားကုိ ထိခုိက္ေအာင္လုပ္ေသာ အတုိက္အခံႏွင့္ စာနယ္ဇင္းကုိ ေခ်မႈန္းပစ္တတ္ပါသည္။ ဤသုိ႔ ဒီမုိကေရစီအေရၿခံဳေသာ အစုိးရမ်ားလာၿပီး အာဏာရွင္စနစ္ကုိ ေျဗာင္က်င့္သုံးသူ နည္းပါးလာသည္။ စစ္အာဏာရွင္စနစ္ က်င့္သံုးေနေသာ ဗမာစစ္အစုိးရသည္လည္း ဒီမုိကေရစီအေရၿခံဳ၍ သက္ဆုိးရွည္ရန္ ႀကိဳးပမ္းေနသည္။

အင္အားရွိေသာအဖြဲ႔အစည္းက မိမိ၏ၿပိဳင္ဘက္ကုိ အၾကမ္းဖက္သည္မွာ အာရွေရြးေကာက္ပြဲဓေလ့ကဲ့သုိ႔ ျဖစ္ေနပါသည္။ ၀ါရင့္ဒီမုိကေရစီႏုိင္ငံျဖစ္ေသာ အိႏၵိယ၌ပင္ ေရြးေကာက္ပြဲရာသီ ေရာက္ပါက သတ္ၾကျဖတ္ၾက အၾကမ္းဖက္ၾကပါသည္။ သုိ႔ေသာ္ အၾကမ္းဖက္မႈအနည္းငယ္ေၾကာင့္ ဒီမုိကေရစီမက်ဟု မေျပာႏုိင္ပါ။ အျပစ္အနာအဆာ လုံး၀ကင္းစင္ေသာ ႏုိင္ငံေရးစနစ္ မရွိေသးသည့္အတြက္ ျပည္သူ႔ကုိယ္စားလွယ္မွတဆင့္အုပ္ခ်ဳပ္ေသာ ဒီမုိကေရစီစနစ္ကုိ အၿမဲတမ္းသတိျဖင့္ ေစာင့္ၾကည့္ရန္လုိသည္။

ထုိ႔ေၾကာင့္ ႏုိင္ငံျခားသားမ်ားကုိ ေရြးေကာက္ပြဲႀကီးၾကပ္သူႏွင့္ ေလ့လာသူေတြအျဖစ္ အသုံးျပဳေနျခင္းျဖစ္သည္။ ပါတီစုံေရြးေကာက္ပြဲကုိ ဟန္ျပအျဖစ္ က်င္းပေသာ တုိင္းျပည္မ်ားတြင္ အစုိးရပါတီကသာ အႏုိင္ရသည္။ စင္ကာပူတြင္ လႊတ္ေတာ္အမတ္ေနရာ (၉၅) ရာခုိင္ႏႈန္းကုိ အာဏာရပါတီကသာ အၿမဲတမ္းအႏုိင္ရေနသည္။ ကေမာၻဒီးယား၌လည္း ဟြန္စန္၏ျပည္သူ႔ပါတီသည္ ဆႏၵမဲ (၇၀) ရာခုိင္ႏႈန္းကုိ ခ်ဳပ္ကုိင္ထားႏုိင္၏။ အီဂ်စ္သမၼတသည္ ေရြးေကာက္ပြဲတုိင္းႏုိင္ၿပီး အာဏာရေနသည္မွာ အႏွစ္ (၂၀) ေက်ာ္ပါၿပီ။ ဇင္ဗာေဗြသမၼတ ေရာဘတ္မူဂါဘီလည္း ေရြးေကာက္ပြဲနည္းျဖင့္ အာဏာရထားသည္မွာ အႏွစ္ (၂၀) ေက်ာ္ေနၿပီျဖစ္သည္။

သမၼတ ေရာဘတ္မူဂါဘီသည္ ျမန္မာ့ႀကံ့ဖြံ႔ကဲ့သုိ႔ေသာ လက္မရြံ႕ခါးပုိက္ေဆာင္ အရပ္သားအဖြဲ႔ကုိသုံးၿပီး ၿပိဳင္ဘက္ကုိ အၾကမ္းဖက္သည့္ေနရာတြင္ နာမည္ႀကီး၏။ ေရြးေကာက္ပြဲ၌ ၿပိဳင္ဆုိင္မႈမ်ားေလေလ အာဏာရွင္၏တုံ႔ျပန္မႈ ၾကမ္းတမ္းခက္ထန္ေလေလျဖစ္လာသည္။ အာဏာရွင္ႀကီးစုိးေသာ စနစ္တခုႏွင့္တခု အသြင္တူၾကသည္မဟုတ္ပါ။ ပညာမရွိေသာ အာဏာရွင္ႀကီးစုိးသည့္ႏုိင္ငံ ရွိသကဲ့သုိ႔ ပညာတတ္အာဏာရွင္ ႀကီးစုိးေသာႏုိင္ငံလည္းရွိပါသည္။ ထုိ႔ေၾကာင့္ ႏုိင္ငံေရးစနစ္တခုတြင္ ဒီမုိကေရစီက်ေသာအခ်က္ႏွင့္ မက်ေသာအခ်က္ကုိသာ ေလ့လာသင့္သည္ဟု ယူဆသူမ်ားလည္းရွိ၏။

တပါတီအာဏာရွင္စနစ္မ်ားတြင္ ႏုိင္ငံေရးလြပ္လပ္မႈမရွိေသာ္လည္း တုိင္းျပည္အက်ဳိးႏွင့္ပတ္သက္သည့္ကိစၥကုိ က်ယ္က်ယ္ျပန္႔ျပန္႔ ေဆြးေႏြးမႈမ်ား ရွိတတ္သည္။ ဥပမာ တ႐ုတ္ျပည္၌ ဒီမုိကေရစီမရွိေသာ္လည္း ေဒသဆုိင္ရာ အမႈထမ္းမ်ား အာဏာအလြဲသုံးစားမလုပ္ႏုိင္ရန္ အေရးယူေဆာင္ရြက္မႈမ်ဳိးလုပ္လာပါသည္။ အစုိးရေပၚလစီလမ္းစဥ္ခၽြတ္ၿခံဳက်ၿပီး အဂတိလုိက္စားမႈမ်ားသည့္ဒဏ္ကုိ တုိင္းသူျပည္သားမ်ား ခံေနရသည့္အတြက္ အာဏာကုိကန္႔သတ္ေသာ ႏုိင္ငံေရးျပဳျပင္မႈမ်ား ရွိႏုိင္သည္ကုိ တ႐ုတ္ျပည္က သက္ေသျပေနပါသည္။ ထုိ႔ေၾကာင့္ ဟန္ျပေရြးေကာက္ပြဲလုပ္မည့္အစား ျပဳျပင္ေျပာင္းလဲေရး လုပ္သည္က ပုိ၍ အက်ဳိးသက္ေရာက္မႈရွိသည္ဟု ေျပာဆုိၾကျခင္းျဖစ္သည္။

တ႐ုတ္အစုိးရ၏ က်န္းမာေရးလမ္းစဥ္ ခၽြတ္ၿခံဳက်ေန၍ လူဦးေရတ၀က္ေက်ာ္ခန္႔ ေဆးမကုႏုိင္သည့္အျဖစ္ ေရာက္ေနသည္ကုိ ျပင္ဆင္လုိက္ပုံသည္ စိတ္၀င္စားစရာေကာင္းပါသည္။ တ႐ုတ္ျပည္၌ ေစ်းကြက္စီးပြားေရးက်င့္သုံးစဥ္မွစ၍ ေငြရွိမွ ေဆးကုႏုိင္သည္။ ေငြေၾကးတတ္ႏုိင္သူႏွင့္ အစုိးရအမႈထမ္းမ်ားသာ ေဆးကုႏုိင္ၿပိး ေတာင္သူလယ္သမား သန္း (၇၀၀) ေက်ာ္သည္ ေဆး႐ုံမတက္ႏုိင္ၾကပါ။ ေငြရွိမွ အသက္ရွင္မည့္သေဘာမ်ဳိး ျဖစ္ေနပါသည္။

ထိုေၾကာင့္ ေစ်းကြက္ေခတ္ က်န္းမာေရးစနစ္ကုိ ျပဳျပင္ရန္ အစုိးရအႀကံေပးအဖြဲ႔တခုသည္ ၂၀၀၅ ၌ အစီရင္ခံစာတင္သြင္း၍ ျပည္သူ႔က်န္းမာေရးကုိ ဂ႐ုမစုိက္ပါက အစုိးရကုိ အျပင္းအထန္ေ၀ဖန္႐ႈတ္ခ်သည္အထိ ျပည္သူလူထုက တုံ႔ျပန္လာႏုိင္ေၾကာင္း ေဖာ္ျပလုိက္၏။ ေနာက္မၾကာမီ တုိင္းသူျပည္သားတုိင္း တက္ႏုိင္မည့္ အေျခခံျပည္သူ႔က်န္းမာေရးစနစ္ကုိ စတင္အေကာင္အထည္ေဖာ္မည္ျဖစ္ေၾကာင္း တ႐ုတ္အစုိးရက ေၾကညာသည္။ ႏုိင္ငံသူႏုိင္ငံသား (၉၀) ရာခုိင္ႏႈန္းကုိ (၃) ႏွစ္အတြင္း ေဆးကုသေပးႏုိင္မည့္ စီမံကိန္းပင္ျဖစ္သည္။

ေစ်းကြက္ေခတ္တြင္ တ႐ုတ္ႏုိင္ငံသားမ်ား အလုပ္လုပ္ႏုိင္သည္မွာ က်န္းမာသန္စြမ္းေသာေၾကာင့္ျဖစ္၏။ ဤသည္မွာ ေမာ္စီတုန္းေခတ္၌ ျပည္သူ႔က်န္းမာေရးကုိ အာမခံခ်က္ေပးၿပီး အခမဲ့ေဆးကုသေပးခဲ့၍ျဖစ္၏။ ထုိေၾကာင့္ တ႐ုတ္အစုိးရသည္ ေဒၚလာသန္းေပါင္း (၈၅,၀၀၀) မတည္၍ ျပည္သူ႔က်န္းမာေရးစနစ္ကုိ အေကာင္အထည္ေဖာ္ေနပါသည္။ ဒီမုိကေရစီ မက်င့္သုံးေသာ္လည္း ျပည္သူလူထုအက်ဳိးစီးပြားကုိ ဂ႐ုစုိက္ေၾကာင္း တ႐ုတ္ကြန္ျမဴနစ္က ျပသလုိက္ျခင္းပင္ျဖစ္သည္။

ဗမာစစ္အစုိးရသည္လည္း အတုအေယာင္ေဆာင္ ေရြးေကာက္ပြဲျဖစ္ ဒီမုိကေရစီအေရၿခံဳမည့္အစား ျပည္သူ႔ဘ၀သာယာ၀ေျပာေရးကုိ ဦးစားေပးလုပ္ကုိင္ပါက ျပည္သူ႔ေထာက္ခံမႈ ရရွိႏုိင္ပါသည္။ လူ႔အခြင့္အေရး ေလးစားေသာအစုိးရသည္ ဒီမုိကေရစီအေရၿခံဳ၍ လူ႔အခြင့္အေရးခ်ဳိးဖ်က္ေသာ ေရြးေကာက္တင္ေျမႇာက္ခံအစုိးရထက္ သာသည့္သေဘာပင္ျဖစ္၏။
