Burma Frees 15 Opposition Supporters

Burmese democracy leader Aung San Suu Kyi's party says the military government has released 15 party members detained last month for marching to the Nobel Peace laureate's home.

The National League for Democracy members were detained on May 27, after they marched from the party's headquarters to Aung San Suu Kyi's home in Rangoon to demand her release from house arrest.

Party spokesman Nyan Win said Tuesday that all 15 were released Monday night.

The NLD won a general election by a landslide 18 years ago, but the military never recognized the result and did not let the party take power.

The party has rejected the results of a recent constitutional referendum, which the government says will clear the way for new elections in 2010.

Aung San Suu Kyi is legally barred from running in the 2010 election because she was married to a foreign (British) national.

She has been kept under house arrest for 12 of the last 18 years. Her detention was extended last month for another six months. Her British husband died in 1999.

A major multilateral operation has been launched to assess the needs of Burma's cyclone survivors in a sign the military regime is finally cooperating in international aid efforts five weeks after the disastrous storm buffeted the country.

However, Tuesday's positive development contrasted with reports that 18 cyclone victims—women and children—were arrested while on their way to the United Nations office in Rangoon to plead for help.

Some 250 experts from the UN, the Burmese government and Southeast Asian nations headed into the Irrawaddy delta on Tuesday by truck, boat and helicopter for a village-by-village survey, the UN said.

Over the next 10 days, they will determine how much food, clean water and temporary shelter the 2.4 million survivors require, along with the cost of rebuilding houses and schools and reviving the farm-based economy.

"It has taken quite a long time but this shows the government is on board by its commitment to facilitate the relief operation and the scaling up that people are asking for," said Amanda Pitt, a UN spokeswoman in Bangkok, Thailand.

The UN estimated Cyclone Nargis affected 2.4 million people and warned more than 1 million of them, mostly in the delta, still need help. The cyclone killed more than 78,000 people.

The ruling junta has been sharply criticized by foreign governments and aid agencies for its ineptness in handling the disaster. It also has come under fire for forcing survivors from camps and allegedly dumping them in their destroyed villages.

Authorities detained 18 women and children on Tuesday as they walked to the UN offices in Rangoon to complain about not receiving any government assistance, according to a government official who refused to be identified for fear of retaliation.

The group, from Dagon township on the outskirts of Rangoon, were bundled into a waiting police car and remain in detention, witnesses said.

UN spokeswoman Pitt said she was hopeful the start of the international assessment signaled a greater willingness on the part of the government to work alongside aid workers to reach survivors and allow them to better understand their needs.

"This should give us a comprehensive, across-the-board understanding of who has been reached, which responding agency reached them and what they received," Pitt said.

The information will be collected in a report to be released next month by the Association of Southeast Asian Nations and should motivate more countries to donate to the cyclone relief operation, she said.

ဧရာ၀တီတုိင္း လယ္ယာေတြ မုန္တုိင္းထိထားသည့္အတြက္ ယခုႏွစ္ မုိးစပါးစုိက္ဖုိ႔ မျဖစ္ႏုိင္ေတာ့ဟု ကုလသမဂၢမွ သတိေပးလုိက္သျဖင့္ မၾကာခင္ ျမန္မာတျပည္လံုး ဆန္ျပႆနာႀကံဳၿပီး သေရာႀကီး ခိုင္းေတာ့မည္ဟု မွန္းလို႔ရသည္။ လူမႈေရး အံုႂကြမႈေတြ ျပည္လံုးကၽြတ္ ျဖစ္ေတာ့မည္။

မုိးစပါးသည္ ျမန္မာႏုိင္ငံ၏ ရိကၡာျဖစ္၏။ မုိးစပါး မစုိက္ႏုိင္ျခင္းသည္ ႏုိင္ငံ၏ ထမင္းအုိးကဲြသည္ႏွင့္ တူ၏။

ျမန္မာစစ္အစုိးရ၏ ၂၀၀၃-၂၀၀၄ စာရင္းအရ ဧရာ၀တီတုိင္းမွာ မုိးစပါးစုိက္ဧက (၃.၅) သန္းရွိၿပီး ေႏြစပါးစုိက္ဧက (၁.၇) သန္းရွိ၏။ တျပည္လံုး စပါးစုိက္ဧက (၁၆) သန္းရွိသည့္အတြက္ ဧရာ၀တီ တုိင္း စပါးစုိက္ဧကသည္ တျပည္လံုး စပါးစုိက္ဧက စုစုေပါင္း၏ (၃၃) ရာႏႈန္းရွိ၏။ ထုိ႔ေၾကာင့္
ဧရာ၀တီတုိင္း စပါးအပ်က္ႏႈန္းသည္ ျမန္မာျပည္ ဆန္ျပႆနာ၏ ေသာ့ခ်က္ျဖစ္လာႏုိင္၏။

ဧရာ၀တီတုိင္း စပါးအပ်က္အစီးကုိ တန္ခ်ိန္ (၇) သိန္းေက်ာ္ရွိၿပီး ဆန္အပ်က္အစီးမွာ ၂၀၀၇-၂၀၀၈ ခုႏွစ္အထြက္ႏႈန္း၏ (၂.၃) ရာႏႈန္းသာရွိသည္ဟုသာ စစ္အစုိးရဘက္က ေဖာ္ျပသည္။ သုိ႔ေသာ္ မုန္တုိင္းေၾကာင့္ ေႏြစပါးအပ်က္ႏႈန္းမွာ ျပည္နယ္ႏွင့္ တုိင္း (၅) ခုတြင္ စုစုေပါင္း ထုတ္လုပ္မႈ၏ (၆၆) ရာႏႈန္းရွိၿပီး မုိးစပါး အပ်က္ႏႈန္းမွာ စုစုေပါင္း ထုတ္လုပ္မႈ၏ (၆၂) ရာႏႈန္းရွိႏုိင္သည္ဟု ျမန္မာ စီးပြားေရးပညာရွင္မ်ားက တြက္ခ်က္ခန္႔မွန္း၏။

ဧရာ၀တီတုိင္း လယ္ယာေျမက႑ နာလန္ထူေရးအတြက္ ေဒၚလာ သန္း (၂၀၀) ေက်ာ္ လုိသည္ဟု စစ္အစုိးရက ေလာဘတႀကီးျဖင့္ ႏုိင္ငံတကာကုိ တြက္ျပ၏။ သုိ႔ေသာ္ မွန္းခ်က္ႏွင့္ ႏွမ္းထြက္မကုိက္။ မည္သည့္ ႏုိင္ငံကမွ် စစ္အစုိးရ ေတာင္းသည့္ေငြကုိ အာမမခံ။

အတိတ္ကုိ ျပန္ၾကည့္လွ်င္ ဆန္ျပႆနာစျဖစ္တုိင္း ရန္ကုန္သည္ လူမႈေရးအံုႂကြမႈ၏ အခရာျဖစ္၏။ ထုိ႔ေၾကာင့္ စစ္အစုိးရသည္ ရန္ကုန္ကုိသာ ဦးစားေပးၿပီး တပဲြတုိးနည္းမ်ားျဖင့္ ေျဖရွင္းေလ့ရွိ၏။ တနည္းဆုိရလ်င္ ရန္ကုန္လူထုသည္ အံုႂကြမႈတုိင္းအတြက္ အခရာျဖစ္၏။ ထုိ႔ေၾကာင့္ ရန္ကုန္မွာ ဆန္လံုေလာက္ပါ့မလားဆုိသည္ကုိ တြက္ၾကည့္ရန္လုိ၏။

တြက္လွ်င္ ရန္ကုန္ၿမိဳ႕ တေန႔ စားသံုးဖုိ႔အတြက္ပင္ ေန႔စဥ္ ဆန္အိတ္ (၆၀,၀၀၀) ေက်ာ္ လုိ၏။

လက္ရွိအေနအထားကုိၾကည့္လွ်င္ ျမန္မာစစ္အစုိးရဘက္က စပါးပ်က္ေဒသမ်ား ျပန္လည္ထူေထာင္ ေရးအတြက္ ထိထိေရာက္ေရာက္ အကူအညီမေပးႏုိင္ခ်ိန္တြင္ ဆန္ေစ်းက တေန႔တျခား ခုန္တက္ ေန၏။ ထိုအခ်က္သည္ ရန္ကုန္ကုိ ေန႔စဥ္ ဆန္အိတ္ (၅,၀၀၀) ၀န္းက်င္ ဧရာ၀တီက မ၀င္ႏုိင္
ျဖစ္ေနသည့္ သေဘာျဖစ္၏။ ဧရာ၀တီတုိင္းမွာပင္ သုိေလွာင္ဆန္ စပါးမရွိေတာ့သည့္အတြက္
ရန္ကုန္ ဆန္ကုန္သည္ေတြ ဆန္ေလွာင္၍ ေစ်းတက္သည္ဟု စစ္အစုိးရဘက္က ခါတုိင္းလုိ စြပ္စဲြ လာလွ်င္ ယုတၱိရွိမည္မဟုတ္။

မုန္တိုင္းမျဖစ္ခင္ ျမန္မာႏုိင္ငံ အေျခအေနကုိ ၾကည့္လွ်င္ ၾသဂုတ္ စက္တင္ဘာသည္ ေစ်းကြက္မွာ ေႏြစပါးျပတ္ၿပီး မုိးစပါးေပၚဖုိ႔ သံုးေလးလ လုိေသးသည့္ကာလျဖစ္၏။ ထုိ႔ေၾကာင့္ ၾသဂုတ္၊ စက္တင္ဘာသည္ ပံုမွန္အားျဖင့္ပင္ တျပည္လံုးမွာ ႏွစ္စဥ္လုိ ဆန္ျပႆနာ အနည္းႏွင့္အမ်ား ျဖစ္ေလ့ရွိသည့္ လေတြျဖစ္၏။ ဆန္ေစ်း အဆမတန္ ေျမာက္ေလ့ရွိသည့္ လေတြျဖစ္၏။ ထုိကာလ မ်ားတြင္ စစ္အစုိးရ ဆန္ျပႆနာ အက်ပ္အတည္းႏွင့္ ႀကံဳခဲ့သည့္ သာဓကေတြ ရွိ၏။

ထုိ႔ေၾကာင့္လည္း ဧရာ၀တီတုိင္းမွာ မုန္တုိင္းဒဏ္ေၾကာင့္ ပ်က္ကုန္သည့္ လယ္ေတြ ယခုႏွစ္ မုိးစပါး စုိက္ပ်ဳိးရန္ မျဖစ္ႏုိင္ေတာ့သည့္အတြက္ ဧရာ၀တီတုိင္းမွာ ေနာက္တႏွစ္ထိ စားနပ္ရိကၡာ အကူအညီ လုိမည္ဟု ကုလသမဂၢအဖဲြ႕က သတိေပးျခင္းျဖစ္၏။

ျမန္္မာႏုိင္ငံမွာ ျဖစ္လာမည့္ ဆန္ျပႆနာသည္ ၂၀၀၈ ကုန္အထိသာမက ေနာင္ႏွစ္ ေႏြစပါး ေပၚသည္ထိ ျပႆနာႀကီးမားႏုိင္၏။ တတုိင္းျပည္လံုး ႐ုန္းရင္းဆန္ခတ္မႈေတြႏွင့္ႀကံဳရႏုိင္၏။ စားစရာမရွိလ်င္ ျမန္မာလူထုသည္ ဘာကုိမွ် မေၾကာက္။ နီးရာ ဓားဆဲြၿပီး ေတာ္လွန္ေတာ့မည္။ ထုိအေျခအေနမ်ဳိး ေရာက္လွ်င္ စစ္အစုိးရ မည္သုိ႔ႏွိမ္နင္းမည္နည္း။ တျပည္လံုးကုိ စစ္တပ္က ပစ္သတ္ႏုိင္မလားဆုိသည္မွာ ေမးခြန္းထုတ္ဖုိ႔လုိ၏။

Foreign Media ‘More Destructive than Nargis’: Junta

Writing for the Burmese regime’s two most popular daily newspapers The New Light of Myanmar and Myanma Alin on Sunday, pro-junta writer Ngar Min Swe claimed foreign news organizations and radio stations—including Burmese media abroad—are “more destructive than Nargis.”

The article continued: “Some foreign broadcasting stations are making attempts to undermine national unity under the pretext of Nargis. Such groundless news stories are designed to undermine the trust of donor countries and organizations in Burma and the Burmese people.”

The writer said that reports by foreign news agencies regarding corruption over international aid were wrong and that the foreign media intended to break the trust and create misunderstanding between international donors and the government.

“They have come to destroy the generosity of the donors and the organizations,” he said.

The article also accused a particular citizen of Burma of giving interviews to foreign radio stations saying that the interviewee was a “contributor” for the radio stations and had told lies about the military government.

The article went on to criticize one of the anonymous interviewee’s comments—that cyclone victims would have to eat dead bodies if they didn’t receive chocolate and biscuits from international donors.

However, the reporter applauded another writer, Hlaing Aung, who had suggested in an earlier article in state-run media that cyclone victims in the Irrawaddy delta and Rangoon Division could survive without international aid, such as chocolate bars, by consuming natural resources like vegetables, fish and frogs.

Ngar Min Swe said, “I’m a fish and prawn breeder, so I have some knowledge of fish and prawns. In Burma, the month of May is a period when female fish find suitable places for laying their eggs. This year, no one was in a position to catch pregnant fish. Even a spawning fish, prawn or crab can give birth to millions of [offspring]. Food is more plentiful for them in their pastures this year than previous years.”

The author is believed to be referring to human corpses and animal carcasses as “food” for the fish.

Ngar Min Swe also said Burmese people had achieved their constitutional referendum despite being attacked by foreign radio stations.

However, a local resident in Rangoon who was working with monks to help cyclone survivors dismissed the article. “We are the ones who are helping people and collecting information from them,” he said. “Therefore, we are more credible. As for the government—they usually write those kinds of reports.”

Cyclone Victims Migrating to Thailand



“I came to Thailand because the situation back in the Irrawaddy delta was becoming critical,” said cyclone survivor Ma Win. “We had received no aid. My child was seriously sick and suffering from diarrhea. I was ill too; we only had boiled rice to eat for three days.”
As soon as he heard about the disaster, Ma Win’s husband left Thailand where he was working and headed home to Laputta to look for his wife and six-month-old son. They had survived the cyclone, but their house was destroyed. He immediately decided to take them back with him to Mae Sot on the Thai-Burmese border.
They traveled for nearly two days by bus, truck and foot and had to pay soldiers 500 kyat (US $0.43) at each army checkpoint along the road to Mae Sot. They arrived on May 7. Ma Win and her baby are now receiving care and are regaining their strength.
Ma Win is among some 100 Burmese cyclone victims who have arrived recently in Mae Sot, which borders the Burmese town of Myawaddy.
Mahn Mahn, a team leader for the Backpack Health Worker Team, a medical relief group that has been assisting the new arrivals, told The Irrawaddy on Thursday: “The cyclone victims are arriving separately—nearly 100 people so far. Some are from the Irrawaddy delta and some are from Rangoon. If they didn’t lose their parents, they lost their sons or daughters.”
Among the cyclone victims who have arrived recently are orphans. Some are currently sheltering at the Mae La refugee camp, at Dr Cynthia’s Mae Tao clinic or in the Backpack office. Others are staying with relatives and friends in Mae Sot town, said sources. “Some came here in the hope they would receive aid, said Mahn Mahn. “Most people have no plan. Some will stay here wherever they can. Others say they will look for jobs here in Mae Sot.”
The newcomers mostly came from disaster hard-hit regions such as Kungyangone and Hlaing Tharyar in Rangoon division and Laputta, Myaung Mya and Ngapudaw in the Irrawaddy delta, according to sources in Mae Sot.
Tin Shwe, who works at the Mae Tao clinic in Mae Sot, said that 49 new arrivals are now staying in the clinic and more refugees are expected.
Burmese social workers, such as Mar Mar Aye, are counseling the newcomers and providing some financial support.
Meanwhile, Thailand-based labor rights groups, Action Network for Migrants (Thailand) and the Mekong Migration Network, released a joint letter of appeal to the Thai government on June 4 saying requesting help for the cyclone victims while stressing: “The people of Burma will only migrate to Thailand if there is no other means of survival.”
Speaking to The Irrawaddy on Friday, Adisorn Kerdmongkol, from the Action Network for Migrants, said, “If the survivors and the farmers cannot cultivate their land, I think most of them will migrate to Thailand.”
The labor rights groups sent the joint letter of appeal to the Thai ministries of the interior, labor and social development and human security, calling for Thai authorities to allow Burmese migrants to return home to visit families who were affected by the cyclone, but then be allowed to return to Thailand.
The groups also urged the Thai government to ensure that the Burmese military authorities provide full protection to the cyclone victims in terms of shelter, food, medical care, reconstruction and restoration of livelihoods.

We, Burma Medical Association, Concerned Burmese Physicians and Professionals and theundersigned organizations are extremely worried over the worsening health of political prisonerMyo Yan Naung Thein and we unanimously call for SPDC to immediately provide urgentmedical attention on humanitarian grounds.Prisons in Burma are places where gross human rights violations and brutalities are everydayrealities. Abuses include torture, lack of proper medical care, inhumane living conditions andinsufficient food.Military regime unlawfully extended Aung San Suu Kyi's detention in May when it expired aftercontinuous five years. 1975 Emergency Law Section 10(B) does not allow anyone to be detainedmore than five consecutive years. The Junta has also restricted Daw Aung San Suu Kyi access toher family doctor.Burma's second most prominent leader Min Ko Naing is denied access to an eye specialist eventhough he is at risk of going blind. One of the leaders of 88 Generation Students, Hla MyoNaung, had severe eye pain and progressive deterioration of his eye sight when he was arrested.Due to the delay of authorities to perform an operation, he tragically lost sight in one of his eyes.Political prisoners face cruel, inhumane and degrading treatment in prisons, in detention centersand are denied proper medical treatment. Among them is Myo Yan Naung Thein.Myo Yan Naung Thein is a prominent leader of 1996 December student demonstrations and oneof the leading members of the 88 Generation Students. He was sentenced to prison for 7 years in1997 for organizing peaceful demonstrations while studying final year architecture at theRangoon Institute of Technology.He was re-arrested again on 14th Dec 2007 after the Saffron revolution when the regime crackeddown on political dissidents. He was tortured very severely during interrogation. Since then, hishealth situation has deteriorated. He has been vomiting and cannot sleep or walk properly. Hereceived injuries particularly to his head. As a consequence of severe beatings, his brain hassustained contusion or hemorrhage and subsequent deterioration in mental status.He was hospitalized for two weeks in May but improperly diagnosed and treated as a psychiatricpatient. He was locked behind two doors and was put in isolation as a punishment by prisonauthorities because he requested to see an appropriate physician, a neurologist or a neurosurgeon.Prison authorities stated that "They do not have any responsibility to give medical treatment".The roof of the room where he is kept is leaking due to the recent cyclone and he has to sleep inthe rain.His mother also requested that the prison authorities allow him to see an appropriate physician.She has not received any response from the prison authorities. He is under trial and his case willresume on 5th June 2008.Denying medical treatment to political prisoners is like giving death them sentence. As the resultof the torture and negligence of the authorities to give proper medical treatment, a prominentstudent leader Thet Win Aung, died in Mandalay Prison at age 34.Political prisoners face more torture, inhuman and degrading treatment especially after thecyclone while the world’s attention is shifted away from them.We demand that the SPDC respect the rights of all political prisoners.We demand that the SPDC give all political prisoners proper health care and access to propermedical treatment immediately.We demand that the SPDC stop torture, inhuman and degrading treatment to all politicalprisoners.We demand that the SPDC immediately and unconditionally release all political prisoners.We request international human rights groups and government agencies to call upon the SPDCto:

နာဂစ္ဆိုင္ကလုန္းမုန္တိုင္းေဘး ကယ္ဆယ္ေရးလုပ္ငန္းမ်ား ေဆာင္ရြက္ေနသည့္ လူရႊင္္ေတာ္ ဇာဂနာေခၚ ကိုသူရကို ယမန္ေန႔ည၌ အာဏာပိုင္မ်ားက ရန္ကုန္ၿမိဳ႕ ေျမနီကုန္းရွိ ရွမ္းကုန္းလမ္း ေနအိမ္မွ ဖမ္းဆီးေခၚေဆာင္သြားသည္ဟု မိသားစု၀င္တဦးက ေျပာသည္။

အာဏာပိုင္မ်ားက ဇာဂနာ၏ ေနအိမ္မွ စိန္စီေသာည၊ ရမ္ဘို အပိုင္း (၄)၊ နာဂစ္ဘ၀ဆိုးညမ်ား၊ နာဂစ္သီခ်င္း စီဒီမ်ားႏွင့္ စာရင္း စာအုပ္ (၂) အုပ္၊ တယ္လီဖုန္းဖိုးအတြက္ ျပင္ဆင္ထားသည့္ အက္ဖ္အီးစီ (၃၀)၊ ေဒၚလာ (၁၀၀၀) ႏွင့္ ကြန္ပ်ဴတာ system box တခု တို႔ကို သိမ္းယူသြား သည္ဟု သိရသည္။

ဇာဂနာသည္ ရန္ကုန္သိိုု႔ ျပန္ေရာက္လာၿပီးေနာက္ ၎ျမင္ေတြ႕ခဲ့ရေသာ ေလေဘးဒဏ္ခံေနရ သည့္ ျပည္သူမ်ား ရင္ဆိုင္ေနရသည့္ ဒုကၡအခက္အခဲမ်ား အပါအ၀င္ စစ္အစိုးရႏွင့္ ႏိုင္ငံတကာ အကူအညီမ်ား လူထုထံ မေရာက္ရွိပံုတို႔ကို ျပည္ပမီဒီယာမ်ားမွ ပြင့္ပြင့္လင္းလင္း ေ၀ဖန္ေျပာဆိုခဲ့ သူျဖစ္သည္။

ဇာဂနာ ဖမ္းဆီးခံရသျဖင့္ ကယ္ဆယ္ေရးလုပ္ငန္းမ်ား ထိခိုက္ရပံုကို မိသားစု၀င္တဦးက “ကိုသူရရဲ႕ ကယ္ဆယ္ေရး အလုပ္ေတြအားလံုး အေနွာင့္အယွက္ျဖစ္ကုန္တယ္။ သူ႔ကို လာလႉမယ့္လူေတြက ေစာင့္ေန၊ သူလာလႉမယ္ဆိုလို႔ ေစာင့္ေနတဲ့လူေတြက ေစာင့္ေနနဲ႔ က်မတို႔လည္း ဘာလုပ္လို႔လုပ္ရမွန္း မသိဘူးျဖစ္ေနတယ္” ဟု ေျပာသည္။

ယမန္ႏွစ္ စက္တင္ဘာအေရးအခင္းကာလကလည္း သပိတ္ေမွာက္သံဃာေတာ္မ်ားကို ဆြမ္းကပ္ လႉဒါန္းခဲ့ သျဖင့္ ဇာဂနာကို အာဏာပိုင္မ်ားက ဖမ္းဆီးအက်ဥ္းခ်ထားခဲ့သည္။ ႏိုင္ငံေရးအက်ဥ္း သားေဟာင္း ဇာဂနာသည္ ႐ုပ္ရွင္၊ သဘင္၊ ဂီတ၊ စာေပတို႔တြင္ ဘက္စံုထူးခၽြန္သည့္ စြယ္စံုရ အႏုပညာရွင္တဦးျဖစ္ၿပီး စစ္အစိုးရက ၎အား အႏုပညာလုပ္ငန္းမ်ား လုပ္ကိုင္ခြင့္ ပိတ္ပင္ ထားသည္။ ။
Zarganar Arrested, Cyclone Relief Money Seized
Burma’s best-known comedian, Zarganar, who threw his energies into helping victims of Cyclone Nargis, was arrested at his Rangoon home on Wednesday night, according to a close friend.

Nine officials—the chief of the SPDC Sanchaung Township Ward, officers of the military affairs security department and members of the Special Bureau—took him into custody at about 10.30 p.m., the friend said, requesting anonymity.

The officials searched Zarganar’s home and seized his computer and about US $1,000 (1,140,000 Kyat) in cash, which he had collected in donations for cyclone survivors.

Zarganar’s friend said the search team also confiscated three CDs, one of which contained film footage of the devastation caused by the cyclone in the Irrawaddy delta and Rangoon Division.

The other CDs showed the opulent wedding of junta leader Snr-Gen Than Shwe’s youngest daughter Thandar Shwe and the “Rambo 4” movie, in which Hollywood star Sylvester Stallone battles Burmese government soldiers to rescue kidnapped westerners.

The authorities reportedly said Zarganar would be held for two or three days for questioning about the sources of the money he collected for cyclone victims.

Friends said he also faced prosecution for mocking an article in the state-run newspaper The New Light of Myanmar, which said cyclone survivors could exist on what they could scavenge in the countryside rather than on “chocolate bars” from western air groups.

Zarganar organized relief missions into the cyclone-hit areas and returned with personal accounts of the terrible hardship he had encountered there.

He recruited more than 400 volunteers and divided them into groups of helpers, who took aid to 42 villages, some of which had until then received no help at all after the cyclone.

He ignored official instructions not to talk to the foreign press, who valued him as a reliable source of information about the situation in the Irrawaddy delta and Rangoon Division.

In a recent interview with The Irrawaddy, Zarganar said the authorities had tried to interfere with his relief missions.

“At the beginning, we took risks, and we had to move forward on our own. Sometimes we had confrontations with the authorities,” he said. “For example, they asked us why we were going on our own without consulting them and wanted us to negotiate with them. They said they couldn't guarantee our lives.”

One of Zarganar’s supporters said: “The regime is trying to disrupt the aid process.” By arresting Zarganar, the authorities hoped to intimidate other helpers and donors, he said.

ဆိုးဆိုးရြားရြား မုန္တိုင္းသင့္ခံခဲ့ရေသာေဒသမ်ားရွိ ႏိုင္ငံေရးအက်ဥ္းသားမ်ား၏ မိသားစု၀င္မ်ားလည္း ေသဆံုးခဲ့ရေၾကာင္း ေနာက္ပိုင္းတြင္ သူတို႔ ၾကားသိခဲ့ၾကရပါသည္။

လူေပါင္း ၁၃၄,၀၀၀ ဦး အသက္ဆံုးရႈံးရၿပီး အနည္းဆံုး လူတသန္းနီးပါးအိုးအိမ္မဲ့ျဖစ္ေစခဲ့သည့္ နာဂစ္ဆိုင္ကလုန္း မုန္တိုင္း တိုက္ခတ္ၿပီးေနာက္တြင္ စစ္အစိုးရက ကပ္ေဘးဒုကၡ ကယ္ဆယ္ေရးလုပ္ငန္းမ်ားအတြက္ လ်စ္လ်ဴရႈထားမႈ၊ ဖင့္ေလး လုပ္ေဆာင္ေနမႈမ်ားကို ကမၻာက ျမင္ေတြ႔ခဲ့ၾကရၿပီး ဤသို႔လူအမ်ားအျပား အသက္ဆံုးရႈံးေစရေလာက္ေအာင္ တာ၀န္ရွိမႈ အေပၚ "လူသားမ်ဳိးႏြယ္ တရပ္လံုးအေပၚ ရာဇ၀တ္မႈ" က်ဴးလြန္ေနၿပီဟု ဆိုခဲ့ၾကသည္။

ႏိုင္ငံအတြက္ အေရးပါသည့္ အခ်ိန္တြင္ မုန္တိုင္းက တိုက္ခတ္ဖ်က္ဆီးခဲ့ၿပီး ႏိုင္ငံေရးအရ အက်ဳိးဆက္မ်ားလည္း မလႊဲ မေရွာင္သာ ျဖစ္ေပၚေစလိမ့္မည္ ျဖစ္သည္။ မည္သို႔ ဆက္လက္ျဖစ္ေပၚလာမည္ကို မည္သူမွ ခန္႔မွန္းႏိုင္ျခင္း မရွိပါ။

"အေျခအေနေတြကေတာ့ အရင္အတိုင္း ပိုေနျမဲ က်ားေနၿမဲ အေျခအေနကိုေတာ့ ျပန္မသြားေတာ့ဘူး"ဟု ျမန္မာႏိုင္ငံတြင္ ၁၉၉၉ ခုႏွစ္မွ ၂၀၀၂ ခုႏွစ္အထိ အေမရိကန္ျပည္ေထာင္စုသံရံုး တာ၀န္ခံအျဖစ္ ေဆာင္ရြက္ခဲ့သူ ပရစ္ဆီလာ ကလပ္ (Priscilla Clapp) က ေျပာပါသည္။

စစ္အစိုးရက ႏိုင္ငံတကာ၏ စာနာမႈအေပၚ အျမတ္ထုတ္ရန္ ႀကိဳးစားေနစဥ္၌ပင္ ၎၏ "စည္းကမ္းျပည့္၀သည့္ ဒီမိုကေရစီ လမ္းျပေျမပံု" ကိုလည္း မုန္တိုင္းဒဏ္ေၾကာင့္ မည္သို႔မွ သက္ေရာက္မႈမရွိေၾကာင္း ျပသရန္ လုပ္ေဆာင္ေနသည္။

"သူတို႔က ဆႏၵခံယူပြဲကို အတင္းဇြတ္တိုးဆက္လုပ္ၿပီး ေအာင္ျမင္တယ္ ေၾကညာလိုက္တာဟာ သူတို႔ကိုယ္သူတို႔ ခုခံတဲ့ အေနအထားမ်ဳိးနဲ႔ လုပ္တာပဲ၊ သူတို႔က ဒီ (ဖြဲ႔စည္းပံု)ကိစၥကို ခ်က္ခ်င္းမလုပ္ရင္ မုန္တိုင္းေၾကာင့္ ကိစၥတခုလံုး လမ္းေၾကာင္း လြဲသြားႏိုင္တယ္ဆိုတာ သိထားေတာ့ လုပ္တာေပါ့"ဟု မစၥ ကလပ္က ဆိုပါသည္။

မယံုၾကည္ႏိုင္ေလာက္စရာပင္ ယခုဖြဲ႔စည္းပံု အေျခခံဥပေဒကို မဲဆႏၵရွင္မ်ား၏ ၉၈ ရာခိုင္ႏႈန္း ေက်ာ္က ေထာက္ခံမဲ ေပးခဲ့ ၾကသည္ ဟု စစ္အစိုးရက ထုတ္ျပန္ေၾကညာခဲ့ပါသည္။

"ဆိုင္ကလုန္းၿပီးတဲ့ ေနာက္ပိုင္းမွာ လမ္းျပေျမပံု လုပ္ငန္းစဥ္ တခုလံုးဆိုတာက ျမန္မာ့ႏိုင္ငံေရးနဲ႔ ဆီေလ်ာ္ စပ္အပ္မႈ မရွိ ေတာ့ဘူးလို႔ က်ေနာ္ထင္တယ္"ဟု လူသိမ်ားသည့္ ေက်ာင္းသားေခါင္းေဆာင္ေဟာင္း ကိုမိုးသီးဇြန္က ေျပာပါသည္။

"အေရးအႀကီးဆံုးကေတာ့ အခု နာဂစ္မုန္တိုင္းက စာေမးပြဲစစ္လိုက္တာပဲ၊ သူတို႔ေခါင္းေဆာင္မႈအေပၚ စစ္တပ္က ဘယ္ေလာက္ သစၥာ ဆက္ရွိမလဲဆိုတာကို စမ္းသပ္လိုက္တာပဲ၊ စစ္တပ္အတြင္း အကြဲအၿပဲေတြေပၚလာလိမ့္မယ္"ဟုလည္း သူက ဆိုသည္။

တခ်ဳိ႕ေသာ ေလ့လာသံုးသပ္သူမ်ားက ဆႏၵစြဲအရျဖစ္ေစ ခန္႔မွန္းတြက္ခ်က္ၾကရာတြင္ စစ္အစိုးရ၏ မုန္တိုင္းအေပၚ တုံ႔ျပန္မႈ၊ ညံ့ဖ်င္းလြဲေခ်ာ္မႈမ်ားသည္ သူတို႔ စစ္အစိုးရကို ခ်ိနဲ႔အားေလ်ာ့ေစမည္ဟု သံုးသပ္ၾကပါသည္။ အထူးသျဖင့္ ဗိုလ္ခ်ဳပ္မွဴးႀကီး သန္းေရႊ၏ ေခါင္းေဆာင္မႈကို ထိခိုက္ေစလိမ့္မည္ဟု ဆိုၾကသည္။ ေသခ်ာသည္မွာ "သံဃာမ်ား၏ ေရႊ၀ါေရာင္လႈပ္ရွားမႈ ႀကီး" ကို အၾကမ္းဖက္ၿဖိဳခြဲႏွိမ္နင္းၿပီးခ်ိန္ လြန္ခဲ့သည့္ႏွစ္ စက္တင္ဘာလမွစ၍ စစ္အစိုးရအေပၚ လူထုေထာက္ခံမႈ သိသိ သာသာ က်ဆင္းလာေနခဲ့ပါသည္။

"က်ေနာ္တို႔ ၾကားသိရသေလာက္ စစ္တပ္ထဲမွာ သေဘာထားကြဲလြဲမႈ သိသိသာသာရွိေနတယ္" ေဂ်ာ့ေတာင္းတကၠသိုလ္မွ ျမန္မာ့အေရး ကၽြမ္းက်င္သူ ေဒးဗစ္ စတိန္းဘာ့ဂ္ (David Steinberg) က ဆိုသည္။ " ဒါေပမယ့္ အခုလိုတင္းမာမႈေတြက စစ္တပ္ ကြဲေစေလာက္ေအာင္ ျဖစ္ မျဖစ္၊ ဘယ္လိုအဆင့္မ်ဳိးေတြမွာ ျဖစ္ေပၚေနတယ္ ဆိုတာေတာ့ က်ေနာ္ အေသအခ်ာ မသိဘူး။ အခုလက္ရွိေခါင္းေဆာင္မႈကို ၿခိမ္းေျခာက္မႈ ျဖစ္ေစေလာက္ေအာင္ အထက္ပိုင္းမွာ ျဖစ္ေနတာလား မေသခ်ာဘူး။ သို႔ေသာ္လည္း အေျပာင္းအလဲေတြ ျဖစ္လာခဲ့မယ္ဆိုရင္ေတာ့ စစ္တပ္ကပဲ စတင္ျဖစ္လာရမွာပဲ"ဟု သူက သံုးသပ္ပါသည္။

သို႔ေသာ္လည္း စစ္တပ္အေရး ေလ့လာသံုးသပ္ေနၾကသူမ်ားက ဗိုလ္ခ်ဳပ္သန္းေရႊကို ၿခိမ္းေျခာက္စိန္ေခၚမည့္သူမ်ား ၎ အနီး လက္ေအာက္ရွိ စစ္တပ္အရာရွိမ်ားတြင္ ရွိမေနဟု ဆိုၾကသည္။ ဗိုလ္ခ်ဳပ္သန္းေရႊ ေသဆံုးၿပီးမွသာလွ်င္ အေျပာင္း အလဲ ျဖစ္ေပၚလာဖြယ္ရွိသည္ဟု သူတို႔က ဆိုၾကသည္။

အတိုက္အခံေခါင္းေဆာင္ အမ်ားစုကမူ အေျပာင္းအလဲမ်ား ျဖစ္ေပၚလာေစေရးအတြက္ လူထုလႈပ္ရွားမႈမ်ားျဖင့္ ေဖာ္ေဆာင္ လွ်င္ ျဖစ္ႏိုင္ေသးသည္ဟု ယူဆေနၾကပါသည္။ အကယ္၍ လူထုအံုႂကြလႈပ္ရွားမႈျဖင့္ ျခစားၿပိဳယြင္းေနသည့္ စစ္တပ္ ေခါင္းေဆာင္မႈကို စိန္ေခၚခဲ့လွ်င္ စစ္တပ္အတြင္း အကြဲအျပဲမ်ားက ေပၚထြက္ ေရွ႕တန္းေရာက္လာမည္ဟု တြက္ဆ ေနၾကသည္။

"စစ္တပ္က လူထုဘက္ကို ရပ္တယ္၊ မရပ္ဘူးဆိုတာက ျမန္မာ့ႏိုင္ငံေရးကို အဆံုးအျဖတ္ေပးလိမ့္မယ္"ဟု ဗမာျပည္ ကြန္ျမဴနစ္ပါတီ၏ ေျပာေရးဆိုခြင့္ရွိသူ ဖိုးသံေခ်ာင္းက ေျပာပါသည္။ " လူထုအံုႂကြလႈပ္ရွားမႈႀကီးဆိုတာက စစ္တပ္အတြင္း အေျပာင္းအလဲေတြ ျဖစ္လာေအာင္ တြန္းေဆာ္ေပးမယ့္ ကိစၥပဲ"ဟု သူက ဆက္ေျပာသည္။

သို႔ေသာ္လည္း လူထုအံုႂကြမႈေၾကာင့္ ျဖစ္ေစ၊ မုန္တိုင္းေနာက္ဆက္တြဲ ဆိုးက်ဳိးမ်ားေၾကာင့္ျဖစ္ေစ စစ္အစိုးရ အင္အားခ်ိနဲ႔ လာမည့္ အေနအထားကို လူအမ်ားထင္သာျမင္သာ ေတြ႔ရမႈ အနည္းငယ္မွ်သာ ရွိပါသည္။ စစ္အစိုးရက ႏိုင္ငံျခားအရန္ေငြ သန္း ၄,၀၀၀ ကိုင္၍ ရပ္တည္ေနၿပီး သဘာ၀ဓာတ္ေငြ႔ေရာင္းရေငြမွ လစဥ္ ေဒၚလာေငြ သန္း ၁၅၀ ေက်ာ္ ရရွိေနပါသည္။ သို႔ေသာ္လည္း ေလ့လာသူမ်ားက ဤေငြမ်ားကို လူသားခ်င္းစာနာမႈကယ္ဆယ္ေရး အကူအညီမ်ားအျဖစ္ ျဖစ္ေစ၊ ျပန္လည္ တည္ေဆာက္ေရး လုပ္ငန္းမ်ားအတြက္ျဖစ္ေစ သံုးစြဲရန္အလားအလာမရွိဟု ဆိုၾကပါသည္။ စစ္အစိုးရက မုန္တိုင္းၿပီးၿပီးခ်င္း ေဒၚလာေငြ ၄. ၅ သန္း ခ်ေပးခဲ့ေသာ္လည္း ဤေငြအမ်ားစုမွာ စစ္အစိုးရကို ေထာက္ခံပံ့ပိုးေနၾကသူမ်ားထံမွ လာသည့္ အလွဴေငြမ်ားသာ ျဖစ္ပါသည္။

တျခားတဘက္တြင္ ျပန္ၾကည့္ပါကလည္း ျမန္မာႏိုင္ငံ၏ အရပ္ဘက္ လူမႈအဖြဲ႔အစည္းမ်ားမွာ ခ်ိနဲ႔ေနႏွင့္ၾကၿပီး ျဖစ္သည္။ ရုပ္၀တၳဳအရ ျဖစ္ေစ၊ စိတ္ဓာတ္ေရးရာအရ ျဖစ္ေစ အားေပ်ာ့ခ်ိနဲ႔ေနၾကပါသည္။ စီးပြားေရးအရလည္း ကာလၾကာရွည္ ဆက္လက္၍ ထိခိုက္နစ္နာေနရဦးမည့္ အလားအလာ ရွိေနပါသည္။

သို႔ေသာ္လည္း ဆိုင္ကလုန္းနာဂစ္ မုန္တိုင္း၏ေရွ႕တန္းစစ္မ်က္ႏွာတြင္မူ သာမန္ျပည္သူအမ်ားစုက တတ္အားသေ႐ြ႕ အကူ အညီအေထာက္အပံ့မ်ား ေပးေနၾကပါသည္။ သို႔ေသာ္လည္း ဤအကူအညီမ်ားျဖင့္ ျပန္၍ ထူေထာင္ႏိုင္လိမ့္မည္ဟု တြက္ဆ ထား၍ မရပါ။ စနစ္တက် ေဆာင္ရြက္သည့္ ေရရွည္ ျပန္လည္ထူေထာင္ေရး လုပ္ငန္းမ်ား အမွန္လိုအပ္ေနပါသည္။ ကုလ သမဂၢ ဌာနမ်ား၏ တြက္ခ်က္မႈအရ ႏိုင္ငံ၏ ေနရာတခ်ဳိ႕တြင္ ရိကၡာျပတ္လပ္မႈမ်ား ျဖစ္ေပၚႏိုင္သည္ဟု ခန္႔မွန္းထားၾက ပါသည္။

လူထုက စစ္အစိုးရအေပၚ စိတ္ဆိုးေဒါသျဖစ္ၾကေသာ္လည္း သူတို႔၏ အေၾကာက္တရားက ေဒါသထက္ပို၍ လႊမ္းမိုးထားပံု ရပါသည္။ အကယ္၍ ယခုလတ္တေလာကာလတြင္ လူထုအံုႂကြဆႏၵျပပြဲမ်ား ျဖစ္ေပၚလာပါကလည္း အခ်ိန္တို ဆႏၵျပပြဲ မ်ားႏွင့္ အၾကမ္းဖက္မႈမ်ား ၾကံဳေတြ႔ရကာ နိဂံုးခ်ဳပ္ရဖြယ္ ရွိေနပါသည္။

ထိုမွ်မက ေဒၚေအာင္ဆန္းစုၾကည္ႏွင့္ ကိုမင္းကိုႏိုင္တို႔ ထိန္းသိမ္းခ်ဳပ္ေႏွာင္ ခံထားရသမွ် အတိုက္အခံအင္အားစုမ်ား၏ အခန္းက႑ကလည္း ဆက္လက္၍ ကန္႔သတ္ခံထားရဖြယ္၊ ေဘးေရာက္ေနဖြယ္ ရွိပါသည္။ ယခုမုန္တိုင္းကယ္ဆယ္ေရး လုပ္ငန္းမ်ားၾကားထဲမွ လူထုေခါင္းေဆာင္သစ္မ်ား ထြက္ေပၚလာပါကလည္း တနည္းအားကိုးဖြယ္ ရွိပါသည္။ သို႔မဟုတ္ပါ က အားမရွိလွပါ။

လူထုၾကားထဲမွ ေခါင္းေဆာင္သစ္မ်ား ထြက္ေပၚလာရန္ ျဖစ္ႏိုင္ေျခေတာ့ ရွိေနပါသည္။ သို႔ေသာ္လည္း လက္ငင္းႏိုင္ငံေရး ကိစၥမ်ားအေပၚ ၾသဇာသက္ေရာက္ႏိုင္လိမ့္ဦးမည္ မဟုတ္ပါ။ ပိုအေရးႀကီးသည့္အခ်က္မွာ ယခုလိုေပၚထြက္လာသည့္ ေခါင္းေဆာင္သစ္မ်ားအေပၚ စစ္အစိုးရ၏ ဖိႏွိပ္ ၿခိမ္းေျခာက္ၿပီး အညြန္႔ေႁခြ အကင္းသတ္လိုက္ႏိုင္ပါေသးသည္။

တခ်ိန္တည္းမွာပင္ ကုလသမဂၢကလည္း ၎၏ျပဌာန္းထားခ်က္ျဖစ္သည့္ "ကာကြယ္မႈေပးေရးဆိုင္ရာ တာ၀န္ရွိမႈ" (Responsibility to Protect) မူအတိုင္း အေရးယူမႈ မရွိေၾကာင္း ထင္ရွားျပသခဲ့ပါသည္။ အေနာက္ႏိုင္ငံမ်ား အေနျဖင့္ ျမန္မာႏိုင္ငံ ဒီမိုကေရစီ ရရွိေရးအတြက္ ဆက္လက္တိုက္တြန္း အားေပး ေထာက္ခံေနၾကမည္ ျဖစ္ေသာ္လည္း စိတ္ဓာတ္ ေရးရာအရ၊ စကားလံုးမ်ားအရ ေထာက္ခံအားေပးမႈမ်ားသာ ဆက္လက္ရွိေနပါလိမ့္မည္။ လက္ေတြ႔ေဆာင္ရြက္ ေပးႏိုင္ရန္ အလားအလာ မျမင္ရသေလာက္ ျဖစ္ပါသည္။ သူတို႔က တရုတ္ႏိုင္ငံႏွင့္ အာဆီယံႏိုင္ငံမ်ား၏ ပူးေပါင္းကူညီမႈ၊ ဖိအားေပး လာမႈကိုသာ အဓိကေမွ်ာ္လင့္ အားကိုးေနၾကပါသည္။

ဤအခ်ိန္တြင္ စစ္အစိုးရက စုျပံဳက်ဆင္းလာမည့္ ႏိုင္ငံတကာ လူသားခ်င္းစာနာမႈ အကူအညီမ်ားကို ထီေပါက္သည့္ သဖြယ္ ျမင္ေနပါလိမ့္မည္။ အေထာက္အပံ့မ်ား ဆက္လက္ စီးဆင္းေစရံုေလာက္သာ ကယ္ဆယ္ေရးလုပ္သားမ်ား ခြင့္ျပဳထား၍ ျပန္လည္တည္ေဆာက္ေရးအတြက္ ေငြမ်ားကို စိတ္ကူးယဥ္ ေစာင့္စားေနႏိုင္ပါသည္။

ျမန္မာျပည္သူမ်ားႏွင့္အင္းစိန္အက်ဥ္းေထာင္အတြင္းရွိ ႏိုင္ငံေရးအက်ဥ္းသားမ်ား၏ ကံၾကမၼာမွာမူ ဆိုးရြားဒုကၡေရာက္ေနဆဲ ျဖစ္သည္။ လက္ရွိအခ်ိန္တြင္ ႏိုင္ငံေရးမုန္တိုင္းထန္လာမည့္ အစပ်ဳိးလကၡဏာမ်ား မေတြ႔ျမင္ၾကရေသးေသာ္လည္း ေလထန္ လိႈင္းႀကီးေနသည္ကိုေတာ့ သိျမင္ႏိုင္ပါသည္။ ျမန္မာႏိုင္ငံတြင္ ခိုလႈံႏိုင္စရာ လံုျခံဳသည့္ ဆိပ္ကမ္းဟူ၍ အနည္းငယ္မွ်သာ ရွိပါလိမ့္မည္။

နာဂစ္မုန္တုိင္း တလျပည့္ အေမးအေျဖ (၁)

ေမး။ ။ ျမန္မာႏုိင္ငံကုိ နာဂစ္မုန္တုိင္းတိုက္ၿပီး တလအၾကာမွာ လူအေသအေပ်ာက္ႏႈန္း တိတိက်က် သိၿပီလား။

ေျဖ။ ။ ျမန္မာစစ္အစုိးရ ေမလ (၁၆) ရက္ ထုတ္ျပန္ခ်က္အရ စုစုေပါင္း ေသဆံုးသူ (၇၈,၀၀၀)၊ စုစုေပါင္း ေပ်ာက္ဆံုးသူ (၅၆,၀၀၀) နဲ႔ ေသဆံုး (ဒါမွမဟုတ္) ေပ်ာက္ဆံုးသူ (၁၃၃,၀၀၀) ရွိ တယ္လုိ႔ သိရပါတယ္။ ဒီစာရင္းကုိ တလျပည့္တဲ့အခ်ိန္ထိ စစ္အစုိးရဘက္က ျပင္ဆင္ထုတ္ျပန္တာ မရွိေသးပါ။ ကုလသမဂၢကေတာ့ ေသဆံုးသူ (၁) သိန္းထိ ရွိႏုိင္ၿပီး ေပ်ာက္ဆံုးသူ (၂၂၀,၀၀၀) ရွိတယ္လုိ႔ မွန္းပါတယ္။

ေျဖ။ ။ မုန္တုိင္းေၾကာင့္ စုစုေပါင္း လူ (၂.၄) သန္း ဒုကၡေရာက္တယ္လုိ႔ ကုလသမဂၢ လူသားခ်င္းစာနာမႈ ကူညီေရးဆုိင္ရာအဖဲြ႕ (UNOCHA) က မွန္းပါတယ္။ အစုိးရဘက္ကေတာ့ (၅.၅) သန္း ဒုကၡေရာက္တယ္လုိ႔ ေျပာပါတယ္။ UNOCHA ရဲ႕ စာရင္းအရ တုိင္းအလုိက္ေျပာရရင္ ရန္ကုန္တုိင္းက (၃၄) ရာႏႈန္းနဲ႔ ဧရာ၀တီတိုင္းက (၆၆) ရာႏႈန္း ဒုကၡေရာက္ပါတယ္။ မုန္တုိင္းထိတဲ့ ဧရာ၀တီတုိင္း (၁၁) ၿမိဳ႕နယ္မွာ ၿမိဳ႕နယ္အလုိက္ မုန္တုိင္းဒဏ္သင့္ဦးေရ ရာႏႈန္းကုိ ၾကည့္ရင္ ဘုိကေလးက စုစုေပါင္း (၁၁) ၿမိဳ႕နယ္ရဲ႕ (၁၉) ရာႏႈန္းနဲ႔ အမ်ားဆံုး ခံရတဲ့ၿမိဳ႕ျဖစ္တယ္လုိ႔ UNOCHA က ေမလ (၂၉) ရက္ေန႔စဲြနဲ႔ ထုတ္ျပန္ထားပါတယ္။

What the former Soviet Union did for the cause of Socialism, --- is this what America is doing for the cause of democracy? This will be the first question asked of the current US administration. It seems that a high-profile "Democracy Promotion" agenda has provided repressive regimes, especially the Burmese Junta and its apologists with an excuse to label any popular pro-democracy movement that challenges them as foreign agents, even when led by independent grassroots nonviolent activists in Burma. Recently, the peaceful Buddhists monks demonstrations--which is clearly a popular nonviolent civil struggle--is the kind that toppled the corrupt and autocratic regimes in Serbia, Georgia and Ukraine and today, are claimed to be somehow part of an effort by the American administration and its allies to instigate "soft coups" against governments deemed hostile to American interests and replace them by more compliant regimes. This is not only confined to Burma but also extends to Belarus and Iran, Zimbabwe and others.The U.S. government has undeniably provided small amounts of money to various opposition groups and political parties through the National Endowment for Democracy (NED), the International Republican Institute (IRI) and other organs. Such funding has at times helped a number of opposition groups cover some of the costs of their operations, better enabling them to afford computers, Internet access, fax machines, printing costs, office space and other materials. Assistance from foreign governments has also helped provide for poll watchers and other logistical support to help insure free and fair elections. In addition, the United States, through the NED, the IRI and other U.S.-funded projects, has also provided seminars and other training for opposition leaders in campaign strategies. What is controversial about these endeavors is that they have been directed primarily at helping conservative, pro-Western parties with a free-market orientation and generally are not available to parties of the democratic left. Many opposition Burmese groups as well as groups in other countries have welcomed US assistance while others have rejected such aid on principle. There is no evidence, however, to suggest--even in cases where this kind of limited US support for opposition organizations has taken place--the U.S. government or any US-funded entity has ever provided training, advice, or strategic assistance for the kind of mass popular nonviolent action campaigns and has toppled governments or threatened the survival of incumbent regimes. Even the limited small aid requested which the All Ethnic International Open University, the only Burmese University in Diaspora that endeavors to sustain democracy through education was politely refused all these decades, proves beyond doubt that the American policy has utterly failed in Burma. Since the administration of President Ronald Reagan (1981-89), promoting democracy and freedom in the world has been a staple in U.S. political rhetoric has now become a laughing stock. The rhetoric has ratcheted up significantly during the administration of President George W. Bush. In his second inaugural address, Bush said, “It is the policy of the United States to seek and support the growth of democratic movements and institutions in every nation and culture, with the ultimate goal of ending tyranny in our world,” seems hollow with today’s scenario In any case, true democratic change comes from within, as Professor Josef Silverstein (Professors Emeritus of Rutgers University) has repeatedly pointed to our students this semester. Recent years have witnessed the emergence of a series of broadly based nonviolent social movements that have succeeded in toppling dictatorships and forcing democratic reforms in such diverse countries as the Philippines, Chile, Bolivia, Madagascar, Nepal, Czechoslovakia, Indonesia, Serbia, Mali, and Ukraine. Even the relatively conservative Washington-based Freedom House, after examining the 67 countries that have moved from authoritarianism to varying degrees of democratic governance over the past few decades, published a study concluding that these transitions did not come as a result of foreign intervention and only rarely through armed revolt or voluntary elite-driven reforms. In the overwhelming majority of cases, according to this report, change came through democratic civil society organizations engaging in massive nonviolent demonstrations and other forms of civil resistance, such as strikes, boycotts, tax refusal, occupations of public space, and other forms of non-cooperation. In reality, the limited amount of financial support provided to opposition groups by the United States and other Western governments in recent years cannot cause a nonviolent liberal democratic revolution to take place any more than the limited Soviet financial and material support for leftist movements in previous decades could cause an armed socialist revolution to take place. Those who are familiar with popular movements have long recognized, revolutions are the result of certain objective conditions. Indeed, no amount of money could force hundreds of thousands of people to leave their jobs, homes, schools, and families to face down heavily armed police and tanks and put their bodies on the line unless they had a sincere motivation to do so. Whenever governments are challenged by their own people, they tend to claim that those struggling for freedom and justice are traitors to the nation and agents of foreign enemies and this is exactly what the Burmese government did and very lately has barred Daw Aung San Suu Kyi from standing in elections.A number of regimes facing popular opposition have gone so far as to claim that certain small independent non-profit organizations and supporters of nonviolent action from Europe and the United States who have provided seminars and workshops for opposition activists on the history and dynamics of nonviolent resistance are somehow working as agents of the Western governments. Some Western bloggers and other writers critical of the American administration and understandably concerned about U.S. intervention in the name of “democracy,” have reinforced the claims by these governments. These in turn been picked up by some progressive websites and periodicals and even by some in the mainstream press, which then repeat them as fact. Virtually all of these seminars and workshops, however, come at the direct request of opposition organizers themselves. Many of them have been on behalf of pro-democracy activists struggling against dictatorships. American and European groups that share generic information on the history and dynamics of strategic nonviolence with civil society organizations in foreign countries are not unlike the Western private voluntary organizations that share environmentally sustainable technologies and agricultural techniques to farmers in developing nations. Both offer useful tools that, if applied consistently and effectively, could improve the quality of life for millions of people. There is nothing “imperialistic” about it and lamentably it was not applied to Burma.If sustainable agricultural technologies and methods are effective tools in meeting human needs and preserving the planet than the conventional development strategies promoted by Western governments, nonviolent action has been shown to be more effective in advancing democratic change than threats of foreign military intervention, backing coup plotters, imposing punitive sanctions, supporting armed rebel groups, and other methods traditionally instigated by the United States and its allies. And just as the application of appropriate technologies can also be a means of countering the damage caused by unsustainable neo-liberal economic models pushed by Western governments and international financial institutions, the use of massive nonviolent action can counter some of the damage resulting from the arms trade, military intervention, and other harmful manifestations of Western militarism. Development based on Western models usually means that multinational corporations and the governments of wealthy capitalist countries end up exerting a large degree of control over these societies, whereas appropriate technologies allowing for genuine independence and self-sufficiency is quite limited. And this is what the Burmese people are afraid of. Similarly, unlike fomenting the young Turks for a military coup which relies on asserting control over the population and potential political opponents – successful nonviolent civil insurrections are necessarily based on a broad coalition of popular movements and are therefore impossible for an outside power to control. This seems to be the way the people of Burma wants. Another difference between these people-to-people educational efforts and U.S. intervention is that, unlike the NED and other government-backed “pro-democracy” efforts, which often focus on developing conventional political initiatives led by pro-Western elites, these workshops on strategic nonviolence are primarily designed for grassroots activists unaffiliated with established political parties who seek to make change from below. The government like the Burmese Junta, accustomed to projecting political power through military force or elite diplomatic channels have little understanding or appreciation of nonviolent action or any other kind of mass popular struggle. Somewhat similar to the CIA that would know little about nonviolence, much less grassroots organizing? In short, not only is it naïve to assume than an external power could provoke a revolution of any kind, especially in a country like Burma. All these years it has become apparent that the U.S. government does not know the first thing about fomenting a nonviolent civil insurrection. As a result, the dilemma for U.S. policy-makers – and the hope for all of us who support democracy as a matter of principle and not political expediency – is that the most realistic way to overthrow the world’s remaining autocratic regimes like Burma is through a process the U.S. government cannot control. There is no denying that the American government has historically promoted regime change through military invasions, coup d’etat, and other kinds of violent seizures of power that install an undemocratic minority. One of the biggest examples is Iraq Nonviolent “people power” movements; by contrast, make regime change possible through empowering pro-democratic majorities. As a result, the best hope for advancing freedom and democracy in the world’s remaining autocratic states comes from civil society, not the U.S. government, which deserves neither the credit nor the blame for the growing phenomenon of nonviolent democratic revolutions. It is also ironic that so many on Americans after years of romanticizing armed struggle as the only way to defeat dictatorships, disparaging the potential of nonviolent action to overthrow repressive governments, and dismissing the notion of a nonviolent revolution -- are now expressing their alarm at how successful popular nonviolent insurrections can be, even to the point of naively thinking that it is so easy to pull off that it could somehow be organized from foreign capitals. It is really lamentable that they could not comprehend that every successful popular nonviolent insurrection has been a home grown movement rooted in the realization by the masses that their rulers were illegitimate and the current political system was incapable of redressing injustice. “Leftist” critics of nonviolent pro-democracy movements parallel right-wing supporters of U.S. intervention in that both denigrate the power of individuals to take their destiny into their own hands and overthrow oppressive leaders and institutions. Instead, both appear to believe that people are passive victims and that social and political change can only come through the manipulation of foreign powers. That the United States is somehow a major force behind contemporary popular movements against dictatorships in Burma, Iran, Zimbabwe, and Belarus or that the United States was somehow responsible for the successes of previous movements in Serbia, Georgia or Ukraine are just ludicrous. Contemporary history has shown that the vast majority of successful nonviolent civil insurrections have not been against dictatorships opposed by the U.S. government, but dictatorships supported by the U.S. government. Right-wing autocrats toppled by such “people power” movements have included Marcos in the Philippines, Suharto in Indonesia, the Shah of Iran, Duvalier in Haiti, Pinochet in Chile, Chun Doo Wan in South Korea, and Numeiry in Sudan, to name only a few. Even during the early days of Ne Win, Burma was clearly supported by the US claiming that he was anti communist until one of the American gift helicopters was short down by the KNU.Another problem is that when nonviolent civil insurrections do succeed in bringing democrats to power in countries previously under anti-American dictatorships, the new often-inexperienced leaders are faced with plaudits from the American right and suspicion from the European and North American left. This could lead them to wonder who their friends really are and reinforce the myth that those of the right, rather than the left, are the real champions of freedom. The conspiratorial thinking and denigration of genuine popular movements appearing increasingly in some leftist circles serves to strengthen the hand of repressive regimes, weaken democratic forces, and bolster the argument of American neo-conservatives that only U.S. militarism and intervention – and not nonviolent struggle by oppressed peoples themselves – is capable of freeing those suffering under repressive rule. Successful nonviolent revolutions, like successful armed revolutions, often take years or decades to develop as part of an organic process within the body politic of a given country. Daw Aung San Suu Kyi herself has said that, “By voting NO in the coming referendum we may face hardship for a decade or more but by voting Yes, we and generations to come will be under the military boots forever.” There is no standardized formula for success that a foreign government or a foreign non-governmental organization could put together, since the history, culture and political alignments of each country are unique. No foreign government or NGO can recruit or mobilize the large numbers of ordinary civilians necessary to build a movement capable of effectively challenging the established political leadership, much less of toppling a government. In reality, a regime will lose power only if it tries to forcibly maintain a system that the people oppose, not because a foreign workshop leader described to a small group of opposition activists certain tactics that had been used successfully in another country at another time. In maintaining our position and exposing the hypocrisy and double-standards of the current administration’s rhetoric in support of democracy, we must also challenge those who denigrate popular indigenous movements as creations of Washington or slander reputable non-profit groups that share their generic knowledge of nonviolent strategies and tactics with like-minded organizations overseas.For too many years, such calls for action in Burma have been heard and politely ignored. Eric John, the US State Department's Deputy Assistant secretary for East Asia, said "The Burmese regime remains exceptionally repressive and is becoming even harsher in its treatment of its people and we are working with our partners to support efforts to place Myanmar on this month's Security Council agenda. Myanmar's junta must take steps ... to bring its deplorable human rights practices into conformity with international standards," Such kind of talks are common since Secretary of State Condoleezza Rice named Burma as one of the world's "outposts of tyranny" when she took office. The Burmese intelligentsia like any other democracy loving people will meet the U S initiative with skeptics after so many years of international inertia. The very fact why it was push in the Security Council for Mr. Gambari to go to Burma when it was an impossible task? Is it just to put Burma in the agenda of the Security Council just be vetoed by the two giants? A tentative move by the United States to have a new UN Security Council presidential statement on the Burmese constitutional referendum was met with opposition by the Russian ambassador to the UN, Vitally Churkin. The Russian ambassador indicated that his country, which has the power of veto in the Security Council, would oppose any proposal to issue a new presidential statement in regard to the referendum on a draft constitution in Burma in May. “We are the Security Council; we are dealing with issues of threats to international peace and security,” he said. Even if China will not veto because of the Olympic Games and the Tibetan affairs, Russia will. Is this the American ploy to prove that Vladimir Putin, the new Tsar of Russia, is just a bad guy in the world? Or if the US succeeds in winning Security Council backing, a new resolution could deem Burma a threat to international peace and security will include the immediate release of Daw Aung San Suu Kyi and other political prisoners, free access for the UN's envoys and aid agencies, and genuine, UN-facilitated moves by the Junta towards the restoration of democracy -- on pain of international sanctions and other, unspecified collective UN action? The Burmese are no so naïve to fall to this approach. With the American foreign policy painting China and Russia a bad guy at the cost of entire of people of Burma question the very sincere ness of America?
