Thousands of Cyclone Victims in Burma Unidentified

Thousands of people killed in last month's devastating cyclone in Burma may never be formally identified, due to the slow place of body recovery since the tragedy, say aid workers.
The scale of the disaster—and its wide geographical spread—has meant survivors in many remote communities of the Irrawaddy Delta were left to deal with a large number of bodies, of both family members and strangers, with little, if any, official support.
It is clear from the information we have been given that there is no planned, concerted or consistent approach being taken," Craig Strathern, a spokesman for the International Committee of the Red Cross (ICRC), told IRIN from Rangoon.
"Mostly it's local communities dealing with the immediate problem in their vicinity," he said.
Some cyclone survivors told aid workers of disposing of bodies any way they could—through burial, cremation, or other methods—in the quest to restore normalcy and get on with rebuilding their lives.
"Farmers were saying they just put some bodies in the river," said John Sparrow, a spokesman for the International Federation of the Red Cross (IFRC), who has just returned from the disaster area. "They were desperate to start their paddy season. If they found bodies they couldn't recognize, they just threw them into the river."
Cyclone Nargis, and the accompanying tidal surge that swept up to 35kms inward, left an estimated 133,000 people dead or missing on 2 and 3 May and 2.4 million destitute.
But more than six weeks on, as aid agencies struggle to distribute food, water and other essential supplies, disposing of bodies has been considered far less of a priority, especially as the World Health Organization (WHO) has said the corpses posed little health risk.
Disposal efforts
In some of the more populated areas and key towns, local authorities did make concerted efforts to collect and dispose of bodies, while extra manpower was also brought in from Rangoon to help with the task.
However, villagers in more remote or isolated areas were left to do it alone.
Reports indicate that in many waterways and remote areas without many survivors, bodies have yet to be collected, and recently more than 300 bodies were said to have washed up on a popular beach in Mon state, hundreds of kilometers from the cyclone's point of impact.
"It's been very much left to the local township commanders and leaders to decide how to deal with the problem," Sparrow said. "You are talking about a widely dispersed area, with limited transport and logistics. It's not surprising those have been prioritized for relief and emergency distribution."
Tsunami precedent
The slow pace of body disposal and lack of any large-scale victim identification effort are in stark contrast with the aftermath of the 2004 tsunami, which killed more than 200,000 people.
In Thailand—where foreigners, mainly European tourists, accounted for half the estimated 8,345 dead—authorities set up a forensic operation to identify victims, an initiative supported financially and technically by governments around the world.
The Thai operation used forensic evidence, including fingerprinting, dental records and DNA matching, to try to identify bodies.
In Indonesia, where more than 165,000 people died, efforts were more rudimentary, including visual identification in the first few days, or by personal effects and SIM cards.
But there was a big, official drive to bury bodies quickly in accordance with Islamic custom, and to create marked graves as memorial sites.
"In Indonesia, people accepted they may never find their loved ones, but at least they could go to a marked memorial even if they weren't 100 percent sure their relatives were there," Strathern said.
Identification issues
Burma's cyclone survivors appear resigned to accepting lost loved ones without definite proof, or any ceremonial resting places, while local laws mean formal verification of death is not required.
"Here there is the assumption that if we haven't seen our loved ones for two or three weeks they are probably dead," Strathern said.

Members of Parmiliament asked for Nargis Victims


Demand for the international relief teams be reached in the
Irrawaddy delta and bring the Burmese Military Junta before the
International Court of Justice
The United Nations, the foreign governments and the people of Burma have already
known that about 15,000 people life have lost and 2.5 million lives have been
remained in despair and desperate due to the deadly Cyclone Nargis which was
caused on May 2, 2008, beginning at 6.00pm that stormed in from Haing-gyi Island to
the Irrawaddy delta. Any where in the world, one could see that within 24 hours to 48
hours of such natural disaster, the relief workers, helicopters, vehicles and other
necessities supports are involved actively immediately. But, according to the updated
news media--radio broadcasting, video and photo records-- the cyclone victims in
Burma did not receive adequate aids that left the victims stay in shortage of food,
drinking water, shelter and communicable deceases are assuming the condition
worsen in Burma, and it is hoped that all have known about this.
It is witnessed that the reason that cause the condition worsen of the cyclone victims
in Burma is not because of the ignorance from international communities; but because
of the Burmese military junta's lack of responsibility for its citizens, intentional
ignorance, and concealing the facts and continue to work on to stable its power as a
priority, and thus delaying and blocking in receiving all the incoming aids.
For such intentional acts of the Burmese junta which resulted in killing a group of
people, created in a condition of genocide and is crime against humanity, therefore, it
is earnestly urged the United Nations that mandate the "responsibility to protect" by
sending the international relief forces and by bringing the junta before the
international court of justice. The following are the evidence and items that explain in
details.
Evidence (1): Although the Burmese Junta has received the news early regarding
the cyclone nargis coming-in, they informed the false news to the public and they
did not inform the people to relocate in advance.
It is learnt that regarding the cyclone nargis, since April 26, 2008 the weather
forecasting department of India sent some kind of information to the directorate of
weather forecasting of Burma. On April 28, the cyclone nigris began. On April 30,
according to B. P Yadav, the spoke person of the Indian weather forecasting
department, it is informed to the Burmese authority before 48 hours that there could
be the cyclone with the possibility of 120 miles per hour that could come across the
Irrawaddy delta.
On April 27, 2008, Dr. Bhichit Rattakul, director of Asian Disaster Preparedness
Center, which was founded after the Tsunami in 2004 in Thailand, has informed to the
Burmese authority that the cyclone nargis will be stormed in to Burma.

According to Mr. Tun Lwin, the director of Burma' weather forecasting department,
mentioned in Burma's Today website (Burmese news website), that he has sent to the
United Nations with his own signature that the Burmese junta has already known
about the would-be cyclone nargis since May 1, 2008 at about 5:30pm. As of the
letter on May 1 at 5:30pm after, it is mentioned that after the report at 9pm within the
24 hours the cyclone will be getting in to nearby Pathein Township. The letter which
wrote before 7am on May 2 mentioned that according to the weather forecast which
made at 6am on May 2 that the cyclone was about to happen in Haing-gyi Island, with
60 miles per hour -- with central speed 120 miles and with the possibility of raising
the water up to 10-12 feet.
Although the military junta has received the news early on the weather forecasting
and its warning from the neighborhood countries and the department concerned
director Mr. Tun Lwin, in the state-run national newspaper the news with regard to
the cyclone are falsely mentioned. For example, the newspaper which was published
on May 1, on the weather forecast of "Nay-Pyi-Daw May 30" it is mentioned that
"according to the weather forecast and measure at today Myanmar standard time
5:30pm, the cyclone which is happening in the ocean of Bangladesh, is heading to the
South-West of Pathein which is 480 miles distance away to ocean. That cyclone has
not been forceful during the period of 6 hours and gradually moved to the North-East.
And, that cyclone has not been forceful during the period of 12 hours and continued to
slowly moving to the North-East…" Due to the cyclone, there will be raining
shatteringly in Arakan State, Mon State, Karen State, Kayah State, Irrawaddy
Division, Rangoon Division and Pegu Division and raining in a few particular places
of Tanninsari Divisiona and Shan State. There could be some storms, raining and
cause big wave. While raining hard, the storm speed could be 40-45 miles per hour. It
was the false news, indeed.
The residents of Rangoon witnessed that after the cyclone nargis stormed in to Hainggyi
Island they have had a chance to see the warning of the cyclone from the
television. By the time of knowing of such warning, the cyclone affected areas such as
Laputta and other places have been already wiped out by the storm and the water
wave.
Moreover, although the news on the cyclone warning was being informed before 48
hours, the military junta neither gave any protection nor provided the safety for those
people who resided in the affected areas, neither for the emergency nor the assistance
for the immediate relocation, said the local people.
It is assumed that by broadcasting the truth news of the cyclone would create people
gathering and thus disturbance to the referendum which was set to held on May 10,
which was the main plan of the junta. The military junta is always afraid of people
gathering. Therefore, the junta could have been made the false news on the cyclone.
In other words, therefore, according to the above mentioned, it is assured that the
military junta has made it in order to confirm and held their plan-constitutional
referendum by intentionally ignoring the facts and the lives of hundreds of thousands
of the cyclone victims. Due to such failed to release the truth news on cyclone and
neglect to provide the emergency relief and relocate the cyclone victims, about the
lost of about 150,000 people lives and has caused 250,000 people lives despair and

homeless were rather because of the military junta's lack of responsibility and
international ignorance than the natural disaster was the main cause.
Evidence (2): Despite the relief works are not immediately activated, the
constitutional referendum was held by force without any postponement
When the natural disaster happened anywhere in the world, within 24 to 48 hours the
relief workers try to reach the affected areas, to discover the dead body, to save who
are in danger, provide the safety and shelter camps for those who are survived; but in
case of Burma the military authority has neither provided nor assisted anything to the
cyclone victims for someday. The scenes have been seen in the media in which the
cyclone victims narrated their sad stories and share their experiences to the reporters.
The residents of Rangoon and other cyclone survivors from different places of
Irrawaddy could see the appearance and artificial greetings of the Prime Minister Lt.
General Thein Sein, and his fade encouragement in the television on May 4 and 5.
On the next days, only the pictures of the soldiers who were cutting off the uprooted
trees, cleaning the streets and the army generals roaming around the city have been
broadcasted, and the acknowledgement or coverage of the relief works are not
mentioned. The soldiers cleaned the streets for the convenient of driving through the
military vehicles and then the rest of sanitation works are done by the local people
and monks on the basis of self reliance. The cyclone survivors were survived by the
assistance and donation from the local people at the very beginning stage.
The Burmese junta was not only providing anything to the cyclone victims, but also
did not postpone its constitutional referendum and held forcefully on May 10 as they
have planned. Only the cyclone affected areas in the towns in the Irrawaddy and some
places in Rangoon have been postponed to May 24. With regard to that tragedy event,
the U.N secretary general Mr. Ban Ki-moon expressed that "it is very a sad thing for
the people of Burma for such tragedy event. At the same time, it is recorded of the
ruling military junta's decision to hold for the referendum." The military junta has
been trying to work on the planed referendum for the stability of their power instead
of providing the emergency relief effectively that caused the victims whose lives are
lost and miserable due to the shortage of food and drinking water daily. Therefore, it
is assured that several local victims live have lost even after the cyclone because of
the ignorance and lack of responsibility by the Burmese military junta.
Evidence (3): The refusal of the international relief workers; misusing the
international aids and switching the donated materials with the bad quality
product
While 2.5 millions of the cyclone victims are terribly suffering and hungry for food,
drinking water and sheltering, those who relief workers and humanitarian assistance
have had to wait for such a long time for the approval from the military authority.
Until May 8, the cyclone victims did not receive any assistance from any foreign
governments, including the United Nations, except for the aids that donated directly
through the local people. Since the U.N has not been so satisfied with the junta'
administration over the relief fund and other aids which were donated by the foreign
countries, the U.N has asked the military authority to be delivered the aids to the
victims by the U.N itself. But the military authority has refused it.

While there was a debate going on between the military authority and the foreign
governments over the humanitarian aids, the military authority refused to accept the
World Food Program (WFP) and the World Health Organization (WHO) of which the
relief airplane had already arrived in the airport in Rangoon on May 8 and 9,
respectively. But, interestingly, the food packages which are sealed with the WFP
logo are found in market in Rangoon on May 12. It is witnessed that the donated food
from foreign countries such as biscuits, dry noodle from Thailand are switched with
the products of the military government.
There was a meeting, of Rangoon division regiment light infantry on May 7, between
Army General Myint Swe and rice traders regarding the assistance for the cyclone
victims. After the meeting, it was found that the good qualities of rice which are
donated from the international community are switched with local rice which are bad
quality and delivered it to the victims.
On May 17, two weeks after the cyclone nargis, the military authority announced that
the list of dead toll was 77738, 55917 people were still missing and 19359 people
wounded. In the meantime, French Navy--Le Mistral (which was 13 miles distance
from seashore), the U.S's 3 Navies led by USS Essex ( 60 miles distance) and Britain
Naval--HMS Webminster (12 miles distance) were stand by to assist the victims.
But the military authority refused to those relief navies. Although the relief navies of
the U.S. and British had already returned back, the relief workers are being disturbed
and blocked by the military authority by any means.
Such acts of refusing the international humanitarian aids and misusing the donated
materials are obstacle to reach to the victims. In comparing, that an innocent person
who is shot by the AK-47 gun or an obstacle to the humanitarian aids that caused
hunger to death may be basically implied to the U.N.' "Responsibility to Protect".
Therefore, it is demanded that the international humanitarian aid forces be intervened
in Burma immediately.
Evidence (4): Pending the relief by receiving the U.N Secretary General and the
People of Burma dwindling hopes on the United Nations
Taking this tragedy event as an opportunity while people are suffering from the
cyclone nargis, and instead of providing the relief emergency as the priority, the
military authority have been attentively working on the constitutional referendum.
The military authority somewhat concerned the raising death tolls and at the same
time they were aware of the relief navies, which were approaching near the delta. It
created them the fear of the intervention made by the International Community based
on the ground of humanitarian. Therefore, the U.N Secretary General was allowed to
stop by some of the affected areas immediately.
Priority to his visit to Burma, although the U.N Secretary General Mr. Ban Ki-moon
has been trying to reach to the Snr. General Than Shwe by telephone three times there
was no response at all. And, Snr. General Than Shwe did not pay attention to the

cyclone victims. He has been made the so-called visit to the cyclone affected areas on
May 19-20, just before Mr. Ban Ki-moon arrived in Burma. According to the
military-run national television channel, it is realized that Snr. General Than Shwe
had been greeted to the fake cyclone victims. It was a make-up show.
While Mr. Ban Ki-moon arrived in Burma, he trip was planed and brought to meet
with the fake cyclone victims. It was a deception. Snr. General Than Shwe gave a
promise to Mr. Ban Ki-moon that the international humanitarian aids will not be
restricted and will be allowed to work freely in Burma. But, since after Mr. Ban Kimoon
went back there were no freedom of movement for the international relief
workers and instead they are being disturbed by the soldier, police and members of
USDA.
In reality, the military authority neither wanted any humanitarian assistance which
would lead by the United Nations nor was the reason that they had allowed Mr. Ban
Ki-moon, but because to lessen the pressure from the international community.
Whenever the U.N intervened on whatever of the Burmese junta's inhumanly acts, for
almost 20 years now, that the Burmese people have been felt some kind of dejected.
Therefore, the cyclone victims were not so warmly feel well because they assumed
that hindered the intervention by the international humanitarian forces, realizing the
visiting schedule for the Mr. Ban Ki-moon was a trap.
There are some certain reasons why Burmese people are not happy (dwindling hopes)
with the United Nations. It was because, as of the responses from the United Nations,
that in every political movement in Burma after 1988 the Burmese people really
hoped that the positive actions from the United Nations on Burma would be reached.
But it is seemed weak and inactive.
In April 2000, former U.N Secretary General Kofi Anan appointed Mr. Razali Ismail
as U.N special envoy to Burma. Mr.Razali had been to Burma 12 times. Although he
had engaged a trust building and dialogue between Aung San Suu Kyi and the
military junta two times, later he became the puppet of the junta and his mission was
not successful. Moreover, the Burmese people distrusted on Mr. Razali as he had been
associated personally with the junta for his own business and other joint ventures.
While Mr. Paolo Sergio Pinheiro who is the representative of the U.N Commission on
Human Rights to Burma, visited the Insein prison in Burma and met with some
political prisoners, the military intelligence secretly tape recorded him. For the U.N
had failed to take action on such improper act on the U.N' mission and activities has
caused the Burmese people's hope on the U.N become less and less.
Mr. Kofi Anan appointed Mr. Ibrahim Gambari, after Mr. Razali resignation, for U.N
special envoy to Burma. Although Mr. Gambari had been visited five times to Burma,
there were no effective efforts for the release of Aung San Suu Kyi and political
prisoners. He was incapable of creating the substantive dialogue between Aung San
Suu Kyi and the military junta. He rather became the puppet that sank in the traps of
the junta. Again, therefore, this is the reason that the Burmese people lack of trust on
the U.N special envoy on Burma.

The people in Burma were so hopefully expected as they heard the news that Mr.
Gambari would come to Burma during the people demonstration against the junta in
September 2007. But nothing particular response came out of Mr. Gambari visit and
after his returned to U.N. The torture and killed by the military junta has still been
remained. The U.N action on Burma was so weak, also this time.
The U.N. should be working on as one of the main tasks in following the promise of
Snr. General Than Shwe to Mr. Ban Ki-moon which was given on May 23 that "all
international relief workers will be allowed to Burma." But that agreement does not
seem to be materialized. For Burmese people, it is meant that the visit of Mr. Ban Kimoon
to Burma supported the military authority's plan as it's blocked the international
intervention on Burma on the ground of humanitarian aid in which was the Burmese
people's hopes. Therefore, the Burmese people are not happy with his visit to Burma.
On the other side, the U.N's initiative and mediation could be considered that delayed
in receiving the emergency relief by the needy victims or supported the junta's
intentional ignorance on the cyclone victims. Therefore, it is earnestly demanded that
the U.S, Britain, France and Germany which could effectively support and provide the
relief assessment in Burma should immediately send the emergency relief forces to
Burma.
Evidence (5): In the condition of Genocide and Crime against Humanity and
other concerns
(5.1) Human rights violations
There was a report on human rights on cyclone victims which was published by
Amnesty International after a month of the event. In that report, it is mentioned that
the cyclone victims were evicted from the shelter camp by force, restriction on
traveling, in order to build the polling-booth the cyclone victims are evicted by force
from the shelter camp, also from the monestary, which mentioned such cases of 30.
Some of those cases were as following.
On May 23 in Shwe-pauk-kan Township, the cyclone victims were evicted by telling
them that the school will re-open soon and thus were given 7000 kyats to some
people. On May 19, there were 30 people fear to drown due to the boat capsize, all of
them were cyclone victims as they were forced to return back in Bo-galay Township.
Beginning from May 19, the victims were forced to relocate in Myoung-mya, Ma-Oobin,
Phra-pon, Laputta Townships. In Kawh-mu Township, some cyclone victims who
were asking for the aids were prohibited.
(5-2) Threatening to local donators and arresting the vehicles
In the early stage, the cyclone victims were mostly survived by the support of the
local community. Later, those individual and local donator's works were disturbed and
blocked by the military authority. On May 25, about twenty vehicles which were
returned back from Pathein Township, who helped the cyclone victims, were arrested
by the military authority on the ground that they had broke the laws.

Because of such restrictions for traveling and for the voluntary relief works, the
numbers of the cyclone survivors who were died of communicable deceases were
increased and also shortage of food and nutrition. In addition, Zaganar the comedian
who has been devotedly working on the relief was recently arrested by the military
authority without any reason.
(5-3) The cyclone surviving orphanage children are forced to recruit to Army
The UNICEF built over 50 camps particularly for the cyclone surviving children.
However, according to the local relief workers in Laputta, Phra-pon and Bo-galay
Townships, those surviving children who are inaccessible to the camps were taken to
the army recruiting center. "According to the Radio Free Asia news on June 5, some
of the children, who are orphanage age between 14-15 years, are disappeared. It is
assumed that they were sent to regiment infantry no. 66."
(5-4) International Relief Workers
Snr. General Than Shwe promised that the relief experts from foreign countries will
be allowed to travel freely in Burma when meeting Mr. Ban Ki-moon. In contrast, in
preparing to travel to the Irrawaddy delta from Rangoon, the foreigner relief workers
are experiencing with different layers of red tape bureaucrat of the military authority
that created the relief workers feel uncomfortable, said Mr. Ky Luu.
Similarly, the Radio Free Asia also reported that "It has been over 35 days. There are
still bureaucrat that slows the process and preparation to travel to the delta. As we
know, about 50% the cyclone survivors do not receive yet the humanitarian aid.
(5-5) The cyclone victims are forced to labor
While the cyclone victims were terribly suffering and were in dire need of food and
drinking water, the military authority forced to labor them for making airfield for
landing the military helicopter in the villages in the Irrawady delta. Such the army
infantry regiment no.66 which is stationed at Ka-don-ka-nih village of Bo-galay
Township was not helpful but rather the cyclone victims were suffered because of the
force labor. Moreover, while the parents were searching for their missing children and
other relatives they were asked to work with a very few minimum wages, said one
witness of the relief worker.
(5-6) Starving and deceases are spreading because of lack of relief assessment
One of the local people from Maw-gyan Township from Irrawaddy mentioned that
some people are died of dysentery, diarrhea and related deceases as the results of the
people there had to eat the wet and polluted rice.

Maung Pho Nge, 7 year and Daw Tin Yee, age over 50 years died of diarrhea who
resided at Ka-na-soh village, and in Myint-to, Shwe-zin-yaw, Paung-hin-choung
villages the people were suffering from the diarrhea widely, the Voice of America
(VOA) reported on June 9, 2008.
Right after a week ago of the cyclone nargis, Action against Hunger (Action Contre la
Faim--ACF) stated that the cyclone survivors were suffering from the shortage of
nutrition and food. Those survivors had to find out their own food and also to cook for
it. About 75% people there had to consume polluted water, 96% of their toilets were
destroyed.
(5-7) The death bodies are not buried well and the crime rate may increase
It is found that the cyclone survivors were searched for the lost one. The death bodies
were ordered to throw away, not allowing anyone to approach the death body. For
those who wanted to find out the body of their relatives or dear one had to find out
secretly at night time.
Out of many, more than fifteen cyclone victims were shot to dead by the soldier in
Bo-galay Township. The soldiers took away the jewelleries from the death bodies.
Now many death bodies are floating around Ta-Thon district of Mon State and also at
the seashore. Some of the rotten death bodies remained in the wells and canals. The
decease will spread widely soon. The victims who are most suffering are in the areas
of where the ethnic Karen nationalities are inhabitant.
In 1990s, where there were the conflicts and combats between the Karen nationalities
and the military authority in Bo-galay, the military authorities cruelly tortured and
killed several innocent Karen people. It is obvious that when this tragedy event of
cyclone nargis stormed in to Irrawaddy delta where these Karen people are living, the
military authority had intentionally ignored to provide the emergency relief for the
cyclone victims. Such ignorance could be considered in a condition of genocide. For
the military junta, it could be an unfinished combat and revenge.
Our demands
All in all as mentioned above, despite the emergency relief was in dire needed, the
military junta has been keeping and continuously working on the stability of its power
as the first priority than providing any assistance to the cyclone victims. One could
clearly see that the military junta has created, blocked and tried to control the
humanitarian aids and its workers, and hide the cyclone victims so that the
international community cannot find them.
The military authority's lack of responsibility and intentional ignorance, concealing
the facts and reality, dedicated to the stability of power, controlling and blocking the
humanitarian aids and its workers imply "crime against humanity" and set in a
condition of genocide.

Therefore, we earnestly would like to urge that the United Nations must response to
such condition under the mandate of "responsibility to protect" for those cyclone
victims, by sending the international emergency forces to Burma and bringing the
military authorities before the international court of justice.

ဇြန္ ၉၊ ၂၀၀၈။ျမန္မာႏိုင္ငံက ဆိုင္ကလံုးမုန္တိုင္းသင့္ေဒသေတြမွာ ေနာက္ပိုင္းေရာဂါဆိုးေတြ ကူးစက္ပ်ံ႕ႏွံ႕လို႕ ဒုတိယအႀကိမ္ ကပ္ဆိုး က်ေရာက္လာႏိုင္မယ့္ အႏၱရာယ္အတြက္ စိုးရိမ္စရာရိွတယ္လို႕ အေမရိကန္အေျခစိုက္ Direct Relief International လို႕ေခၚတဲ့ က်န္းမာေရးဆိုင္ရာ ကပ္ေဘးကူညီေရးအဖဲြ႕က ေျပာလိုက္ပါတယ္။ အေၾကာင္းစံုကို ကိုသားၫြန္႕ဦးက ဆက္သြယ္ေမးျမန္းၿပီး တင္ျပထားပါတယ္။
ျမန္မာႏိုင္ငံတြင္း ဆိုင္ကလံုးမုန္တိုင္းသင့္တဲ့ ေဒသေတြမွာ က်န္းမာေရးဆိုင္ရာ အေဆာက္အဦေတြ၊ က်န္းမာေရးေစာင့္ေရွာက္မႈစနစ္ေတြ အေတာ္ေလးကို ပ်က္စီးကုန္ၿပီး ေနရာအေတာ္မ်ားမ်ားမွာလည္း မသန္႕ရွင္းတဲ့ေရေတြ က်န္ရစ္တာေၾကာင့္ ေရာဂါပိုးေတြ ကူးစက္လာႏိုင္တယ္လို႕ က်န္းမာေရးဆိုင္ရာ ကူညီေရးအဖဲြ႕ေတြက စိုးရိမ္ေနၾကတာပါ။ ျမန္မာႏိုင္ငံထဲ အေျခခံက်န္းမာေရး ေစာင့္ေရွာက္မႈေနရာေတြ ပ်က္စီးကုန္ၿပီး က်န္းမာေရးေစာင့္ေရွာက္မႈစနစ္ ပ်က္စီးသြားတာ၊ ေဒသတြင္းမွာလည္း က်န္းမာေရး၀န္ထမ္းေတြ အလံုအေလာက္မရိွတာ၊ လမ္းပန္းဆက္သြယ္ေရးေၾကာင့္ အေရးေပၚက်န္းမာေရး ကုသမႈေပးဖို႕ ခက္ခဲတာ၊ အဆိုးဆံုးကေတာ့ က်န္းမာေရးကာကြယ္မႈစနစ္ေတြ ခ်ဳိ႕တဲ့တာေတြေၾကာင့္ ေရာဂါျပန္႕ပြားမႈေတြ ျဖစ္လာႏိုင္တယ္လို႔ တြက္ဆၾကပါတယ္။ ဒီအထဲမွာ ဆိုင္ကလံုးဒုကၡသည္ေတြအတြက္ ေဆးဖက္ဆိုင္ရာပစၥည္းေတြ၊ ေဆး၀ါးေတြ ကူညီေထာက္ပံ့ေနတဲ့ အေမရိကန္အေျခစိုက္ Direct ReliefInternational အဖဲြ႕ႀကီးလည္း အပါအ၀င္ပါ။ ဒီအဖဲြ႕ရဲ႕ ေျပာခြင့္ရသူ မစၥတာ ဂ်င္မ္ ပေရာဆာ (Jim Prosser) က ဗီြအိုေအကို အခုလိုေျပာပါတယ္။
“ျမန္မာႏိုင္ငံမွာ ဒုတိယအႀကိမ္ ကပ္ေဘးဆိုးက်ေရာက္မယ့္ အလားအလာအတြက္ က်ေနာ္တို႕ အလြန္အမင္းကို စိုးရိမ္ေနပါတယ္။ ေရာဂါေတြျဖစ္ေနတယ္ဆိုတဲ့ သတင္းရတာေၾကာင့္ က်ေနာ္တို႔အေနနဲ႔ ေရာဂါလကၡဏာေတြကို ေစာင့္ၾကည့္ေနပါတယ္။ျမန္မာႏိုင္ငံထဲ က်ေနာ္တို႔နဲ႔တဲြလုပ္ေနတဲ့ အဖဲြ႕ေတြရဲ႕ ေမတၱာရပ္ခံခ်က္အရ အေရးေပၚ လိုအပ္တဲ့ပစၥည္းေတြ၊ ေရာဂါတိုက္ဖ်က္ေရးေဆး၀ါးေတြကို ေနာက္ထပ္ပို႕ႏိုင္ေအာင္လည္း ျပင္ဆင္ေနပါတယ္။”
ျမန္မာစစ္အစိုးရသတင္းစာမွာေတာ့ တေန႕ကပဲ မုန္တိုင္းသင့္ေဒသေတြမွာ အမ်ားက စိုးရိမ္သလို ေရာဂါကူးစက္မႈေတြ မရိွဘူးလို႕ေတာ့ ေျပာထားပါတယ္။ ဒါေၾကာင့္ အခုလို စိုးရိမ္စရာေတြ ျဖစ္လာရေအာင္ ဘယ္လိုအေျခအေနေတြေၾကာင့္လဲလို႕ ေမးၾကည့္ေတာ့ မစၥတာ ဂ်င္မ္ ပေရာဆာက အခုလိုေျပာပါတယ္။
“WHO ကမၻာ့က်န္းမာေရးအဖဲြ႕ရဲ႕ အစီရင္ခံခ်က္ေတြအရ အသက္႐ႉလမ္းေၾကာင္းဆိုင္ရာ ကူးစက္ေရာဂါပိုး ကူးစက္ခံရသူ ၆၉၅ ဦး၊ ေသြး၀မ္းကိုက္တဲ့ ေရာဂါသည္ ၁၁၄ ဦး၊ ေသြးလြန္တုပ္ေကြး ေရာဂါသည္ ၃ ဦး ရိွတယ္လို႕ ဆိုပါတယ္။ ဒါက အခိုင္အမာရထားတဲ့သတင္းပါ။ ျမန္မာႏိုင္ငံထဲက သတင္းမွန္ေတြ၊ အေျခအေနမွန္ေတြကို သိဖို႕ကလည္း ခက္ခဲပါတယ္။ အခုအပတ္ထဲက်မွပဲ ကုလသမဂၢနဲ႕ အာဆီယံႏိုင္ငံေတြက ကိုယ္စားလွယ္ေတြ တရြာ၀င္ တရြာထြက္ အေျခအေနေတြကို သံုးသပ္အကဲခတ္ခြင့္ ရမွာပါ။ ဒါေၾကာင့္ အေျခအေနတစံုလံုးကို သိရဖို႕ ခဲယဥ္းေနတုန္းပါ။”
Direct Relief International အဖဲြ႕အေနနဲ႕ သူတို႕ရဲ႕ကိုယ္စားလွယ္တဦး မုန္တိုင္းေနာက္ပိုင္းမွာ ရန္ကုန္ကို သြားေရာက္ခြင့္ရခဲ့ပါတယ္။ ဒါေပမယ့္ အကူအညီေတြေပးတာကိုေတာ့ သူတို႕ကိုယ္တိုင္ ေဆာင္ရြက္တာမဟုတ္ဘဲ ျမန္မာႏိုင္ငံတြင္း ေဆးဖက္ဆိုင္ရာ အကူအညီေပးေနတဲ့ အဖဲြ႕ေတြကို ျပန္ၿပီး ကူညီေနတာျဖစ္ပါတယ္။
“Direct Relief International အဖဲြ႕ႀကီးအေနနဲ႕ ျမန္မာႏိုင္ငံတြင္း ေဒသခံ အစိုးရမဟုတ္တဲ့အဖဲြ႕ေတြ၊ လူမႈအဖဲြ႕အစည္းေတြနဲ႕ ပူးတဲြၿပီးေတာ့ အဲဒီက ေဆးဖက္ဆိုင္ရာ လိုအပ္ခ်က္ေတြကို ကူညီေဆာင္ရြက္ေနပါတယ္။ အထူးသျဖင့္ဆိုရင္ေတာ့ ျမန္မာႏိုင္ငံထဲက အႀကီးဆံုး ေဆးဖက္အဖဲြ႕အစည္းတခုျဖစ္တဲ့ ျမန္မာႏိုင္ငံဆရာ၀န္မ်ားအသင္းနဲ႕ ပူးတဲြေဆာင္ရြက္ေနပါတယ္။ ဒီအဖဲြ႕မွာက ဆရာ၀န္ ၈,၀၀၀ ေက်ာ္ အဖဲြ႕၀င္ရိွပါတယ္။ ဧရာ၀တီတိုင္းက မုန္တိုင္းဒုကၡသည္ေတြကို ကုသဖို႕ ျမန္မာႏိုင္ငံဆရာ၀န္မ်ားအသင္းက အဖဲြ႕လိုက္ သြားေရာက္ကူညီေနပါတယ္။” လုိ႔ ဂ်င္မ္ ပေရာဆာက ေျပာခဲ့ပါတယ္။
သူတို႕အေနနဲ႕ လက္ရိွအားျဖင့္ ေဆးဖက္ဆိုင္ရာပစၥည္းေတြ၊ ေဆး၀ါးေတြ စုစုေပါင္းတန္ဖိုး အေမရိကန္ေဒၚလာ ၄၀၈,၀၀၀ တန္ဖိုးခန္႕ ကူညီခဲ့တယ္လို႕ သိရသလို ေဆးဖက္ဆိုင္ရာ ကူညီေရးအဖဲြ႕ေတြအတြက္ ေငြသား ၁၆၃,၀၀၀ ကိုလည္း ေထာက္ပံ့ေပးခဲ့ပါတယ္။ ဒါဟာ ျမန္မာႏိုင္ငံ ဆရာ၀န္မ်ားအသင္းကိုတင္မဟုတ္ဘဲ တျခား ႏိုင္ငံျခားက အကူအညီေပးေရးအဖဲြ႕ေတြကိုေပးတာလည္း ပါပါတယ္။
“Australia Aid International ကိုလည္း အေမရိကန္ေဒၚလာ ၂၅,၀၀၀ ကူညီထားပါတယ္။ ဒီအဖဲြ႕က ေဆးဖက္ဆိုင္ရာကၽြမ္းက်င္သူ ၇ ဦးဟာ ႏိုင္ငံကူးဗီဇာရၿပီး ျမန္မာႏိုင္ငံထဲ ေရာက္ေနပါတယ္။ သူတို႕ဟာ ဒီ စိတ္ပိုင္းဆိုင္ရာ ေဆးပညာကုသမႈနဲ႕ ပတ္သက္တာ၊ ေနာက္ အေရးေပၚကပ္ေဘးကယ္ဆယ္ေရးနဲ႕ ပတ္သက္တဲ့ ေဆးပညာေတြကို အခု သင္တန္းေပးေနပါတယ္။” လုိ႔ မစၥတာ ဂ်င္မ္ ပေရာဆာက ဆက္ေျပာပါတယ္။
အခုလိုေၾကာင့္လည္း သူတို႕အေနနဲ႕ ဒီမုန္တိုင္းသင့္ေဒသေတြမွာ က်န္းမာေရးအရ စိုးရိမ္ရတယ္၊ ဒုတိယကပ္ဆိုး က်ေရာက္မယ့္အႏၱရာယ္ ရိွတယ္ဆိုတာကို သူတို႕ရဲ႕ ဆန္းစစ္ခ်က္တင္မဟုတ္ဘဲ အဲဒီ ကူညီေရးေဆးအဖဲြ႕ေတြကတဆင့္ ရတဲ့သတင္းေတြအေပၚမွာလည္း သံုးသပ္ထားတာလို႕ ဆိုပါတယ္။ အထူးသျဖင့္ေတာ့ အခု မိုးတြင္း ေရာက္လာတာနဲ႕အမွ် အဲဒီေဒသေတြမွာ သြားေရးလာေရးခက္လာတဲ့အျပင္ေရေၾကာင့္ျဖစ္တဲ့ ေရာဂါမ်ဳိးေတြ အခ်ဳိ႕ေနရာေတြမွာ ျဖစ္ေပၚေနတယ္လို႕ အဲဒီမွာ သြားေရာက္ခြင့္ရတဲ့ ေဆးအဖဲြ႕ေတြကတဆင့္ သိရတယ္လို႕လည္း ေျပာျပပါတယ္။

"ကုိေဇာ္သက္ေထြးနဲ႔ ကိုငွက္ေပ်ာေၾကာ္တို႔ ေလေဘးကယ္ဆယ္ေရး လုပ္ၾကတယ္။ လုပ္ရင္းနဲ႔ ၁၂ ရက္ေန႔က မေကြးက သူ႔အေမအိမ္ကို သြားရင္းနဲ႔ မေကြးမွာ ဖမ္းၿပီးေတာ့ သူ႔ကို ၁၃ ရက္ေန႔က ေအာင္သေျပကို ပို႔လုိက္တယ္။ ဖမ္းတယ္ဆိုတာပဲ သိရတယ္။ ဘာေၾကာင့္ ဖမ္းတယ္ဆိုတာ ေမးလို႔မရဘူး။ ဖမ္းတဲ့အဖြဲ႔ကိုယ္တိုင္ကလည္း ဘာေၾကာင့္ဖမ္းျမန္း မသိဘူး။ ဖမ္းဆိုလို႔ ဖမ္းလိုက္တာပဲ။ မေကြးက သူ႔အေမအိမ္မွာ အဖမ္းခံရတယ္။"
ဒီလုိ အာဏာပုိင္ေတြဖက္က ဘာအေၾကာင္းေၾကာင့္ ဖမ္းဆီးထိန္းသိမ္းလုိက္တယ္ ဆုိတာ ရွင္းလင္းေျပာဆုိတာမ်ဳိး မရွိေပမဲ့ ကူညီကယ္ဆယ္ေရး လုပ္ငန္းေတြ တက္တက္ၾကြၾကြ လုပ္ေဆာင္ေနတဲ့ ကုိေဇာ္သက္ေထြး ရဲ႕ လုပ္ရပ္ေတြနဲ႔ ဆက္စပ္ ပတ္သက္လိမ့္မယ္လုိ႔ ယူဆေနၾကတာပါ။
"ဒီ လူမႈေရးေပါ့ေနာ္။ ကိုယ္က်ိဳးမဟုတ္ဘူးေလ။ ဒါဟာ ဒုကၡေရာက္ေနတဲ့လူေတြကို ကူညီတာပဲ။ ကိုယ့္ပိုက္ဆံနဲ႔ကိုယ္ ကူညီတာ။ ကုိယ့္မွာ ရွိသမွ် ခြန္အားေရာ၊ ေငြအားေရာ၊ လူအားေရာ အကုန္ စိုက္ထုတ္ၿပီးေတာ့ ဒါကို အမ်ားအတြက္ ေဆာင္ရြက္တာေပါ့ဗ်ာ။ အဲဒီေတာ့ ဒီဟာ အႏုပညာရွင္ေတြနဲ႔လည္း သူ လုပ္တယ္။ ေနာက္တခ်က္က သူက ၈၈ မ်ိဳးဆက္သစ္ ဆိုေတာ့ သူတို႔ ဒီလိုလုပ္တာ မႀကိဳက္လို႔လား။ ထင္ေပၚသြားလို႔လား။ က်ေနာ္တို႔ဖက္က ေတြးစရာေတြ အမ်ားႀကီးပဲေလ။ သူတို႔ ဒီလုိ လႈပ္ရွားမႈက သူတို႔အတြက္ သိကၡာက်တယ္လို႔ ယူဆၿပီး သူတို႔ ဖမ္းတာလို႔ပဲ က်ေနာ္တုိ႔ ထင္တယ္ဗ်ာ။"
ဒါဟာဆုိရင္ ေလေဘးကူညီကယ္ဆယ္ေရး လုပ္ငန္းေတြ လုပ္ကုိင္ေနတဲ့သူေတြ အဖမ္းအဆီးခံေနရတဲ့ အထဲက ေနာက္ဆုံးၾကားရတာျဖစ္ပါတယ္။ ၿပီးခဲ့တဲ့ အပတ္ထဲတုန္းကလည္း မုန္တုိင္းေဘးသင့္သူေတြကုိ ေစတနာ့၀န္ထမ္း အကူအညီေတြ ေပးေနတဲ့ ႏုိင္ငံေက်ာ္ လူရႊင္ေတာ္ စြယ္စုံအႏုပညာရွင္ ဇာဂနာ ေခၚ ကုိသူရ ကုိ အာဏာပုိင္ေတြက ထိန္းသိမ္းထားတာပါ။ အခုဆုိရင္ သူ႔ကုိလည္းပဲ ရန္ကုန္ၿမိဳ႕က ဒီ ေအာင္သေျပ စစ္ေၾကာေရး စခန္းမွာပဲ ထိန္းသိမ္း စစ္ေဆးေနတယ္လုိ႔လည္း မိသားစုနဲ႔ နီးစပ္သူေတြက ေျပာပါတယ္။ အခုလုိ လူမႈေရး အကူအညီေတြကုိ တက္တက္ၾကြၾကြ ေဆာင္ရြက္ေနတဲ့ ကုိေဇာ္သက္ေထြး တုိ႔လုိ လူေတြကုိ ထိန္းသိမ္းခံရတာဟာ ဒီလုပ္ငန္းေတြအတြက္ ထိခုိက္နစ္နာေစတယ္လုိ႔လည္း ႐ႈျမင္ၾကတာပါ။
"ကိုေဇာ္သက္ေထြးကေတာ့ သူ စၿပီးေတာ့ နာဂစ္မုန္တိုင္းျဖစ္ၿပီး လူေတြ ဒုကၡေရာက္ၿပီ ဆိုကတည္းက သူ အားက်ိဳးမာန္တက္ တေနရာၿပီး တေနရာ အဲဒီလို ပစၥည္းေတြ စုေဆာင္းၿပီး လုိက္ပို႔၊ အဲဒီလိုေတြေတာ့ သူ အားသြန္ခြန္စိုက္ လုပ္ေနတယ္ဗ်ာ။ သူ ရက္နားတာေတာင္ သိပ္မေတြ႔ရဘူး။ ဒီလို လူမ်ိဳးေတြကို ဒီလို လူမႈေရးကို အက်ိတ္အနယ္ လုိက္လုပ္ေနတဲ့သူေတြက ရာခိုင္ႏႈန္းနဲ႔တြက္ရင္ အရမ္းနည္းတယ္။ ဘယ္လိုပဲျဖစ္ျဖစ္ လူနည္းတဲ့အခ်ိန္မွာ ဒီလို စိတ္ပါလိုက္ပါနဲ႔ ခြန္တိုက္အားတိုက္နဲ႔ ကုိယ္က်ိဳးမဖက္ဘဲ လုပ္ေနတဲ့သူတေယာက္ ဆံုးရႈံးသြားတာဟာ က်ေနာ္တို႔ လုပ္ေနတဲ့သူေတြအတြက္ကေတာ့ အႀကီးအက်ယ္ ဆံုးရံႈးမႈလို႔ ယူဆရပါတယ္။"
ရန္ကုန္ၿမိဳ႕ စာေပအသုိင္းအ၀ုိင္းက ကုိေဇာ္သက္ေထြး နဲ႔ နီးစပ္သူ မိတ္ေဆြတဦး ျဖစ္ပါတယ္။
ကုိေဇာ္သက္ေထြး ဟာ ျမန္မာႏုိင္ငံက အဓမၼလုပ္အားေပး ခုိင္းေစမႈေတြနဲ႔ ပတ္သက္လုိ႔ ကမာၻ႔အလုပ္သမားအဖဲြ႔ (ILO) ကုိ တုိင္ၾကားမႈအတြက္ ၂၀၀၃ ခုႏွစ္တုန္းကလည္း တသက္တကၽြန္း ျပစ္ဒဏ္ခ်မွတ္ခံခဲ့ရဘူးသူ တေယာက္ပါ။ ဒါေပမဲ့လည္း ေနာက္ပုိင္း ILO ရဲ႕ ဖိအားေပး ေဆာင္ရြက္ခ်က္ေတြ ရွိလာတဲ့ေနာက္ ၂ ႏွစ္ေလာက္အၾကာမွ အာဏာပုိင္ေတြက သူ႔ကုိ ဖမ္းဆီးရာက ျပန္လႊတ္ေပးလုိ္က္တာလည္း ျဖစ္ပါတယ္။

Increasing numbers of Burmese children, some as young as 10 years old, are stealing food to offset starvation, say Rangoon residents.
Rangoon residents say the theft of food and other goods has increased in the former capital and elsewhere in cyclone-damaged areas.

(Photo: AFP)Food products at one large department store in downtown Rangoon are being stolen by children in broad daylight, said the store’s owner who said he chased after one 13-year-old boy, but was then touched by the boy’s plight.
“I ended up providing food for him when he told me that he was from a village in Hlaing Tharyar Township,” he said. “The boy came to find a job in the city for his family, and he stole food from the shop because he was hungry.”
He said more children are begging for handouts around the city while others sneak inside people’s homes to steal anything they can sell.
Meanwhile UNICEF and other aid groups working in Burma say there is cause to worry about the fate of children in the cyclone-affected area.
“We have deep concern over the future of children who have lost their parents and family members,” said a Burmese staffer with UNICEF.
A recent decision by the Burmese junta that ordered storm refugees to return to the location of their homes, many totally destroyed, was a decision that threatens the physical and mental health of many children, aid workers said. Children who have lost their parents and relatives are especially vulnerable and need extra care at this time in their lives.
Children who have no adults to care for them usually end up following people who they have met during the relief operations, they say.
According to Rangoon residents, many children from the cyclone-affected area end up working at teashops and restaurants where they receive food and very small salaries.
“I felt bad when I saw people take parentless children to work,” said a Rangoon woman, who said she saw two boys from the Irrawaddy delta as young as eight years old working in a teashop.
One 9-year-old boy who lost his parents and was begging near Rangoon’s main train station, told The Irrawaddy, “I can’t go back to my village anymore. There are no people who will give me food, and I do not know where my parents and brothers and sisters are.”
The boy said he befriended a 14-year-old boy who had also lost his parents during the storm.
“I decided to come to Rangoon after I realized that I lost my family,” the 14-year-old boy said. “I didn’t know what I should do or where to go. I came here with another friend who also lost his family.”
The older boy said, “I felt pity on him [the 9-year-old boy] when I saw him crying near the train station. I asked him to come with me. I promised myself that I would try to help him, but I can only give him one meal a day, so he has to beg for more food if he is hungry.”
The UN children’s fund has established more than 30 children support centers and about 60 dormitories for orphans, according to a UNICEF statement.
However, the number is not sufficient to meet the needs of homeless children who need assistance and shelter.
The Burmese government’s effort to care for homeless children has been haphazard and disorganized, say observers. The government is still rejecting offers to provide humanitarian assistance from many international aid groups.
“I can not imagine the future of these homeless children,” said the editor of a Rangoon journal.
Tropical Cyclone Nargis affected about 2.4 million people. An estimated 1 million of those are children, according to UNICEF.

The new academic year started in Burma on June 2. In the Irrawaddy delta and the western suburbs of Rangoon, schoolchildren are returning to schools that still bare the scars of Cyclone Nargis.
In Kungyangone Township, 50 kilometers (31 miles) southwest of Rangoon, a primary school in the village of Manka Lane still had a gaping hole in the roof. Children arrived on the morning of June 2 for lessons; however, several students had to be taught in a plastic tent, according to residents in Kungyangone.

(Photo: Reuters)“There is so much suffering at school and so much sadness and loss,” said a private secondary school teacher in Kungyangone Township. “Two of our students died in the cyclone.”
Aid agencies said that the May 2-3 cyclone destroyed and damaged an estimated 4,106 schools while 100 schoolteachers were killed. Most of the 1,255 schools completely destroyed by Cyclone Nargis were in the Irrawaddy delta. The education of an estimated 500,000 children has been disrupted.
An unknown number of schoolchildren were killed in the storm. However, aid agencies have said that 40 percent of the population are children and it is more likely that youngsters were killed in the tidal wave due to lack of strength. Therefore, if 134,000 are officially dead or missing, it would appear that between 50 and 60,000 children were killed by Cyclone Nargis, mainly in the delta region.
"Reopening schools before they are repaired can cause the children more misery and psychological harm," said a former headmaster in Rangoon.

A Rangoon resident who returned from the delta said that text books and teaching materials for schools were lost in the tropical storm.
He told The Irrawaddy on Thursday that students were being taught in damaged buildings in Taw Kyaung village, five kilometers (three miles) from Kungyangone. “If it is raining, the students have to hold an umbrella in the classroom while they are reading or studying,” he said.
Residents in Kungyangone Township complained that the Asia World Company, a private contractor responsible for reconstruction in Kungyangone Township, has begun rebuilding in and around the town, but that schools in outlying areas have still not been repaired.
An official from the Burmese Department of Education No.1, speaking on condition of anonymity, said that the military government had ordered the reopening of schools as quickly as possible, but that many of the schools were still in an unsafe condition for students.
She said, “The schools should be safe and secure environments, so that the students can attend and return to normal, and that the learning process can restart.
“The first task is not reopening schools and teaching—the first task we face is creating a safe and secure environment for our students,” she added.-->

agency that it will no longer be permitted to buy rice from local dealers to feed survivors of
Cyclone Nargis.
“This is an issue that has come up, so we are preparing to import rice,” said WFP spokesman Paul Risley. He added, however, that the agency would “need to receive notification and approval from the government” before it could begin to import rice.
According to Risley, the WFP’s operations in Burma currently have only enough rice left to last another six weeks. The UN recently said that cyclone survivors in the hard-hit Irrawaddy delta could need food assistance for as long as a year.
Due to severe damage to rice fields and lack of farming supplies, many farmers will not be able to plant rice in time for this year’s monsoon season.
According to the UN’s Food and Agriculture Organization, about 200,000 hectares, or 16 percent, of the delta’s total 1.3 million hectares of agricultural land were severely damaged in the cyclone and would “not be available for planting this season.”As UN aid agencies express concern over possible food shortages in the coming year, the Burmese military government continues to deny that the country is facing a serious problem.On Wednesday, Soe Tha, the minister for national planning and economic development, described rumors that the country’s rice supplies were inadequate as “groundless.” “Some organizations were spreading groundless information such as there was or would be a shortage of rice in Myanmar [Burma],” he was quoted in the state-run New Light of Myanmar newspaper as saying.“The rice output in the storm-affected areas in Ayeyawady [Irrawaddy] and Yangon [Rangoon] Divisions made up only 2.3 percent of the nation’s total rice output. The uncultivable acreage is barely 1 percent of that of the whole nation,” he added.Despite such reassurances, however, the regime has cancelled planned exports this year of up to 600,000 metric tons of rice to Bangladesh and Sri Lanka.The WFP has provided more than 11,000 metric tons of rice to storm-affected communities and all of this rice was bought from local rice dealers.Business sources in Rangoon suggested that the government’s decision to ban the WFP from purchasing rice from local dealers was unjustified.
“The government has a huge reserve of rice as they cancelled rice exports to Sri Lanka and Bangladesh. If the government allowed it, it could be sold,” said a Rangoon businessman.
Cyclone Nargis hit Burma in early May, killing up to 134,000 people and leaving 2.4 million destitute.

Burmese democracy leader Aung San Suu Kyi's party says the military government has released 15 party members detained last month for marching to the Nobel Peace laureate's home.

The National League for Democracy members were detained on May 27, after they marched from the party's headquarters to Aung San Suu Kyi's home in Rangoon to demand her release from house arrest.

Party spokesman Nyan Win said Tuesday that all 15 were released Monday night.

The NLD won a general election by a landslide 18 years ago, but the military never recognized the result and did not let the party take power.

The party has rejected the results of a recent constitutional referendum, which the government says will clear the way for new elections in 2010.

Aung San Suu Kyi is legally barred from running in the 2010 election because she was married to a foreign (British) national.

She has been kept under house arrest for 12 of the last 18 years. Her detention was extended last month for another six months. Her British husband died in 1999.

A major multilateral operation has been launched to assess the needs of Burma's cyclone survivors in a sign the military regime is finally cooperating in international aid efforts five weeks after the disastrous storm buffeted the country.

However, Tuesday's positive development contrasted with reports that 18 cyclone victims—women and children—were arrested while on their way to the United Nations office in Rangoon to plead for help.

Some 250 experts from the UN, the Burmese government and Southeast Asian nations headed into the Irrawaddy delta on Tuesday by truck, boat and helicopter for a village-by-village survey, the UN said.

Over the next 10 days, they will determine how much food, clean water and temporary shelter the 2.4 million survivors require, along with the cost of rebuilding houses and schools and reviving the farm-based economy.

"It has taken quite a long time but this shows the government is on board by its commitment to facilitate the relief operation and the scaling up that people are asking for," said Amanda Pitt, a UN spokeswoman in Bangkok, Thailand.

The UN estimated Cyclone Nargis affected 2.4 million people and warned more than 1 million of them, mostly in the delta, still need help. The cyclone killed more than 78,000 people.

The ruling junta has been sharply criticized by foreign governments and aid agencies for its ineptness in handling the disaster. It also has come under fire for forcing survivors from camps and allegedly dumping them in their destroyed villages.

Authorities detained 18 women and children on Tuesday as they walked to the UN offices in Rangoon to complain about not receiving any government assistance, according to a government official who refused to be identified for fear of retaliation.

The group, from Dagon township on the outskirts of Rangoon, were bundled into a waiting police car and remain in detention, witnesses said.

UN spokeswoman Pitt said she was hopeful the start of the international assessment signaled a greater willingness on the part of the government to work alongside aid workers to reach survivors and allow them to better understand their needs.

"This should give us a comprehensive, across-the-board understanding of who has been reached, which responding agency reached them and what they received," Pitt said.

The information will be collected in a report to be released next month by the Association of Southeast Asian Nations and should motivate more countries to donate to the cyclone relief operation, she said.

“မုန္တုိင္းဒဏ္ အျပင္းအထန္ခံရတဲ့ေနရာေတြကုိ ကယ္ဆယ္ေရးပစၥည္းေတြ ေပးႏုိင္ဖို႔ ကမၻာ့စားနပ္ရိကၡာအဖြဲ႕ (WFP) မွာ အခု ရဟတ္ယာဥ္ ၆ စီး ရထားပါၿပီ။ ေနာက္ထပ္

ဧရာ၀တီတုိင္း လယ္ယာေတြ မုန္တုိင္းထိထားသည့္အတြက္ ယခုႏွစ္ မုိးစပါးစုိက္ဖုိ႔ မျဖစ္ႏုိင္ေတာ့ဟု ကုလသမဂၢမွ သတိေပးလုိက္သျဖင့္ မၾကာခင္ ျမန္မာတျပည္လံုး ဆန္ျပႆနာႀကံဳၿပီး သေရာႀကီး ခိုင္းေတာ့မည္ဟု မွန္းလို႔ရသည္။ လူမႈေရး အံုႂကြမႈေတြ ျပည္လံုးကၽြတ္ ျဖစ္ေတာ့မည္။

မုိးစပါးသည္ ျမန္မာႏုိင္ငံ၏ ရိကၡာျဖစ္၏။ မုိးစပါး မစုိက္ႏုိင္ျခင္းသည္ ႏုိင္ငံ၏ ထမင္းအုိးကဲြသည္ႏွင့္ တူ၏။

ျမန္မာစစ္အစုိးရ၏ ၂၀၀၃-၂၀၀၄ စာရင္းအရ ဧရာ၀တီတုိင္းမွာ မုိးစပါးစုိက္ဧက (၃.၅) သန္းရွိၿပီး ေႏြစပါးစုိက္ဧက (၁.၇) သန္းရွိ၏။ တျပည္လံုး စပါးစုိက္ဧက (၁၆) သန္းရွိသည့္အတြက္ ဧရာ၀တီ တုိင္း စပါးစုိက္ဧကသည္ တျပည္လံုး စပါးစုိက္ဧက စုစုေပါင္း၏ (၃၃) ရာႏႈန္းရွိ၏။ ထုိ႔ေၾကာင့္
ဧရာ၀တီတုိင္း စပါးအပ်က္ႏႈန္းသည္ ျမန္မာျပည္ ဆန္ျပႆနာ၏ ေသာ့ခ်က္ျဖစ္လာႏုိင္၏။

ဧရာ၀တီတုိင္း စပါးအပ်က္အစီးကုိ တန္ခ်ိန္ (၇) သိန္းေက်ာ္ရွိၿပီး ဆန္အပ်က္အစီးမွာ ၂၀၀၇-၂၀၀၈ ခုႏွစ္အထြက္ႏႈန္း၏ (၂.၃) ရာႏႈန္းသာရွိသည္ဟုသာ စစ္အစုိးရဘက္က ေဖာ္ျပသည္။ သုိ႔ေသာ္ မုန္တုိင္းေၾကာင့္ ေႏြစပါးအပ်က္ႏႈန္းမွာ ျပည္နယ္ႏွင့္ တုိင္း (၅) ခုတြင္ စုစုေပါင္း ထုတ္လုပ္မႈ၏ (၆၆) ရာႏႈန္းရွိၿပီး မုိးစပါး အပ်က္ႏႈန္းမွာ စုစုေပါင္း ထုတ္လုပ္မႈ၏ (၆၂) ရာႏႈန္းရွိႏုိင္သည္ဟု ျမန္မာ စီးပြားေရးပညာရွင္မ်ားက တြက္ခ်က္ခန္႔မွန္း၏။

ဧရာ၀တီတုိင္း လယ္ယာေျမက႑ နာလန္ထူေရးအတြက္ ေဒၚလာ သန္း (၂၀၀) ေက်ာ္ လုိသည္ဟု စစ္အစုိးရက ေလာဘတႀကီးျဖင့္ ႏုိင္ငံတကာကုိ တြက္ျပ၏။ သုိ႔ေသာ္ မွန္းခ်က္ႏွင့္ ႏွမ္းထြက္မကုိက္။ မည္သည့္ ႏုိင္ငံကမွ် စစ္အစုိးရ ေတာင္းသည့္ေငြကုိ အာမမခံ။

အတိတ္ကုိ ျပန္ၾကည့္လွ်င္ ဆန္ျပႆနာစျဖစ္တုိင္း ရန္ကုန္သည္ လူမႈေရးအံုႂကြမႈ၏ အခရာျဖစ္၏။ ထုိ႔ေၾကာင့္ စစ္အစုိးရသည္ ရန္ကုန္ကုိသာ ဦးစားေပးၿပီး တပဲြတုိးနည္းမ်ားျဖင့္ ေျဖရွင္းေလ့ရွိ၏။ တနည္းဆုိရလ်င္ ရန္ကုန္လူထုသည္ အံုႂကြမႈတုိင္းအတြက္ အခရာျဖစ္၏။ ထုိ႔ေၾကာင့္ ရန္ကုန္မွာ ဆန္လံုေလာက္ပါ့မလားဆုိသည္ကုိ တြက္ၾကည့္ရန္လုိ၏။

တြက္လွ်င္ ရန္ကုန္ၿမိဳ႕ တေန႔ စားသံုးဖုိ႔အတြက္ပင္ ေန႔စဥ္ ဆန္အိတ္ (၆၀,၀၀၀) ေက်ာ္ လုိ၏။

လက္ရွိအေနအထားကုိၾကည့္လွ်င္ ျမန္မာစစ္အစုိးရဘက္က စပါးပ်က္ေဒသမ်ား ျပန္လည္ထူေထာင္ ေရးအတြက္ ထိထိေရာက္ေရာက္ အကူအညီမေပးႏုိင္ခ်ိန္တြင္ ဆန္ေစ်းက တေန႔တျခား ခုန္တက္ ေန၏။ ထိုအခ်က္သည္ ရန္ကုန္ကုိ ေန႔စဥ္ ဆန္အိတ္ (၅,၀၀၀) ၀န္းက်င္ ဧရာ၀တီက မ၀င္ႏုိင္
ျဖစ္ေနသည့္ သေဘာျဖစ္၏။ ဧရာ၀တီတုိင္းမွာပင္ သုိေလွာင္ဆန္ စပါးမရွိေတာ့သည့္အတြက္
ရန္ကုန္ ဆန္ကုန္သည္ေတြ ဆန္ေလွာင္၍ ေစ်းတက္သည္ဟု စစ္အစုိးရဘက္က ခါတုိင္းလုိ စြပ္စဲြ လာလွ်င္ ယုတၱိရွိမည္မဟုတ္။

မုန္တိုင္းမျဖစ္ခင္ ျမန္မာႏုိင္ငံ အေျခအေနကုိ ၾကည့္လွ်င္ ၾသဂုတ္ စက္တင္ဘာသည္ ေစ်းကြက္မွာ ေႏြစပါးျပတ္ၿပီး မုိးစပါးေပၚဖုိ႔ သံုးေလးလ လုိေသးသည့္ကာလျဖစ္၏။ ထုိ႔ေၾကာင့္ ၾသဂုတ္၊ စက္တင္ဘာသည္ ပံုမွန္အားျဖင့္ပင္ တျပည္လံုးမွာ ႏွစ္စဥ္လုိ ဆန္ျပႆနာ အနည္းႏွင့္အမ်ား ျဖစ္ေလ့ရွိသည့္ လေတြျဖစ္၏။ ဆန္ေစ်း အဆမတန္ ေျမာက္ေလ့ရွိသည့္ လေတြျဖစ္၏။ ထုိကာလ မ်ားတြင္ စစ္အစုိးရ ဆန္ျပႆနာ အက်ပ္အတည္းႏွင့္ ႀကံဳခဲ့သည့္ သာဓကေတြ ရွိ၏။

လက္ရွိ ဧရာ၀တီတုိင္း စပါးႏွင့္ ဆန္အပ်က္အစီး၊ တုိင္းႏွင့္ ျပည္နယ္ (၅) ခုမွ စပါးႏွင့္ ဆန္အပ်က္ အစီးႏႈန္းေတြအရ ျမန္မာႏုိင္ငံတ၀ွမ္း ဆန္ျပႆနာသည္ ၂၀၀၈ ခု ၾသဂုတ္ စက္တင္ဘာမွာ မုခ်ႀကံဳႏုိင္သည္ဟု ရန္ကုန္ ဆန္ကုန္သည္ႀကီးေတြက မွန္း၏။ ထုိအခ်က္ကုိ ျမန္မာစီးပြားေရး ပညာရွင္အခ်ဳိ႕ကလည္း လက္ခံ၏။ မုိးစပါးေပၚမည့္ ဒီဇင္ဘာမွာလည္း စုိက္ဧက ဟုတ္တိ ပတ္တိ မရွိသည့္အတြက္ ရိတ္သိမ္းစရာပင္ စပါးရွိမည္မဟုတ္။

Foreign Media ‘More Destructive than Nargis’: Junta

Writing for the Burmese regime’s two most popular daily newspapers The New Light of Myanmar and Myanma Alin on Sunday, pro-junta writer Ngar Min Swe claimed foreign news organizations and radio stations—including Burmese media abroad—are “more destructive than Nargis.”

The article continued: “Some foreign broadcasting stations are making attempts to undermine national unity under the pretext of Nargis. Such groundless news stories are designed to undermine the trust of donor countries and organizations in Burma and the Burmese people.”

The writer said that reports by foreign news agencies regarding corruption over international aid were wrong and that the foreign media intended to break the trust and create misunderstanding between international donors and the government.

“They have come to destroy the generosity of the donors and the organizations,” he said.

The article also accused a particular citizen of Burma of giving interviews to foreign radio stations saying that the interviewee was a “contributor” for the radio stations and had told lies about the military government.

The article went on to criticize one of the anonymous interviewee’s comments—that cyclone victims would have to eat dead bodies if they didn’t receive chocolate and biscuits from international donors.

However, the reporter applauded another writer, Hlaing Aung, who had suggested in an earlier article in state-run media that cyclone victims in the Irrawaddy delta and Rangoon Division could survive without international aid, such as chocolate bars, by consuming natural resources like vegetables, fish and frogs.

Ngar Min Swe said, “I’m a fish and prawn breeder, so I have some knowledge of fish and prawns. In Burma, the month of May is a period when female fish find suitable places for laying their eggs. This year, no one was in a position to catch pregnant fish. Even a spawning fish, prawn or crab can give birth to millions of [offspring]. Food is more plentiful for them in their pastures this year than previous years.”

The author is believed to be referring to human corpses and animal carcasses as “food” for the fish.

Ngar Min Swe also said Burmese people had achieved their constitutional referendum despite being attacked by foreign radio stations.

However, a local resident in Rangoon who was working with monks to help cyclone survivors dismissed the article. “We are the ones who are helping people and collecting information from them,” he said. “Therefore, we are more credible. As for the government—they usually write those kinds of reports.”

Cyclone Victims Migrating to Thailand



“I came to Thailand because the situation back in the Irrawaddy delta was becoming critical,” said cyclone survivor Ma Win. “We had received no aid. My child was seriously sick and suffering from diarrhea. I was ill too; we only had boiled rice to eat for three days.”
As soon as he heard about the disaster, Ma Win’s husband left Thailand where he was working and headed home to Laputta to look for his wife and six-month-old son. They had survived the cyclone, but their house was destroyed. He immediately decided to take them back with him to Mae Sot on the Thai-Burmese border.
They traveled for nearly two days by bus, truck and foot and had to pay soldiers 500 kyat (US $0.43) at each army checkpoint along the road to Mae Sot. They arrived on May 7. Ma Win and her baby are now receiving care and are regaining their strength.
Ma Win is among some 100 Burmese cyclone victims who have arrived recently in Mae Sot, which borders the Burmese town of Myawaddy.
Mahn Mahn, a team leader for the Backpack Health Worker Team, a medical relief group that has been assisting the new arrivals, told The Irrawaddy on Thursday: “The cyclone victims are arriving separately—nearly 100 people so far. Some are from the Irrawaddy delta and some are from Rangoon. If they didn’t lose their parents, they lost their sons or daughters.”
Among the cyclone victims who have arrived recently are orphans. Some are currently sheltering at the Mae La refugee camp, at Dr Cynthia’s Mae Tao clinic or in the Backpack office. Others are staying with relatives and friends in Mae Sot town, said sources. “Some came here in the hope they would receive aid, said Mahn Mahn. “Most people have no plan. Some will stay here wherever they can. Others say they will look for jobs here in Mae Sot.”
The newcomers mostly came from disaster hard-hit regions such as Kungyangone and Hlaing Tharyar in Rangoon division and Laputta, Myaung Mya and Ngapudaw in the Irrawaddy delta, according to sources in Mae Sot.
Tin Shwe, who works at the Mae Tao clinic in Mae Sot, said that 49 new arrivals are now staying in the clinic and more refugees are expected.
Burmese social workers, such as Mar Mar Aye, are counseling the newcomers and providing some financial support.
Meanwhile, Thailand-based labor rights groups, Action Network for Migrants (Thailand) and the Mekong Migration Network, released a joint letter of appeal to the Thai government on June 4 saying requesting help for the cyclone victims while stressing: “The people of Burma will only migrate to Thailand if there is no other means of survival.”
Speaking to The Irrawaddy on Friday, Adisorn Kerdmongkol, from the Action Network for Migrants, said, “If the survivors and the farmers cannot cultivate their land, I think most of them will migrate to Thailand.”
The labor rights groups sent the joint letter of appeal to the Thai ministries of the interior, labor and social development and human security, calling for Thai authorities to allow Burmese migrants to return home to visit families who were affected by the cyclone, but then be allowed to return to Thailand.
The groups also urged the Thai government to ensure that the Burmese military authorities provide full protection to the cyclone victims in terms of shelter, food, medical care, reconstruction and restoration of livelihoods.
