Some idea for suffering people of cyclone Nargis in Burma


မုန္တိုင္းေၾကာင့္ ေပ်ာက္ဆံုးသြားသည့္ရြာမ်ားမွာ ကိုင္းေသာင္၊ လႊစာ၊ မိေက်ာင္းအိုင္၊ ေရြး၊ ၾကိဳ႕ကုန္း၊ဓမၼင္းေခ်ာင္းေလး၊ ေလယာဥ္ကြင္း၊ ဆင္းလမ္းၾကီး၊ ေရရြဲ၊ အိုင္မ၊ ကမာ၊ မိဦး၊ ၾကာနီကန္ရြာမ်ားျဖစ္သည္။ ရြာအားလံုးမွာ ဧရာ၀တီတိုင္း လပၸတၲာျမီဳ႕ပတ္၀န္းက်င္ျဖစ္ပါတယ္။

Dear everyone,

May I suggest all medical personnel, BMA (Mae Sot), BMA-NA, BMA-Australia, CBPP – to come out with a statement (together, in unity) – to call for humanitarian assistance – urge the junta to allow free access to allow humanitarian assistance and also to set national mourning day. At the same time, we ourselves could collect the funds (I would suggest we could all send to Dr James Hsu, BMA-NA) to help. The current figures are immediate death, but there will be a lot of more deaths from health consequences if there is no timely intervention.

နယူးေဒလီ။ ။ လူေပါင္း ေသာင္းႏွင့္ခ်ီ၍ ေသဆုံးခဲ့ရေသာ ဆိုင္ကလံုးမုန္တိုင္း ျမန္မာႏိုင္ငံသို႔ ဝင္ေရာက္ ဖ်က္ဆီးျခင္း မျပဳမီ ဘဂၤလား ပင္လယ္ေအာ္တြင္ စတင္ ျဖစ္ေပၚေနကတည္းက ျမန္မာအစုိးရ သိရွိခဲ့ၿပီး မုန္တိုင္းႀကိဳတင္ သတိေပးစနစ္ မရွိေသာေၾကာင့္ နာရီပိုင္းအလိုအထိ ႀကိဳတင္ သတိေပးႏိုင္ခဲ့ျခင္း မရွိဟု သိရသည္။

အိႏၵိယ မိုးေလဝသဌာနက ျမန္မာအာဏာပိုင္မ်ားထံ ဧၿပီလ ၂၆ ရက္ေန႔ကတည္းက ဆိုင္ကလံုးသတင္း ကနဦး အေၾကာင္းၾကားစာ ေပးပို႔ခဲ့သည္ဟု ဆိုသည္။ ယင္းမွာ ဘဂၤလား ပင္လယ္ေအာ္တြင္ မုန္တိုင္း ျဖစ္ေပၚျခင္း မရွိမီ ၂ ရက္အလို၊ ျမန္မာႏိုင္ငံအတြင္းသို႔ မုန္တိုင္း ဝင္ေရာက္ ဖ်က္ဆီးျခင္း မျပဳမီ တပတ္နီးပါး အလိုတြင္ သတိေပးခဲ့ျခင္း ျဖစ္သည္။

“က်ေနာ္တို႔ ၃ နာရီျခားတခါ ျမန္မာ အာဏာပိုင္ေတြကို မုန္တိုင္း ေနာက္ဆံုးသတင္းေတြ ပို႔ေပးေနပါတယ္။ ဧၿပီလ ၃ဝ ရက္ေန႔ကေတာ့ ဆိုင္ကလံုး မုန္တိုင္းရဲ့ လမ္းေၾကာင္း၊ ေလတိုက္ႏံႈး၊ မုန္တိုင္း ေနာက္ဆံုး ေရာက္ရွိေနတဲ့ ေနရာ၊ ဘယ္ေနရာေတြကို ဝင္ေရာက္ ဖ်က္ဆီးႏိုင္တယ္ ဆိုတာေတြ အေသးစိတ္ ေပးပို႔ခဲ့ပါတယ္” ဟု အိႏၵိယ မိုးေလဝသဌာန ၫႊန္ၾကားေရးမွဴး ဘီပီယာဒပ္ဗ္ (B.P. Yadav) က ေျပာသည္။

ျမန္မာ့ မိုးေလဝသႏွင့္ ဇလေဗဒဌာနက မုန္တိုင္းအေၾကာင္း ယင္းတို႔၏ ဝဘ္ဆိုဒ္တြင္ ဧၿပီလ ၂၇ ရက္ေန႔က လႊင့္တင္ သတိေပးခဲ့ေသာ္လည္း လူထုအၾကား က်ယ္ျပန္႔စြာ ျဖန္႔ခ်ိႏိုင္ခဲ့ျခင္း မရွိပါ။ ဆိုင္ကလံုးမုန္တုိင္း ဘဂၤလား ပင္လယ္ေအာ္တြင္ စတင္ ျဖစ္ေပၚေနၿပီး ျမန္မာႏိုင္ငံသို႔ ဦးတည္ ေရြ႔လ်ားေနသည္ဟုသာ ေဖာ္ျပခဲ့သည္။ အစိုးရ မီဒီယာမ်ားက ေမလ ၂ ရက္ေန႔ ေသာၾကာေန႔ မြန္းလြဲပိုင္းအထိ မုန္တိုင္း သတိေပးခ်က္မ်ား ထုတ္ျပန္ ေၾကညာျခင္း မလုပ္ခဲ့ပါ။ ဆိုင္ကလံုး မုန္တိုင္းသည္ ေသာၾကာေန႔ မြန္းလြဲပိုင္းတြင္ ဧရာဝတီ ျမစ္ဝကၽြန္းေပၚ ေဒသသို႔ စတင္ ဝင္ေရာက္ခဲ့ၿပီး စေနေန႔ အေစာပိုင္းတြင္ ရန္ကုန္သို႔ ဝင္ေရာက္လာခဲ့သည္။

အစိုးရ တီဗီ၊ ေရဒီယိုမ်ားသည္ အစိုးရ ဝါဒျဖန္႔ခ်ိေရး သတင္းမ်ားသာ လႊင့္ထုတ္ေလ့ ရွိျခင္းေၾကာင့္ ရန္ကုန္ၿမ့ဳိခံ အမ်ားအျပားက ထိုသတိေပး ေၾကညာခ်က္ကို မၾကားလိုက္ဘဲ လြတ္သြားၾကသည္ဟု ဆိုသည္။

“က်ေနာ့္ သမီးေတြကေတာ့ ဒီေၾကညာခ်က္အေၾကာင္း သိေပမယ့္ က်ေနာ္က ဆိုင္ကလံုးအေၾကာင္း လံုးလံုး မသိလိုက္ဘူးဗ်။ ဘာလို႔လဲဆိုေတာ့ က်ေနာ္က တီဗီသတင္းလည္း စိတ္မဝင္စားဘူးဗ်ာ။ ရပ္ကြက္ထဲေတာ့ လူထုသိေအာင္ လိုက္ေၾကညာတာ မရွိပါဘူး” ဟု သစ္ပင္လဲက်သျဖင့္ ေနအိမ္ ပ်က္စီးသြားေသာ ရန္ကုန္ၿမ့ဳိခံ တဦးက ေျပာသည္။

အခ်ိန္ႏွင့္တေျပးညီ မုန္တိုင္း သတိေပးခ်က္မ်ား မထုတ္ျပန္ႏိုင္ခဲ့ျခင္းေၾကာင့္ အျပစ္မဲ့ အရပ္သား အသက္ေပါင္းမ်ားစြာ ေသဆံုးခဲ့ရျခင္း ျဖစ္သည္ဟု ထိုင္းႏိုင္ငံ မိုးေလဝသ ထိပ္တန္း ပါရဂူတဦးက ေျပာဆိုသည္။

ျမန္မာအစိုးရ၏ တံု႔ျပန္ ေဆာင္ရြက္မႈသည္ လံုေလာက္မႈ မရွိေၾကာင္း ထိုင္းႏိုင္ငံ အမ်ဳိးသား သဘာဝေဘးအႏၱရာယ္ ႀကိဳတင္သတိေပးဌာန ဥကၠ႒ ေဒါက္တာ စမစ္ဒါမာဆာ႐ိုဂ်ာ (Dr. Smith Dharmasaroja) က ေျပာသည္။

“အစိုးရအေနနဲ႔ ႀကိဳတင္ သတိေပးခ်က္ေတြ ထုတ္ျပန္ရမယ္။ မုန္တိုင္းဒဏ္ခံရမယ့္ ေဒသက လူေတြကို ေရႊ႔ေျပာင္းေပးဖို႔ မုန္တိုင္းအတြက္ ႀကိဳတင္ ျပင္ဆင္တဲ့အေနနဲ႔ လူေတြ လႊတ္ရမယ္” ဟု ေဒါက္တာစမစ္က မဇၩိမကို ေျပာသည္။

၂ဝဝ၄ ခုႏွစ္ ဒီဇင္ဘာလက အိႏၵိယ သမုဒၵရာမွ ေၾကာက္မက္ဘြယ္ လိႈင္းလံုးႀကီးမ်ား ထိုင္းႏိုင္ငံ ကမ္းေျခသို႔ ဝင္ေရာက္ ဖ်က္ဆီးလိမ့္မည္ဟု အခ်ိန္ေစာစီးစြာ ကတည္းကပင္ ႀကိဳတင္ သတိေပးခဲ့ေသာေၾကာင့္ ေဒါက္တာစမစ္မွာ ထင္ရွားသူ တဦး ျဖစ္သည္။ သို႔ေသာ္ သူ႔ခန္႔မွန္း သတိေပးခ်က္ကို လ်စ္လ်ဴ႐ႈခဲ့ၾကသည္။

အစိုးရအေနႏွင့္ ေၾကညာခ်က္ ထုတ္ျပန္ရန္ အေရးႀကီးသလို အဆိုပါ သတိေပးခ်က္ကို ေကာင္းမြန္ က်ယ္ျပန္႔စြာ ျဖန္႔ခ်ိရန္လည္း အေရးႀကီးသည္ဟု ေဒါက္တာစမစ္က ဆိုသည္။ အာဏာပိုင္မ်ား အေနႏွင့္ မုန္တိုင္း က်ေရာက္မည္ဟု ခန္႔မွန္းထားေသာ လမ္းေၾကာင္းတေလွ်ာက္ရွိ ေက်းရြာမ်ားမွ လူမ်ားအား ေရလြတ္မည့္ ကုန္းျမင့္ေဒသမ်ားသို႔ ေရႊ႔ေျပာင္းေပးျခင္းမ်ား အပါအဝင္ ႀကိဳတင္ ကာကြယ္မႈ လုပ္ငန္းမ်ား လုပ္ေဆာင္ထားရန္ လိုအပ္ေၾကာင္းလည္း သူက ေျပာဆိုသည္။

ထိုင္းႏိုင္ငံတြင္ အပူပိုင္းေဒသ မုန္တိုင္းမ်ားႏွင့္ ဆိုင္ကလံုးမုန္တိုင္း ကဲ့သို႔ေသာ သဘာဝ ေဘးအႏၱရာယ္မ်ားအတြက္ ႀကိဳတင္ သတိေပးစနစ္မ်ား ဖန္တီး တည္ေဆာက္ထားေၾကာင္း၊ ၿဂဳိဟ္တုမွ ရရွိေသာ အခ်က္အလက္မ်ားကို စုစည္းတြက္ခ်က္ၿပီး မီဒီယာမ်ဳိးစံုျဖင့္ သဘာဝ ေဘးအႏၱရာယ္ သတင္းမ်ားကို ျဖန္႔ခ်ိေပးေၾကာင္း သူက ေျပာသည္။ မိုဘိုင္းဖုန္းမ်ားသို႔ စာတုိပို႔ စနစ္ျဖင့္ ဆက္သြယ္ ေပးပို႔ျခင္းမ်ား၊ ကမ္း႐ိုးတန္း ေဒသမ်ားတြင္ သတိေပး တာဝါတိုင္မ်ား ထားရွိၿပီး ႀကိဳတင္ သတိေပးလုပ္ငန္းမ်ား ျပဳလုပ္ေၾကာင္း သူက ေျပာသည္။

သဘာဝ ေဘးအႏၱရာယ္ ကာကြယ္ တားဆီးေရး လုပ္ငန္းမ်ားတြင္ ေဘးအႏၱရာယ္ က်ေရာက္ေသာ ေဒသမ်ားသို႔ ကယ္ဆယ္ေရး အဖြဲ႔မ်ား ေစလႊတ္ျခင္း၊ ေဒသခံျပည္သူမ်ားကို လံုျခံဳ စိတ္ခ်ရေသာ ေနရာမ်ားသို႔ ေရႊ႔ေျပာင္းေပးျခင္း၊ ဆိုင္ကလံုး မုန္တိုင္းဒဏ္မွ ကင္းလြတ္ေစရန္ ခိုေအာင္းမည့္ ေနရာမ်ား တည္ေဆာက္ထားျခင္းတို႔ ပါဝင္သည္။

“ျမန္မာအစိုးရမွာ ဆိုင္ကလံုး ခ်ဥ္းကပ္ ဝင္ေရာက္လာတာကို သိႏိုင္တဲ့ ကမ္းေျခ ေရဒါေတြ ေကာင္းေကာင္း မရွိဘူးလို႔ က်ေနာ္ေတာ့ ယံုတယ္။ ဒါေၾကာင့္ အခ်ိန္မီ ျပင္ဆင္မႈ လုပ္ငန္းေတြ မလုပ္ႏိုင္တာေပါ့” ဟု ေဒါက္တာစမစ္က ဆက္ေျပာသည္။

ဘန္ေကာက္ရွိ အာရွ သဘာဝ ေဘးအႏၱရာယ္ ႀကိဳတင္ ျပင္ဆင္ေရးဌာန (ADPC) ကလည္း နာဂစ္ ဆိုင္ကလံုးမုန္တိုင္း ဝင္ေရာက္မည္ကို ျမန္မာ အာဏာပိုင္မ်ားထံ အေၾကာင္းစာ ေပးပို႔ သတိေပးခဲ့ေသးသည္ဟု ဆိုသည္။ ADPC သည္ ေဒသတြင္းရွိ ႏိုင္ငံမ်ားႏွင့္ ႏွစ္ေပါင္း ၂ဝ ေက်ာ္ လက္တြဲ အလုပ္လုပ္လာခဲ့ၿပီး ဆိုင္ကလံုး ကဲ့သို႔ေသာ သဘာဝ ေဘးအႏၱရာယ္မ်ားမွ ကာကြယ္ေရးအတြက္ ျပင္ဆင္မႈ လုပ္ငန္းမ်ား ေဆာင္ရြက္ႏိုင္ရန္ အကူအညီ ေပးခဲ့သည္။

ထုိအေတာအတြင္း အေမရိကန္ သမတကေတာ္ ေလာ္ရာဘုရွ္ကလည္း မုန္တိုင္း ႀကိဳတင္ သတိေပးခ်က္မ်ား ထုတ္ျပန္ျခင္း မျပဳခဲ့သည့္အတြက္ ျမန္မာ စစ္အစိုးရကို ျပစ္တင္ ေျပာဆုိလိုက္သည္။

“မုန္တိုင္း ၿခိမ္းေျခာက္မႈ အႏၱရာယ္ကို သိေပမယ့္ မုန္တိုင္းဝင္ေရာက္ရာ လမ္းတေလွ်ာက္မွာရွိတဲ့ ျပည္သူေတြကို အခ်ိန္မီ သတိေပးခ်က္ေတြ အစိုးရမီဒီယာေတြက ထုတ္ျပန္ ေၾကညာတာ လုပ္မေပးႏိုင္ခဲ့ဘူး” ဟု ဝါရွင္တန္တြင္ က်င္းပသည့္ သတင္းစာ ရွင္းလင္းပြဲတြင္ ေျပာဆိုသြားသည္။

ဆိုင္ကလံုး မုန္တိုင္း ျဖစ္ေပၚရန္ အနည္းဆံုး အခ်ိန္ ၂ ရက္ခန္႔ ၾကာတတ္ၿပီး မုန္တိုင္း ျဖစ္ေပၚသည္ကို ႀကိဳတင္သိရွိၿပီး ႀကိဳတင္ သတိေပးခ်က္မ်ား အခ်ိန္မီ ျဖန္႔ေဝေပးႏိုင္ပါက အသက္ေပါင္းမ်ားစြာ ကယ္ႏိုင္ၿပီး ပ်က္စီးမႈ ပမာဏကိုလည္း ေလွ်ာ့ခ်ႏိုင္ေၾကာင္းျဖင့္ အိႏၵိယ မိုးေလဝသ အသင္းႀကီး၏ အတြင္းေရးမွဴးေဟာင္း ေဒါက္တာ အာကီလက္ရွ္ဂုပ္တား (Dr. Akilesh Gup) က ေျပာသည္။

“နာဂစ္ ဆိုင္ကလံုး မုန္တုိင္းက ပထမ ေတာင္တ႐ုတ္ ပင္လယ္မွာ စျဖစ္တာ။ ဘဂၤလား ပင္လယ္ေအာ္မွာ စုစည္းျဖစ္ေပၚ မလာခင္ကတည္းက က်ေနာ္တို႔ ေတြ႔ခဲ့တာ။ ျမန္မာ အာဏာပိုင္ေတြကိုလည္း အေၾကာင္းၾကားစာေတြ ေပးပို႔ခဲ့ပါတယ္” ဟု မစၥတာ ဂုပ္တားက ေျပာဆိုသည္။

Dozens Reported Dead in Insein Prison Clash

Thirty six inmates of Rangoon’s Insein prison reportedly died in a clash with troops and riot police after setting the jail ablaze as Saturday’s cyclone hit the city.

Prison sources said prisoners had demanded to be moved to security after the cyclone blew off the roof of the jail’s Building No. 1.

When prison authorities refused, the prisoners set fire to a hall, the sources said. Guards failed to suppress the rioters and called in troops and riot police, who opened fire.

It was not known on Monday how many prisoners had died in the fire or from gunshot wounds. Seventy injured were reportedly admitted to the prison hospital.

About 800 prisoners are confined in Insein’s No. 1 building.

အက်ဥ္းေထာင္ အတြင္းရွိ ႏွစ္ထပ္ေဆာင္ အေဆာင္ ၁ တြင္ စေနေန႔ နံနက္က မီးေလာင္မႈ ျဖစ္ပြားရာ အေပၚထပ္ ၿပိဳက်ျပီးေနာက္ ေထာင္လံုျခံဳေရး တပ္ဖြဲ႔မ်ားက ပစ္ခတ္မႈ ျဖစ္ခဲ့သည္။ အက်ဥ္းေထာင္ထဲရွိ အေဆာင္တခုလွ်င္ အနည္းဆံုး အက်ဥ္းသား ၁၅၀၀ ရွိသည္။

"ေလတုိက္ျပီးေတာ့ မုိးေတြ ရြာေနတဲ့အခါမွာ အက်ဥ္းသားေတြ မနက္အေစာႀကီး မီးလံႈတဲ့ အခါမွာ ေလတုိက္ျပီးေတာ့ အိပ္ေဆာင္ မီးကူးတယ္၊ မီးကူးတဲ့ အခါမွာ ေထာင္အာဏာပုိင္ေတြ ေရာက္လာတယ္။ ၀န္ထမ္းေတြ ေရာက္လာတယ္အခါ ေထာင္သားေတြက ထြက္ေျပးတယ္။ ထြက္ေျပးေတာ့ ေထာင္အာဏာပုိင္ေတြက မီးကုိ မျငိမ္းသတ္ဘဲနဲ႔ အက်ဥ္းသားေတြကုိ ပစ္ခတ္တာ" ဟု ထိုင္းႏိုင္ငံ အေျခစိုက္ ေအေအပီပီ ေခၚ ႏိုင္ငံေရး အက်ဥ္းသားမ်ား ကူညီ ေစာင့္ေရွာက္ေရးအသင္း (ျမန္မာႏုိင္ငံ) မွ ကိုတိတ္ႏိုင္က ေျပာသည္။

နာဂစ္မုန္တုိင္း တိုက္ခိုက္သည့္ စေနေန႔တြင္ ေထာင္မီးေလာင္သည့္ သတင္း ထြက္ေပၚခဲ့ေသာ္လည္း ယေန႔မွသာ ေထာင္၀င္စာ ေတြ႔ခြင့္ရ၍ သတင္း ခိုင္ခိုင္လံုလံု ထြက္ေပၚလာျခင္း ျဖစ္သည္။

ေထာင္အာဏာပို္င္မ်ား၏ ဆူပူမႈကို ကိုင္တြယ္ပံုကို ကိုတိတ္ႏို္င္က ေ၀ဖန္လိုက္သည္။

"ပံုမွန္အားျဖင့္ေတာ့ အာဏာပုိင္ေတြဟာ မီးေလာင္ရင္ေတာ့ မီးသတ္ေပးဖုိ႔ တာ၀န္ရွိတယ္ေလ။ ေထာင္သားေတြ ဆူပူလာရင္လည္း စနစ္တက် ျပန္သြင္းေပးရမွာ။ အခုေတာ့ သူတုိ႔က ပစ္ခတ္လုိ႔ ေသတာက မ်ားေနတယ္။" ဟု သူက ေျပာသည္။

Nearly 4,000 People Dead; 3,000 People Missing

Officials said on Monday nearly 4,000 people died in the wake of cyclone Nargis which swept through Burma on Saturday. An estimated 3,000 people are missing. Several hundred thousand of people may be homeless throughout the Irrawaddy delta.

Residents of Burma's biggest city, Rangoon, face the third day of severe shortages of water, power and other essentials as they battle to clean up after the disastrous cyclone.

Older citizens said they had never seen Rangoon, a city of some 6.5 million, so devastated in their lifetimes.

Despite the havoc wreaked by tropical cyclone Nargis across wide swathes of the Southeast Asian country on Saturday, the government indicated that a referendum on the country's draft constitution would proceed as planned on May 10.

"It's only a few days left before the coming referendum and people are eager to cast their vote," the state-owned Burmese language newspaper Myanma Ahlin said on Monday.

Pro-democracy groups in the country and many international critics have branded the constitution as merely a tool for the military's continued grip on power.

Should the junta be seen as failing disaster victims, voters who already blame the regime for ruining the economy and squashing democracy could take out their frustrations at the ballot box.

Some in Rangoon complained that the 400,000-strong military was doing little to help victims after Saturday's storm, only clearing streets where the ruling elite resided but leaving residents to cope on their own in most other areas.

Residents, as well as Buddhist monks from the city's many monasteries, banded together on Monday, wielding axes and knives to clear roads of tree trunks and branches torn off by the cyclone’s 190 kph (120 mph) winds.

With the city's already unstable electricity supply virtually nonfunctional, citizens lined up to buy candles, which doubled in price, as well as water as a lack of electricity-driven pumps left most households dry. Some walked to the city's lakes to wash.

Hotels and richer families were using private generators but only sparingly, given the soaring price of fuel.

Public transport was almost at a standstill although airlines announced that Rangoon's international airport had reopened for foreign and domestic flights on Monday.

Most telephone landlines, mobile phones and Internet connections were down.

With the city plunged into almost total darkness overnight, security concerns mounted, and many shops sold their goods through partially opened doors or iron grills.

At least 351 people were killed, including 162 who lived on Haing Gyi island off the country's southwest coast, military-run Myaddy television station reported. Many of the others died in the low-lying Irrawaddy delta.

"The Irrawaddy delta was hit extremely hard not only because of the wind and rain but because of the storm surge," said Chris Kaye, the UN's acting humanitarian coordinator in Rangoon. "The villages there have reportedly been completely flattened."

State television reported that in the Irrawaddy's Labutta township, 75 percent of the buildings had collapsed.

The UN planned to send teams on Monday to assess the damage, Kaye said. Initial assessment efforts had been hampered by roads clogged with debris and downed phone lines, he added.

The Forum for Democracy in Burma and other dissident groups outside Burma urged the military junta on Sunday to allow aid groups to operate freely in the wake of the cyclone.

ကိုးရီးယားတြင္ ဖြဲ႔ထားေသာ ျမန္မာႏိုင္ငံ အမ်ဳိးသားေရး ျမင့္တင္ေရးအဖြဲ႔မွ ဘ႑ာေရးအဖြဲ႔၀င္ ေဇ မင္းေအာင္က "ျပည္တြင္းမွာရွိတဲ့ မုန္တုိင္း ဒဏ္ခံရသူမ်ားကို ကူညီႏိုင္ဖို႔ ပထမအဆင့္ အေနနဲ႔ ရန္ပံုေငြရဖို႔။ ေကာက္ခံတဲ့အခါမွာ ကိုရီးယားမွာ ရွိတဲ့ အဖြဲ႔အစည္းေတြက ေေကာက္ခံဖို႔ စီစဥ္ထားပါတယ္၊ ရန္ပံုေငြ ရရွိၿပီးတဲ့ ေနာက္မွာေတာ့ ဒုကေရာက္ေနတဲ့ ေဒသေတြဆီ ေရာက္ေအာင္ ပို႔သြားမွာပါ" ဟု ေျပာသည္။

အဖြဲ႔တြင္ ကိုးရီးယားႏုိင္ငံေရာက္ အမ်ဳိးသား ဒီမုိကေရစီအဖြဲ႔ (လြတ္ေျမာက္နယ္ေျမ) အပါအ၀င္ ကိုးရီးယားေရာက္ ျမန္မာအဖြဲ႔အစည္း (၇) ဖြဲ႔ျဖင့္ ဖြဲ႔စည္းထားသည္။ ကိုးရီးယားတြင္ ျမန္မာအလုပ္သမား။ ေက်ာင္္းသား စုစုေပါင္း အေယာက္ (၂၀၀၀) ၀န္းက်င္ရွိမည္ဟု ျမန္မာအသုိင္းအ၀ုိင္းက ခန္႔မွန္းသည္။

စင္ကာပူတြင္လည္း ေလေဘး ဒုကၡသည္မ်ားကို အကူအညီေပးေရးအတြက္ စကၤာပူတြင္ ဖြဲ႔ထားေသာ ျပည္ပေရာက္ မ်ဳိးခ်စ္ျမန္မာမ်ား အဖြဲ႔မွ အကူေငြမ်ား စုေဆာင္းေနလ်က္ ရွိသည္။

စင္ကာပူႏိုင္ငံရွိ ျပည္ပေရာက္ မ်ိဳးခ်စ္ျမန္မာ အဖြဲ႔သားမ်ားမွ အလႈေငြမ်ား စတင္ ေကာက္ခံမည္ျဖစ္ရာ တယ္လီဖုန္း မက္ေဆ့ခ်္မ်ား စကၤာပူကၽြန္းတခုလံုးမွာ ျဖန္႔ေနေၾကာင္း စင္ကာပူ အသိုင္းအ၀ုိင္းက ေျပာသည္။

ယမန္ေန႔က ရန္ကုန္သို႔ ေရာက္ရွိလာသူတဦးက ေျပာၾကားရာတြင္ ရန္ကုန္မွ မုိင္ ၄၀ ခန္႔ေဝးေသာ ဧရာဝတီတုိင္းအတြင္းရွိ ေဒးဒရဲၿမ့ိဳကို ျဖတ္သန္းသြားေသာ အေ၀းေျပး လမ္းမေဘးးတြင္ လူေသအေလာင္းမ်ား၊ တိရိစၧာန္ အေလာင္းမ်ား ေတြ႔ျမင္ခဲ့ရသည္ဟု ဆုိသည္။

အစိုးရက ထုတ္ျပန္ေသာ စာရင္းဇယားမ်ားတြင္ ေဒးဒရဲျမိဳ့၏ ပ်က္စီးအဆံုးအရႈံး အေသအေပ်ာက္ႏွင့္ ပတ္သက္၍ ထည့္သြင္း ေၾကညာျခင္း မရွိေပ။

ဧရာ၀တီတိုင္းတြင္း တယ္လီဖံုး ျပတ္ေတာက္မႈျဖစ္ရာ ေဒသတြင္းမွ ျဖတ္သန္းလာသူမ်ား၏ ျပန္ေျပာစကားကိုသာ စီစစ္ေနရသည္။

ရန္ကုန္တဘက္ကမ္း ဒလျမိဳ့တြင္လည္း ျမိဳ့လံုးကြ်တ္နီးပါး အိုးအိမ္မ်ား ပ်က္စီးဆံုးရႈံးမႈ ရွိသည္။ ထို႔အျပင္ ေသာက္ေရ ျပတ္ေတာက္မႈကို ဆိုးဆိုး၀ါး၀ါး ခံေနရသည္။

တခုတည္းေသာ ဆက္သြယ္ေရး ျဖစ္သည့္ ရန္ကုန္ႏွင့္ ဒလၿမိဳ့သို႔ ကူးခတ္ေနသည့္ သမၺာန္မ်ား၏ ၉၀ ရာခိုင္ႏႈန္းခန္႔ ပ်က္စီးသြားခဲ့သည္။

အစိုးရ၏ ထုတ္ျပန္ ေၾကညာခ်က္မ်ားတြင္ အနည္းဆံုး လူေပါင္း ၃၅၁ ေယာက္ ေသဆံုးရာတြင္ ဟိုင္းၾကီးကြ်န္းသည္ ၁၀၉ ေယာက္ ေသဆံုးျပီး အဆိုး၀ါးဆံုး ျဖစ္သည္ဟု ဆိုသည္။ အနည္ဆံုး အိမ္ေျခ ၂၀၀၀၀ ပ်က္စီးၿပီး လူ ၉၀၀၀၀ ေက်ာ္ အိုးမဲ့အိမ္မဲ့ ျဖစ္ခဲ့သည္ဟု ပါရွိသည္။

အစဥ္အျမဲ သတင္းအေမွာင္ခ် လွ်ဳိ႕၀ွက္ေလ့ရွိသည့္ ျမန္မာ စစ္အစိုးရေၾကာင့္ ေစာင့္ၾကည့္ ေလ့လာသူမ်ားက အမွန္တကယ္ ေသဆံုးသူ အေရအတြက္မွာ အစိုးရ ထုတ္ျပန္ခ်က္ထက္ မ်ားႏို္င္သည္ဟု ေျပာသည္။

စစ္အစိုးရ ထိပ္ပိုင္းေခါင္းေဆာင္မ်ား ဧရာ၀တီတိုင္း ေမာ္လျမိဳင္ကြ်န္းၿမိ့ဳသို႔ ရဟတ္ယာဥ္ျဖင့္ သြားေရာက္ စစ္ေဆးမႈမ်ား ျပဳလုပ္ခဲ့ရာ အပ်က္အစီးမ်ားသည့္ ျမိဳ့မ်ားတြင္ ေမာ္လျမိဳင္ကြ်န္း ပါ၀င္ႏိုင္သည္ဟု ရန္ကုန္ရွိ မဇၩိမသတင္းေထာက္က ေျပာသည္။

ရန္ကုန္ပင္လယ္၀တြင္ ရပ္နားထားေသာ စစ္သေဘၤာတစီး ျမဳပ္သြားခဲ့ျပီး ၾကည့္ျမင္တိုင္ ဆိပ္ကမ္းတြင္ ငါးတင္ သေဘၤာတစီး ႏွစ္ျမဳပ္သြားသည္။

ရန္ကုန္တြင္ေတာ့ ေရျပတ္ေတာက္မႈကို ၾကံဳေတြ႔ေနရသျဖင့္ အင္းယားကန္၊ ကန္ေတာ္ၾကီးမ်ားတြင္ ဆယ္ဘီးကားမ်ား၊ ထရပ္ကားမ်ားျဖင့္ လာေရာက္ ေရသယ္၊ ေရခ်ဳိး ျပဳလုပ္ေနၾကသည္။

အေနာ္ရထာ လမ္းမၾကီးတြင္ စည္ပင္သာယာမွ ေရကားမ်ားက ေရေ၀မႈ ျပဳလုပ္ေနရာ ေရပံုး၊ ေရခြက္ အရြယ္စံုျဖင့္ ေရလာယူသူ လူတန္းရွည္ၾကီးမ်ား ျဖစ္ေပၚလ်ွက္ ရွိသည္။

ေတာင္ဥကၠလာပ ျမိဳ့နယ္ႏွင့္ ရန္ကင္းျမိဳ့မ်ားတြင္ ဂ်ဳိးျဖဴပိုက္ကို ေဖာက္၍ ေသာက္သံုးေရ ရရွိရန္ ၾကိဳးစားမႈမ်ား ရွိခဲ့သည္။ မီးသတ္ ပိုက္ေခါင္းမ်ားကို ဖြင့္၍ ေရေ၀သံုးစြဲမႈမ်ား သာေကတျမိဳ့နယ္တြင္ ေတြ႔ရသည္။

လုယက္မႈမ်ား ျဖစ္ႏိုင္သည္ ဆိုေသာ စိုးရိမ္ခ်က္မ်ားကား ေဒသခံမ်ားတြင္ ျဖစ္ေပၚလ်ွက္ ရွိသည္။

အစိုးရ စက္သံုးဆီအေရာင္းဆိုင္မ်ား ျပန္လည္ ဖြင့္လွစ္လိုက္ၿပီျဖစ္ရာ ေလာင္စာဆီ ျပတ္ေတာက္မႈ အနည္းငယ္ ေလ်ာ့ပါးသြားသည္။ သို႔ေသာ္ ႏွစ္မိုင္ခန္႔ပင္ ရွည္လ်ားေသာ ဆီထည့္ရန္ ေစာင့္ေနသည့္ ယာဥ္တန္းၾကီးမ်ားကို ဆီဆိုင္တိုင္းလိုလိုတြင္ ေတြ႔ျမင္ရသည္။ ေမွာင္ခို ေစ်းကြက္တြင္ေတာ့ ေစ်းတက္ဆဲ ျဖစ္ရာ ဓာတ္ဆီတဂါလံ ၁၂၀၀၀ က်ပ္ႏွင့္ ဒီဇယ္ဆီတဂါလံ ၁၅၀၀၀ က်ပ္ ျဖစ္သည္။

စက္သံုးဆီအေရာင္းဆို္င္မ်ားက ည ၁၀ နာရီအထိ ေရာင္းခ်ေပးသြားမည္ ျဖစ္သည္ဟု ေၾကညာထားသည္။

ကမၻာေအး ဘုရားလမ္း ကဲ့သို႔ေသာ လမ္းမၾကီးအခ်ဳိ႔ ျပန္ပြင့္လာေသာ္လည္း ယာဥ္လမ္းပိတ္ဆို႔မႈ ျဖစ္ေပၚေနသည္။ ျမိဳ့ထဲတြင္ေတာ့ မီးစက္သံမ်ားတညံညံ ေပၚထြက္ေနသည္။

အိမ္မိုးသြပ္ေစ်းမ်ား ၅ ဆ ျမင့္တက္သြားျပီး တေပလ်ွင္ က်ပ္ ၃၀၀၀ သို႔ ေရာက္ရွိသြားသည္။ မုန္တိုင္း မတိုက္မီက တေပလ်ွင္ က်ပ္ ၆၀၀ သာ ရွိသည္။ သြပ္ရိုက္ သံကေတာ့ တပိသာလွ်င္ ၃ ေသာင္းက်ပ္ ျဖစ္သည္။

ဒဂံုျမိဳ့သစ္ေျမာက္ပို္င္းတြင္ ဒီေရ ၀င္ေရာက္ျပီး ေရလ်ွံေနသည္။ အိမ္ေတြယိုင္၊ သစ္ပင္ျပိဳလဲမႈ အျဖစ္မ်ားသည္။

240 People Dead; Number of Dead, Injured Expected to Climb

Burma's junta declared five disaster zones on Sunday—Rangoon, Irrawaddy, Pegu divisions as well as Karen and Mon states—after devastating cyclone Nargis slammed into mainland Burma on Saturday.

At least 240 people have died across Burma, authorities said. The number of injured was not available, but it is believed to be high.

"According to the latest information we have, altogether 19 people were were killed in Rangoon Division, and then about 222 people were killed in Irrawaddy Division," an Information Ministry official told Agency France Press.

The number of dead and injured is expected to climb as local officials and media-shy authorities slowly make contact with outlying towns and villages along the coast and in central Burma.

The overseas Burmese community has been searching for information about relatives and loved ones, further clogging Burma’s telecommunication system, which is barely functioning, if at all, in many cities.

Cyclone Nargis—rated a Category 3 storm—ripped through the Irrawaddy delta and Rangoon on Saturday morning, tearing off roofs, uprooting trees and knocking out electricity with wind speeds reaching 190 kilometers per hour (120 mph).

Therje Skavdal, the Bangkok-based regional head of the UN office for the Coordination of Humanitarian Affairs (UNOCHA), told Reuters: "It's early, and it will take a few days before we get an overview of the damage."

An estimated 7.03 million people were affected by the storm. In addition, an estimated 1.82 million people who live in coastal areas below 5 meters could have been hard hit by a surge of water up to 12 feet (3.5 meters), according to the Global Disaster Alert and Coordination System.

Structures have been damaged or collapsed in towns throughout the Irrawaddy delta, where the massive cyclone hit on Friday night having gathered power in the tropical waters of the Bay of Bengal. Three out of four buildings were collapsed in Laputta and Kyaik Lat, state media reported.

Official media said seven vessels sank in the Rangoon harbor.

The Rangoon Airport has been closed. All incoming domestic flights were diverted to Mandalay, the country’s second largest city, in the middle of Burma. Thai Airways in Bangkok said its flights would not resume before Monday.

Meanwhile, the junta formed a national central committee for natural disasters, with Prime Minister Gen Thein Sein as chairman, to coordinate relief and aid efforts.

Some police and army personnel have been deployed throughout the worst hits areas to start the clean-up operation, said AFP.

However, Rangoon residents who are experienced with natural disasters are already complaining bitterly about the slow response from the military government.

"Where are all those uniformed people who are always ready to beat monks and civilians?" one woman asked. "They should come out in full force and help clean up the area and restore electricity."

A 35-year-old resident in Kyaukpadaung Township in Mandalay division asked where are the Union Solidarity and Development Association members.

“အိမ္အျပင္ေတာင္ထြက္လို႔ မရဘူး၊ လမ္းမွာ သစ္ပင္ႀကီးေတြပိတ္ေနတယ္၊ အိမ္အမိုးေတြလန္တယ္၊ တခ်ိဳ႕ အိမ္ၿပိဳတယ္”ဟု ၎က ေျပာျပသည္။

“ေ၀ဠဳဝန္တိုက္ခန္းေတြမွာ ေလးခန္းတြဲ၊ သံုးထပ္တိုက္ ဆယ့္ရွစ္လံုးရွိတာ အမိုးေတြအားလံုး လန္သြားတယ္။ ဟံသာ၀တီ ကားပြဲစားတန္းဘက္မွာ ကုန္းေက်ာ္လိုက္တာနဲ႔ ကၽြန္းေတာလမ္းေလာက္အထိ အပင္ႀကီးေတြ လဲေနတယ္။ မီးရထားလမ္း ေတြမွာလည္း သစ္ပင္ေတြက်ိဳးၿပီးပိတ္ေနတယ္ … သြားလို႔မရဘူး၊ မီးရထားေတြ မထြက္ဘူး” ဟု စမ္းေခ်ာင္းၿမိဳ႕နယ္ရွိ ေဒသခံက ေျပာသည္။

မုန္တိုင္းေၾကာင့္ အပ်က္အစီးမ်ားစြာရွိခဲ့ေသာ ရန္ကုန္တိုင္း၊ ဧရာဝတီတိုင္း ၊ ပဲခူးတိုင္း၊ ကရင္ျပည္နယ္ႏွင့္ မြန္ျပည္နယ္တို႔ကို မုန္တိုင္းဒဏ္အခံရဆုံး ေဒသမ်ားအျဖစ္ အာဏာပိုင္မ်ားက ႐ုပ္ျမင္သံၾကားမွ ယမန္ေန႔က ေၾကညာခဲ့သည္။

စေနေန႔နံနက္ အေစာပိုင္း တိုက္ခတ္ေသာ ယင္းမုန္တိုင္းဒဏ္ေၾကာင့္ ရန္ကုန္ၿမိဳ႕ႏွင့္ ဧရာဝတီတိုင္းရွိၿမိဳ႕မ်ား ထိခိုက္ ပ်က္စီးမႈႀကီးမားေၾကာင္း စုံစမ္းသိရွိရသည္။ တိုက္ခတ္ေသာ မုန္တိုင္းမွာ ၁ နာရီ မိုင္၁၂၀ ႏႈန္း ရွိသည္။

ရန္ကုန္ၿမိဳ႕အတြင္း လ်ွပ္စစ္မီးႏွင့္ ေသာက္သုံးေရ ယခုအခ်ိန္အထိ ျပတ္လပ္ေနဆဲျဖစ္ၿပီး လမ္းပန္းဆက္သြယ္ ေရးမ်ားလည္း ျပတ္ေတာက္ေနဆဲျဖစ္သည္။

ယေန႔တြင္ ရန္ကုန္ၿမိဳ႕ရွိလူမ်ားမွာ ပ်က္စီးသြားေသာ အိမ္ရာမ်ားကို ျပဳျပင္ရန္ ေဆာက္လုပ္ေရးပစၥည္းမ်ား ဝယ္ယူ ေနၾကေၾကာင္း သိရွိရသည္။ ဓာတ္ဆီေစ်းမွာလည္း တရွိန္ထိုး တက္သြားၿပီး တဂါလန္ ၇၅၀၀ က်ပ္ ေပါက္ေစ်း ရွိေၾကာင္း သိရွိရသည္။

ယခု မုန္တိုင္း ဒဏ္ေၾကာင့္ လာမည့္ စေနေန႔တြင္ က်င္းပမည့္ အေျခခံဥပေဒ အတည္ျပဳ ဆႏၵခံယူပြဲကုိ ေ႐ႊ႕ဆိုင္း ႏိုင္ဖြယ္ရွိေၾကာင္း ရန္ကုန္ စာနယ္ဇင္းအသိုင္းအဝန္းက သုံးသပ္ေနၾကသည္။

While many political campaigners in Burma are calling for a “No” vote in the forthcoming referendum, the United Nationalities League for Democracy (UNLD) is calling for a complete boycott of the polls on May 10.

Leaders of the UNLD, a Rangoon-based umbrella organization of political parties representing ethnic minority peoples, said that casting a vote in the constitutional referendum is a form of following the regime's orders and supporting their "Seven-step road map" to democracy.

Speaking with The Irrawaddy on Thursday, Thawng Kho Thang, a senior member of the UNLD and the Committee Representing People’s Parliament (CRPP), said: “As we never supported the ‘Seven-step road map,’ why should we go and vote? If we cast a vote, it means we support Step Four of the road map. So, we won’t go and cast a vote in the referendum.”

The national referendum is the fourth step on the junta’s so-called “Seven-step road map” toward democracy in Burma. The junta has also announced the fifth step of the road map—multi-party elections in 2010.

Thawng Kho Thang said that no leader or member of the UNLD will cast a vote in the national referendum. The group called for a boycott of the referendum on May 10 and urged Burmese citizens to join the boycott.

Senior leaders of the UNLD also include: Aye Tha Aung, the chairman of the Arakan League for Democracy and the secretary of the CRPP; Thar Ban of the Arakan League for Democracy; and veteran politician Aung Tin Oo.

Thawng Kho Thang said that even if a majority of Burmese citizens vote “No” in the referendum, the junta will try to legitimize the draft constitution somehow.

The UNLD leader also said that the military regime was holding the national referendum too early after releasing the draft of the constitution, which gave voters insufficient time to read the 194-page document. He said many citizens were unclear about the new constitution and didn’t know whether to support it or oppose it.

"The junta should allow another two years for people to study the constitution,” he added. “If possible, they should translate the draft constitution into ethnic languages, because some ethnic minority people can’t read Burmese."

Thawng Kho Thang predicted that the majority of Burmese citizens would vote “Yes” in the referendum out of fear of repercussions from the security forces.

He also criticized the National League for Democracy, saying that the opposition party did not launch its “Vote No” campaign widely enough in Burma nor seek to educate people about the junta's constitution.

UNLD senior member Aye Thar Aung also confirmed that he would not participate in the May 10 referendum. He said that to solve the conflict in Burma, the military regime should create a genuine dialogue with the opposition parties—not hold a constitutional referendum.

The UNLD leaders condemned the draft constitution as a one-sided document written by the military generals alone, which lacked the suggestions of the 1990 elected members of the CRPP.

Meanwhile, Rangoon-based veteran politician Amyotheryei Win Naing suggested that Burmese citizens should seriously consider casting a vote on May 10 based on two points.

He said that if 32 million people are eligible to vote in the referendum, then a turnout of 16 million plus one person would legitimize the referendum.

If half of the participants, 8 million plus one person, vote “Yes,” the draft constitution would be legitimized, he said.

“If people don’t vote, the junta cannot legitimize the draft constitution,” Amyotheryei Win Naing said in a letter received by The Irrawaddy on Thursday.
